Starting January 1, 2007, the state began implementing a grandiose program, which was reinforced by law. Its essence is that families with two or more children are given the opportunity to receive special cash benefits (maternity capital). You should immediately pay attention to the fact that funds are issued only once. This happens after the birth of the baby for whom capital will be assigned.
Each year, the state conducts indexation of funds. So, for example, in 2007 the amount of capital was estimated at 250,000 rubles, and in 2014 it will amount to 429,408 rubles.
The amount of payments is changing, but the certificate cannot be replaced, it remains the same. If for some reason the documents were not completed in a timely manner, then citizens have the right to contact the appropriate institution at any time. In this case, it is necessary to clarify what documents are needed for the registration of maternity capital. And the state has not established time limits for obtaining a certificate.
After three years from the date of birth, the time comes when you can spend money. If the family needs to repay a loan or another loan to purchase an apartment or build a house, then you can manage family capital without waiting for the specified age of the baby.

The certificate is valid only with a passport or any document that replaces it. It becomes invalid after the deprivation of the owner of parental rights, as well as in the event he commits a crime against the child or his death.
If the certificate is lost, then the issuance of a duplicate is provided. The certificate of cash payments is received at the territorial administration of the PFR, located at the place of actual residence or appeal of the citizen. Who can get the money?
A woman who gave birth or became the guardian of a second child (not earlier than January 1, 2007) can become a member of this program. Moreover, she must have Russian citizenship.
A man is also entitled to receive a certificate if he is the only parent of the children. The date of the court decision on adoption (if the children are adopted) should not be earlier than the term after which the program has entered into force.
Citizenship of the Russian Federation is a mandatory column in the contract.
But there is an exception. For a father, the condition of citizenship is not decisive in determining the right to receive a certificate. Dad gets it only if the mother is deprived of this opportunity. This can happen in the event of a court decision at which her parental rights were canceled, her commission of a crime against children, and also if the mother is not alive.
Minor children (in equal shares) are also entitled to the funds provided for in the program. This only happens if parents or guardians are lost.
How to get a certificate
Information on what documents are needed to process maternity capital can be obtained in full in the territorial bodies of the Pension Fund of our country. First of all, it is necessary to submit an application that indicates intentions to issue its issue. It must be considered within thirty calendar days from the date of its submission. After that, a notification is sent notifying of the results of the consideration of the application. The decision can be both positive and negative.
Together with the application for the issuance of the certificate, it is necessary to submit other documents for registration of the parent capital. This is a package of identity papers indicating the permanent place of residence and Russian citizenship of a woman or man who are applying for funds. Sometimes, instead of a passport, it is possible to submit another certificate proving the identity of the applicant. Originals of certificates for children will be required - confirmation of birth or adoption, but only of the second and subsequent babies. In addition to all of the above, it is necessary to confirm their Russian citizenship.
In special cases, when applying for maternity capital, you will need a death certificate of the citizen who gave birth to the child, confirmation of the deprivation of her rights to the baby or the commission of criminal acts against children. In case of death of parents or guardians, the necessary certificates are also provided.
In some regions of Russia, documents for registration of maternity capital (2012) were required in duplicate. All this is due to the fact that since February of the indicated year, the programs “Regional maternal capital” have been launched in certain regions of the country. Their funds were additional. With the funds received under this program, you can also get an education for any of the children of the family who have not reached the age of 25 years. Training should be carried out within the territory of the Russian Federation in an educational institution that has state accreditation.
Formation of labor pension (funded part) and maternity capital
It turns out that the introduction of such programs contributes to the increase in payments that the population receives with the onset of a certain age. All funds or any part thereof may be used to form a labor (funded part) pension. All this is done by submitting a completed application form to the RPF or any other non-state pension fund.
