What is the purpose of the energy passport?

Energy passport of an enterprise is a document that is compiled by competent specialists based on the results of an energy audit of an object used in business. In accordance with the requirements of federal law, it must include information:

- about the level of equipment of the facility with instruments, through which the consumption of energy resources is kept;

- on the number of energy resources used, as well as on the dynamics of their consumption;

- on indicators characterizing the energy efficiency of the facility;

- on the amount of energy losses - if the organization is engaged in their transfer;

- on the potential for the implementation of energy conservation measures;

- about typical activities aimed at optimizing energy conservation.

The document under consideration is usually drawn up for objects forming the industrial infrastructure, administrative, as well as residential buildings. The energy passport reflects the balance of energy resources that the organization consumes, and also records information about the performance of this infrastructure. In addition, the energy passport of the enterprise may contain information on a plan of measures aimed at optimizing the energy efficiency of the relevant business entity.

- for legal entities established with the participation of an authority;

- for firms whose costs of energy consumption exceed the values ​​established by law;

- for organizations that implement activities aimed at optimizing energy efficiency and financed from the budget.

The indicated categories of persons should conduct an energy audit at least once every 5 years. At the end of each event, an energy passport of the enterprise is compiled. The main Russian source of law, according to which the energy passport of the enterprise is drawn up, is the Order of the Ministry of Energy of Russia No. 400, adopted on June 30, 2014. This normative act says that the document in question is compiled using the information that is reflected in the report, which is formed, as in the case of a passport, based on the results of an energy audit of a particular object. In this case, the date of preparation of this report should coincide with the date of the audit, as well as the formation of the document under consideration.

What should be in the energy passport?

The structure of the document in question should include:

- the title page, which it is desirable to draw up using the form given in Appendix No. 1 to the Requirements for the preparation of an energy passport, which is approved by Order of the Ministry of Energy No. 400;

- general information about the energy audit facility using the form in Appendix No. 2 to the Requirements;

- information on the level of equipment of the enterprise with metering devices - in the form that is given in Appendix No. 3;

- information on the amount of energy used - using the forms provided in Appendices No. 4-13;

- data on indicators characterizing the energy efficiency of facilities - in the form approved in Appendix No. 14;

- information on the amount of energy losses transferred by the enterprise, as well as recommendations aimed at reducing them - according to the forms given in Appendices No. 15-20;

- information on the potential for implementing measures aimed at energy conservation, as well as on assessing the prospects for energy savings - in the form given in Appendix No. 21;

- data on measures aimed at optimizing energy efficiency - according to Appendix No. 22;

- information on the staffing of certain events that are aimed at optimizing the energy efficiency of the enterprise - according to the forms given in Appendices No. 23-24;

- data on the amount of energy for enterprises that produce, store or process gas - according to the forms given in Appendices No. 25-29;

- data on the amount of energy used - provided by gas transportation companies, according to the appendices No. 30-34.

Validity of the energy passport of the enterprise

It is important that the document complies with the standards that are introduced by Order of the Ministry of Energy No. 400. This source of law provides for a number of nuances that characterize directly filling out the energy passport. Consider them.

The first thing that attention should be paid to the company compiling the energy passport is the fact that if the company has separate subdivisions in other municipalities, the document under consideration should be supplemented with information using Appendixes 1-34 for each subdivision. This, of course, adds work to the responsible managers of the company, especially taking into account the fact that the validity of the energy passport of the enterprise is limited - it needs to be changed every 5 years, while at the opening of branches a large number of new objects may appear in the ownership of the company.

The following nuance: if the energy audit company cannot indicate any information due to their absence or inability to measure certain indicators, the field provided for the reflection of the corresponding values ​​is not filled out, unless otherwise expressly provided for by the Requirements approved by Order No. 400.

If the information for reflection in the Annexes to the Requirement is not available in principle, then they may not be attached to the energy passport of the enterprise.

Sending a copy of a passport to the Ministry of Energy

A copy of the passport must be paper and electronic - in PDF and XML formats, which is attached to the main document on disk or over the Internet. In addition, each copy of the energy passport must be sent to the Ministry of Energy together with a cover letter stating information about the self-regulatory organization - also in paper and electronic (in PDF format) versions. Paper versions of documents sent to the department must be certified by the signature of the head of the company, as well as the seal of the organization. If the documents are electronic, they must be certified by electronic signature.

The Ministry of Energy, having received from the SRO an energy passport of the enterprise, which is represented by a paper or electronic copy, must process the relevant document within 30 days. The Office is studying the sources obtained for compliance with their structure and content with the provisions of Order No. 400, as well as with the requirements of the legislation of the Russian Federation, which regulates the implementation by various persons of measures aimed at optimizing energy efficiency.

Registration of a copy of a passport in the Ministry of Energy

If copies of the energy passport are sent by the self-regulatory organization to the Ministry of Energy with violations, or if the relevant documents do not comply with the requirements of the legislation of the Russian Federation, the agency will send a reasoned refusal to register these sources to the SRO.

If everything is in order with the documents, the Ministry of Energy will send a notice of registration of the corresponding copies to the SRO. Moreover, this source is sent to the SRO in both paper and electronic versions.
