Recently, Russian politicians have especially stepped up their work in connection with a large number of problems that have arisen against the backdrop of deteriorating relations with Western countries and disputes within the state itself. But in this cohort there are also such servants of the people, which are worth discussing in more detail. One of them is Klintsevich Franz Adamovich. The biography of this person is interesting for many reasons.
Birth
The future statesman was born on June 15, 1957 in the Grodno region in Belarus, the city of Oshmyany.
In 1972, he successfully completed his studies at the Krevantsevsky eight-year school, and two years later he received full secondary education at school at number 1 (Oshmyany). For two months he worked as a teacher of drawing, physical education and labor.
Service
In 1975, Klintsevich Franz Adamovich, whose biography is given in the article, was drafted into the Armed Forces of the Soviet Union and was distributed to the intelligence battalion in the city of Borisov. Literally a year later, a young soldier was sent to the Sverdlovsk Military Tank Artillery School. In 1986, I studied at the courses of political workers of the officers at the Ministry of Defense. After that, he fought in Afghanistan as part of the 40th army for two years. He served as a senior instructor who was engaged in special political propaganda and therefore knows firsthand about all the horrors of this bloody war.
In 1990, he became deputy head of the All-Russian Association of Veterans of Afghanistan, and in 1995 he was elected the head of this organization.
In 1991, he received a diploma from the Lenin Military-Political Academy. A year later, he ended up in Moscow, where he focused on work in the government commission responsible for the social security of the military. In 1993, he was a participant in the execution of the White House.
Political activity
In 1995, Klintsevich Franz Adamovich (his biography contains many interesting facts) became a member of the Council of the organization under the name "Reforms - a new course."
At the end of 1999, he was in the ranks of the Russian parliament of the third convocation, where he joined the committee in charge of social policy.
In 2001, he began work on the Presidium of the United Russia party. Almost at the same time, he defended his dissertation in psychology within the walls of the Academy of Public Administration, thanks to which he became a candidate of science.
In 2002, Franz Adamovich Klintsevich, whose nationality is Belarusian, began his work as a secretary in the Chechen regional branch of United Russia.
A year later, the deputy was re-elected to the country's highest legislative body. In the Duma of the 4th convocation, he was assigned membership in the defense committee.
The year 2004 was marked for the elected representative by the end of his studies at the Military Academy of the General Staff of the Russian Federation.
In 2007 and 2011, Klintsevich Franz Adamovich, whose biography respects him, received the right to work as a deputy in the State Duma of the 5th and 6th convocations.
On September 28, 2015, the governor of the Smolensk region issued a decree stipulating the entry of Klintsevich into the Council of the Russian Federation. And just two days later, Franz was appointed to the post of deputy head of the committee responsible for the defense and security of the Russian Federation.
Initiatives
At the end of December 2014, Klintsevich Franz Adamovich (the Federation Council - one of his places of service to the state) made his proposal, which concerned the supply of weapons to the Donbass if the United States decided to provide the Ukrainian army with lethal weapons.
At the beginning of 2015, the politician became one of the authors of amendments to the law, providing for the delivery of summons to the army using registered letters. Also, potential innovations forbade for five years the evaders to leave Russia and work in the public service. Initially, these edits were approved by the relevant committee of the State Duma, but subsequently some of these proposals of Klintsevich did not go through the fully adopted law.
In 2012, Franz Adamovich publicly announced his desire to acquire the house where Hitler lived, with a view to its subsequent demolition. Moreover, the cost of this housing was more than two million euros.
Scandalous situations
In the summer of 2016, the Ruzsky District Court issued a ruling based on which Klintsevich Franz Adamovich (the fate of this person is especially interested in older people) was obliged to pay 285 thousand rubles to the organization "Disabled war". It was exactly this amount for this public association that the family of the deputy spent in the rehabilitation center named after Likhody for internationalist warriors.
Klintsevichi stayed in a medical institution without a mandatory referral from a doctor and did not pay money. As a result, the indicated amount was recovered in court. But on June 27, 2017, the Supreme Court declared the decisions of lower instances unlawful and therefore the deputy did not compensate anything.

Klintsevich Franz Adamovich, the family for which occupied a dominant place in his life, is married to a woman named Larisa Fedorovna. At the moment, she works as an assistant to the people's deputy Ruslan Yamadayev.
In April 1981, the couple had a son, Alexei, who, like his father, chose the path of a military man, and then a civil servant.
