One-time allowance at birth: documents, size

For couples who have recently acquired a baby, the state offers financial assistance - a one-time allowance for the birth of children. To receive this payment, you need to know the features of its purpose, as well as a list of documents involved in this process.

One-time payments

The amount of allowance due to young families is primarily affected by inflation. Depending on its fluctuations, a coefficient is added to the size of a lump sum payment, that is, indexation is calculated. For comparison: if in 2015 young parents can receive an allowance of 14,497.80 rubles, then in 2014 this amount was slightly less - 13,741.99 rubles. For families living in the Urals and the Far North (or for those who are officially employed in these areas), the payout ratio increases due to regional indexation. The size of the lump-sum allowance at the birth of a child in this case may be 15% or even 40% higher than it should be.

Payments for the second baby

If the spouses became the parents of two children, then they gain not only unlimited happiness, but also the right to double payments. According to the law of the country, a separate allowance is assigned to the family for each child. Unfortunately, the lump sum payment for the second and subsequent child does not increase - it is all the same as in the previous case, 14,497.80 rubles.

However, in this case, parents still have additional benefits: the state also provides for the appointment of maternity capital in order to increase the birth rate in the country. To receive this payment, it is necessary to issue the corresponding certificate in the Pension Fund. But if the lump-sum paid by the state at the birth of 2 children is a certain amount that the family can spend at its discretion, then the maternity capital represents non-cash funds. It is assumed that parents have the right to spend this money on improving the baby’s living conditions (for example, to buy or build a house) or to educate him in the future.

The more children, the better: third child allowance

As in the case of the birth of twins, spouses who have acquired a third child receive material benefits amounting to 14,497.80 rubles to care for him. A lump-sum allowance is provided by the state for each baby born, and its size changes only due to indexation. The number of children in the family does not affect the allocation of money.

A nice bonus is that, like the one-time allowance for the birth of 2 children, payments for the third baby can be supported by maternity capital. In addition, spouses have the opportunity to apply for additional monthly subsidies. This payment can be received until the child is exactly 3 years old. But its design is available only in those regions of Russia that are characterized by low birth rates. Moreover, they apply only to low-income families.

Who is entitled to a lump sum allowance?

Any parent can receive a cash subsidy by contacting their place of work. Moreover, the organization in which one of the spouses is registered as an employee does not have the right to refuse him this petition. Even if this happens, then do not worry, as the FSS allocates budgetary funds anyway.

As for non-working parents, they can also receive the lump-sum allowance due to them at birth. The payment extends including to single mothers, and to students who are in the period of the birth of the baby in full-time education. If a woman who has gone on maternity leave does not have the opportunity to arrange financial assistance on her own, then her trustee is entitled to do so. It should be noted that the subsidy applies only to citizens of the Russian Federation.

Where to go?

As already specified earlier, a working parent can make the payment at the place of employment. Persons in the military or contract service have the right to apply for a lump-sum allowance at the birth of a child in the organization where they take it. However, this is only possible if the father and mother are not divorced. Parents who are not married should understand that the procedure for processing documents for financial assistance will be available only to the person with whom the child lives.

If one of the spouses who does not work at a particular point in time or is in student status plans to receive a monetary subsidy, the process takes place in a slightly different way. In this case, the application for a lump-sum allowance at the birth of a child is submitted to the social security authority of the population corresponding to the present place of residence of the family.

Benefit Application: Sample

The petition must be written without fail to each individual who plans to receive a lump-sum benefit at birth. The application, a sample of which is presented below, must be correctly executed, and only then it will be considered. The following information should be indicated on paper:

  1. The name of the organization to which the mother or father applies.
  2. FULL NAME. applicant, corresponding to his passport data.
  3. The status of the person submitting the application (mother, father, guardian).
  4. Full passport data (by whom and when the document was issued, as well as addresses of registration and actual residence).
  5. Type of allowance.
  6. The desired method of obtaining material subsidies (in cash or through a card account).
  7. Date of application and signature.

Application deadlines

It is very important to keep the correct deadlines in order to receive a lump-sum benefit at birth. Documents for processing a cash payment can be provided to the appropriate authorities literally from the moment the baby is born. However, this does not mean that parents have an unlimited period of time to receive subsidies. An application for its execution must be submitted within six months from the moment a child or children appears in the family. After that, the possibility of receiving a payment is canceled.

How fast is the allowance awarded?

A subsidy is assigned only after a positive decision is made by the relevant authority. In case of refusal, parents receive a notification within 5 days and receive back all documents previously submitted by them. If an individual’s request is approved, then a lump-sum birth benefit is paid by his employer about a week later. The accrual period can be up to 10 days. As for the bodies of social protection of the population, they are obliged to pay no later than the 26th of the next month.

Payments to unemployed and students

If in the classic case the easiest way to get a subsidy for a child is to write an application at the place of employment, then those who do not have such an opportunity should contact the nearest social security agency. This category includes non-working people, as well as full-time students.

They must provide the same documents as for working citizens (birth certificate of the baby, one copy of the passport of the mother or father and a certificate that the payment was not previously provided). Students may be asked for paper from the dean’s office confirming their status in the educational institution. From unemployed citizens, most likely, they will need data on the previous place of employment and a diploma (certificate) about getting an education.

Making a child adoption allowance

The law of the Russian Federation states that when a newborn is brought up for family care, the guardian or adoptive parent of the baby has the right to receive timely financial assistance. The size of this cash payment for adoptive parents is the same as the amount of a lump-sum benefit at birth, that is, it is 14,497.80 rubles. If an individual accepts several children for upbringing, then he can receive a subsidy for each of them. It is worth noting that payments to a guardian are only provided when the newborn is completely without parental care.

When applying for an allowance, the adoptive parent must prepare a standard list of papers, as well as attach a document to it confirming the fact of the lawful transfer of the child to the education of this individual. In the rest, the procedure for calculating the subsidy does not differ at all from the standard process that is carried out for the blood parents of the baby.

If a child was born in another country

There are situations when the mother is a citizen of the Russian Federation, and the child is born in another state. Then there is a problem with the preparation of relevant documentation. In order for the parents to be paid a lump-sum allowance at the birth of the child, they are required to submit the necessary papers to the nearest social security agency or place of employment. One of the required documents is a certificate from the registry office confirming the registration of the birth of the baby.

A birth certificate must be obtained by the mother or father in the territory of a foreign state of which the child is a citizen. After that, this document must be translated into Russian by authorized bodies and sealed with a stamp. When parents apply for benefits, this security must be presented in duplicate.

The father of the child is a foreigner

If one of the parents (in this case, the father) has expressed his desire to remain with foreign citizenship, then he is not entitled to a lump-sum allowance for the birth of children in the Russian Federation. In this case, the mother may apply for a subsidy. But again, by law, this right is available only if she is a citizen of the Russian Federation.

When submitting an application, the mother is obliged to submit to the social protection authority data on the employment of the father of the newborn, as well as a certificate stating that he was not previously assigned this benefit. However, if a foreign citizen is not registered and has never worked in the Russian Federation, then it is impossible to obtain such documents. In this case, a photocopy of the passport of the father of the baby, as well as an explanatory note of the mother, sealed with a signature, will be sufficient. If other documents confirming the fact of non-receipt of the subsidy are available, this will increase the chances that it will be possible to draw up a lump-sum allowance at birth. A sample explanatory note and statement will be provided to you by the FSS.

It is worth noting that these rules apply only to unregistered marriages. If the mother, who is a citizen of the Russian Federation, and the father, a foreign citizen, are official spouses, they will not be able to receive material benefits in this way.

Other types of payments

Residents of certain regions may be charged additional material resources for lump-sum subsidies. For example, in Moscow, at the birth of the first-born, in addition to fixed capital of 14,497.80 rubles. spouses receive an additional 5,500 rubles. Also in this region there is a special program for supporting young families. If the father and mother are younger than 30 years old, then they are paid material assistance equal to five living wages. The additional lump-sum allowance at the birth of the second child is seven of these units. And if the spouses have a third and subsequent offspring, then they apply for a subsidy of ten living wages.

A lump-sum payment of the state per child is capital that is not subject to any commission deductions and taxation. It can be received by every family in which the baby appeared, subject to the timely submission of documents.
