Appeals of citizens - these are proposals, statements and requests sent to government bodies by any person living in Russia. He has the right to apply to various authorities: the prosecutor's office, the police, the tax inspectorate, other state organizations, as well as to local authorities.
Why did officials ignore the appeal? This issue is often baffled by the citizens of our country.
According to Russian law, citizens ’appeals cannot be ignored. Officials must review the appeal within 30 days and give an answer to the applicant. (Unfortunately, the law does not specify what this answer should be - and authorities often sin by sending empty messages to citizens.) Both written and oral appeals of citizens are accepted. But if you want to get a real solution to your problem from the authorities, then it’s better to contact in writing, the fact of the appeal should be recorded in the incoming documentation journal, where he is assigned a number. It is advisable to write the appeal in two copies: one remains with the authorities, the other with the date and incoming number, with the stamp of the organization - with you. So officials will not be able to evade the answer: they say, they did not receive anything.

Appeals of citizens are divided into proposals, statements and complaints. How to write an appeal in order to get an effective response? First of all, it is necessary to clearly indicate: to whom the appeal is addressed and from whom it is directed (surname, name, patronymic, place of residence, contact phone number). The written document must contain specific facts. General reasoning that everything is bad is not good. You can not retell someone's fabrications. At the end of the appeal, it makes sense to warn officials about their actions if they do not respond to the signal. This may be, for example, an appeal to the prosecutor's office or, if the matter relates to services, to Rospotrebnadzor. If the problem is serious - threaten to appeal to the court, to the press, to the Prosecutor General’s Office and to the President of the Russian Federation. This usually spurs officials, and they begin to act actively.

Consideration of citizens' appeals is a direct responsibility of officials. Only the presumptuous officials decide to ignore them. The closer the region is to the capital, the less often there is an indifferent attitude of officials towards citizens' appeals. And everywhere, the responsibility of officials depends on the
legal literacy of citizens. If a person knows his rights, makes good arguments, not a single official, if he is sane, will not risk ignoring such an appeal, as this could negatively affect his career.
