Tear paper like newspaper (thicker does not fit), tear it into small pieces and glue each of them to the surface of the ball as densely as possible to each other. After the first layer dries, add the second, then the third and so on to the desired thickness. This work is painstaking and slow.

After the last layer dries, you can release air from the balloon and decorate the finished structure as you wish.
