Drivers in Moscow, St. Petersburg, as well as all major settlements, often find it difficult to find a place to park their car. Parking is sorely lacking not only in the central streets of cities, but also in residential areas. Sometimes drivers spend up to half an hour of their time in search of a free parking space. Someone who is in a hurry, sometimes just throws the car wherever possible. However, this behavior is very frivolous. The driver will have to pay the traffic police inspector for improper parking. And this cannot be attributed to ordinary bad luck or requisitions of the corresponding services replenishing the state treasury, because there are certain rules regarding the parking of all vehicles, fixed at the legislative level. Parking concept
Are there any differences between stopping and parking? Most motorists are unlikely to correctly answer this question. And this is despite the fact that signs indicating that stopping and parking are prohibited are found almost everywhere. Yes, their names are very similar, but the requirements are significant differences.
In paragraph 1.2 of the SDA provides an explanation of these two terms. So, according to this regulatory document, a stop means stopping the movement for no more than five minutes. If the time limit exceeds this time, then this is called parking. However, this does not always happen. For example, a truck under unloading will stay in this state for more than five minutes. With the continuity of this process, it will be possible to say that the car just stopped. The same applies to passenger transport. If the bus stopped for boarding and further boarding of passengers, then regardless of the time of this process, this condition is regarded as a stop.
Parking also implies the commission of completely different actions. It indicates a temporary cessation of movement when nothing happens to the car. For example, the driver locked him, left, and when he arrives, it is unknown, but more than five minutes will pass.
Thus, both concepts (stopping and parking) include a pre-planned cessation of movement and are generally called parking. But the driver chooses the place and term of such a condition of the car on his own.
Prohibition signs
How to properly park the driver so as not to pay unnecessary fines? To do this, you just need to know where on the SDA stop and parking is prohibited. This will allow you to find a suitable place for your car, avoiding the loss of money.
Perhaps the fact is obvious that any of the parked vehicles should not:
- create obstacles to the movement of other cars;
- be a threat to traffic safety;
- create conditions for violation of the rules by other drivers.
In such places, the traffic police set the following signs: “No parking” and “No parking”. It remains only not to confuse them with each other. So, if the image on the sign is crossed out by only one red line, then parking is prohibited in this place. If the lines are arranged crosswise, the driver should not park in such places at all. It does not allow both a stop and further parking. Let us consider in more detail the second, most stringent of these two signs.

In the form familiar to us today, the “Stop is prohibited” sign appeared back in 1973. That is how his newly created standard, operating in the territory of the Soviet Union, described it. Prior to this period, the sign on the road "Stop is prohibited" was issued in yellow. SDA throughout the history of its existence undergo various changes. However, after the 2013 changes, there were no new editions associated with this sign yet.
Installation reasons
Sometimes motorists, seeing the sign "Stop is prohibited" on the road, are annoyed that they have no way to park. However, the rules are not created because of someone's whim. The same applies to the sign stipulated by traffic rules - “Stop is prohibited.” Its presence indicates that, in a given section of the carriageway, a vehicle that has stopped its movement can be a serious obstacle to other vehicles. Exceptions to the Rules
In those places where there is an indication that the stop is prohibited, you can not park at all. At the same time, only the forced termination of the vehicle’s movement is allowed in case of its breakdown, as well as in case of deterioration of the driver’s health and for other similar reasons. First of all, it is necessary to remember the interpretation of traffic rules. Stopping is prohibited only on the side of the street or road on which this sign is set. Suppose a similar sign is on the right side, but is not on the opposite sidewalk. In this situation, you can safely park your car where it is absent, that is, on the left. The opposite situation is also possible.
The next thing the driver needs to know is what the “Stop is prohibited” sign has in its coverage area. There are five traffic rules for them:
1. From the prohibition sign, it stretches to the nearest intersection (such as breaking the dividing strip, leaving the road from the yard, leaving a small field or forest road). This often happens in populated areas. However, sometimes behind the intersection you can again see a sign prohibiting a stop. This indicates the continuation of such a zone. If there is no sign at the intersection, then parking is allowed.
2. From the prohibition sign to the very end of the settlement. This situation is possible in the absence of intersections on the road.
3. From the prohibition sign to the pointer “End of zone of all restrictions”. This situation is most often found on country roads or in those places where road works are being carried out.
4. If the sign is used in conjunction with the solid markings applied on the pavement or the border having a yellow color, then the prohibition zone is within the length of this line.
Sometimes such a restriction can last several kilometers. It already seems to the driver that the restricted area should end. However, if there is a yellow line, stopping is prohibited. A parking ticket is then inevitable.
Sometimes, where such a sign is installed, the “Stop is prohibited” zone can be indicated using a special plate. If it shows an arrow pointing up, it means that you are at the very beginning of such a section of the road. If the “Stop is prohibited” sign is re-set and a plate with double-sided arrows is located under it, then the area where traffic cannot be stopped continues.
Where in this case to park? You need to get to the sign with a sign on which the arrow is pointing down. He will indicate the end of the prohibition zone. Immediately after such a sign traffic rules are allowed to park vehicles. If there are digital symbols on the arrow indicating the arrow going up, then it indicates the distance within which a stop cannot be made. However, such a zone is sometimes interrupted by a place equipped with a parking lot. In this case, the sign “Parking” is set on the side of the road.
Penalties
If the motorist has parked his car in a place where stopping is prohibited, then, according to Art. 12.19 Administrative Code, he will be punished. It may result in a warning or a fine of 500 rubles or more. up to 3 thousand rubles. Punishment awaits those drivers who have parked their cars in places intended for vehicles with disabilities. In this case, the amount of the fine is in the range from 3 to 5 thousand rubles.
As a rule, residents of large cities (Moscow and St. Petersburg) pay a fine if they stay where the stop is prohibited, at the maximum amount. Drivers in other cities are limited to fines of less than 3,000 rubles.

If the driver violates the parking rules regarding the prohibition of stopping in the lane that is intended for the movement of route vehicles, a fine is imposed in the range of 1500-3000 rubles. Administrative Code provides and a special type of punishment, which describes Article. 12.10.1. It refers to violations of parking rules at level crossings. At the same time, a fine of 1 thousand rubles may be imposed on the driver. or they may be deprived of their rights for a period of 3 months to six months. Violation of parking rules on motorways will cost the driver 1000 rubles.
Anyone who neglected the “Stop is prohibited” sign will pay the fine (2014 and 2015) according to the 2013 edition of the Code of Administrative Offenses, and this is already significantly higher than before.
Aggravation of punishment
An additional measure punishing a negligent driver may be the forced evacuation of the car to the penalty parking. This happens when the abandoned car is on the roadway and interferes with traffic.

Prohibition of movement without stopping
Among the priority signs on the road there is one more sign, violation of which at best will entail a serious conversation with the traffic police inspector. He, in contrast to the pointer “Follow the road”, obliges the driver to stop completely. They put a priority pointer either directly in front of the stop line, or at the edge of the road that needs to be crossed.
The sign "No traffic is prohibited without stopping" may also be located before a railway crossing or a quarantine post. But in any of the above options, the driver must stop driving in front of the stop line or priority indicator on the road.
There are some exceptions to this rule. So, this indicator will not work if a white signal lights up at a traffic light installed at the crossing.
It should be borne in mind that the installation of priority signs is carried out at intersections with limited visibility. It is in such places that traffic accidents are most often recorded. In this regard, even when there is no one to give way, the driver must stop and carefully look around. It is possible that this onerous caution will save his life.
Well, for those who are constantly in a hurry and ignore prohibition signs, the legislation provided for the imposition of fines. In particular, those who did not stop under the sign “No traffic is prohibited is prohibited” will be required to pay 800 rubles to the treasury.
Sometimes those drivers who have crossed, without stopping, a railway crossing equipped with this indicator, if the green traffic light was on, are forced to pay fines. Similar actions by some representatives of law enforcement agencies are also classified as administrative violations of traffic rules. However, this is unlawful.
