All activities of federal and municipal institutions are strictly structured. The work performed must be contained in the extensive basic (industry) lists of state and municipal services. In the article we will analyze both their components and the order of formation and change.
Listing
The specialized executive bodies, whose function is to develop the state policy and legal regulation in certain areas of activity, based on the theses of normative acts: federal, subject and municipal, form basic (industry-specific) lists of state and municipal services.
Governing Laws
The regulation of the procedure for providing both municipal and state works is carried out by Decree No. 151 of the Government of the Russian Federation adopted in 2014.
The formation and maintenance of basic lists of state and municipal services is carried out in the electronic budget management system “Public Budget”. Lists of varieties of activities for which these industry lists are compiled are determined by Order of the Ministry of Finance No. 49n, which was also adopted in 2014.
Listing Procedure
Consider the procedure for forming a basic list of municipal services :
- The initiative comes from federal executive bodies.
- Next, there is the collection and generation of data on a new service or work for inclusion in the registry.
- A registry entry is created.
- Further approval from the Ministry of Finance is required.
- A decision is made to make a new entry in the basic list of municipal services or a refusal with an explanation of its reasons.
- In the case of approval of the inclusion of a new entry in the list, the federal executive bodies approve it and assign a unique identification number. A new item appears in the basic list of state and municipal services and works, as well as in a similar departmental list.
- If a refusal came from the Ministry of Finance, the entry is canceled.
- If the answer came about the need to make any changes to make an entry in the list, then the necessary changes are made, a new record is created - a return to step 4 of the algorithm.
List Amendment
Changes are made to the basic list of municipal services and work according to the following algorithm:
- The initiative can be taken by both federal authorities and municipal, regional.
- The process of collecting and generating information for filling out an application for changing a record
- Creation of an application for changing information in any item on the list.
- In the case of municipal authorities and entities: sending applications to financial authorities of their level. Further, the situation can develop in two ways:
- Application agreed. Approval of the application, making changes to the list entry.
- Application rejected. Cancellation of application. A number of changes to the application according to the specified requirements. Cancellation of the old application, creation of a new one taking into account all the changes and return to the beginning of paragraph 4.
- In the case of bodies at the federal level: sending an application to the federal financial authorities. Further similar scenarios:
- Application agreed. This document is approved, resulting in a modified entry of the basic list of municipal services.
- Application rejected. Cancellation of the old application, revision according to the sent instructions. Creating a new application for changing the registry entry, returning to the beginning of paragraph 5.
Decryption of the identification number of the entry in the list
Each registry entry of the basic list of municipal services has its own unique identification number of the type:

- 11 - coding of the type of activity.
- 222 - serial number of the service or work in the list.
- 3 - defines the attribute of referring to a particular work or service.
- 11 222 3 - code of the municipal (state) service or work.
- 444444444 - These nine characters contain codes that describe the content of a particular work or service.
- 5555 - these symbols are a code that indicates the conditions of work or service.
- 6 - in this place the control number.
- 7 - encoding of the status of the registry entry.
- 88 is the version of this entry in the list.
Basic lists of state municipal services and works: categories
All lists of services and works are divided into a number of large categories:
- Water, forestry.
- Culture, archiving, cinematography.
- Healthcare
- Road facilities and transport.
- Veterinary, agricultural, fishing.
- MFC services.

- Physical education and sport.
- Civil defense, protection of the population and lands.
- Social protection.

Each of the above categories of the list within itself is divided into smaller ones. Consider, for example, the section "Culture, Tourism, Archival, Cinema", approved by the Ministry of Culture of the Russian Federation. It consists of the following subcategories:
- Maintenance of federal property owned by the Federal Archives.
- Formation, maintaining databases in the field of tourism.
- Creating expositions of plants, wild animals.
- Creating circus programs.
- Public display of museum collections.
- Video and movie rental.
- Restoration of works of art and painting.
- Organization of cultural programs.
- Acquisition of archival documents.
- Bibliographic, library and information services for library visitors and so on.
Subcategory Composition
Sometimes subcategories of the base list contain several registry entries within themselves. As an example - "Spa treatment" category "Health". Sanatorium treatment is divided into specializations here:
- Connective tissue and musculoskeletal system.
- Tuberculosis.
- Circulatory system.
- Violation of the functions of the central nervous system.
- Somatic diseases.
- Obstetrics and gynecology and so on.
In the category "Education and Science" the subcategory "Keeping Children" also has several components. Content:
- disabled children;
- children with disabilities;
- children not belonging to these categories.
But in the "Culture" section of the basic list of municipal services, opening, for example, "Organization of the performance of performances", we will meet only one type of work, indicated by a unique code - the eponymous one.
Presentation of work (service) in the list
Presentation of the characteristics of each work or service in the list is brief:
- Registry number.
- Content. For example, "Cultural and leisure activities", "Public organizations", "Mugs and sections".
- Terms of work.
- Indicators of the volume of work (with indication of the unit of measure if necessary). This may be the number of events, associations, circles and so on.
For more information about the work or service on the official website for posting information about government agencies, you can find out by clicking on the notepad icon next to the registry number:
- General information: type, charge, OKVED code, type and code of activity, date of approval, period of relevance, validity of this registry entry, types of institutions, etc.
- The content of the work (service).
- Requisites of the legal acts: legislative acts on which they rely when carrying out activities. These are federal laws, government decrees, decrees of the President and so on.
- The volume of services and work in units adopted for a particular case.
- Criteria for assessing the quality of work, services.
Thus, the basic list of municipal services and works contains all their diversity, divided into thematic categories and subcategories. The formation and change of each of its registry entries takes place in a certain order with the assignment of an identification number. The latter can fully characterize the work or service.
