We often encounter a situation where we want to return a purchased product not so long ago or exchange it for another one, if there is a similar seller. However, in practice, we see signs in front of store shelves, pharmacies, warning that the return or exchange of purchased goods or medicines is impossible. This is not a whim of a greedy seller. The restrictions are set at the state level and apply nationwide to goods that are not labeled “food”. Consider a list of non -returnable non-food items .
Legislation governing the relationship between seller and buyer
Consumer rights, according to which he can replace goods that do not satisfy him, are determined by articles of the Civil Code of the Russian Federation and the Law on the Protection of Consumer Rights. They say that a citizen has the opportunity to return or exchange goods (if the seller has a similar one) within a period not exceeding 14 days from the date of purchase, and the day of purchase itself is not included in this number. Decree No. 55 of the Government of the Russian Federation, approved on 19.01.1998, established a list of non-food products, the replacement of which or return is not possible. This list is defined as exhaustive and sellers are not allowed to change the circle of such goods.
Product List
The list of non-food items not subject to return:
- Preventive and therapeutic products that are used in the house, this also applies to various medications. Including here also include metal, rubber, textile products used for hygiene purposes. - Household furniture (this applies to sets, headsets).
- Precious metals and articles thereof, faceted stones. Both jewelry and luxury goods are implied.
- Cars, bicycles, motorcycles, related products, such as, for example, a trailer or license plate. Watercraft used in everyday life; technical means used in agricultural work.
- Household appliances having a warranty period determined by the manufacturer.
- Weapons used for civilian and official purposes, related products.
- Non-periodicals, such as books, sheet music, etc.
Therefore, when buying perfumes, hygiene products or cosmetics, you should always remember that if they have no defects, it is almost impossible to return them back to the seller. True, there is one more reservation in the law: the seller must provide you with necessary and reliable information about the product and the features of its use before buying. If he did not, and you can prove it, then the law is on your side.
Technically sophisticated non-refundable products
In 2011, a list of these products was approved. Devices whose production requires the use of high-level technologies are defined in this category. We use these products in everyday life, in most cases these are our daily helpers, designed to make our life easier, not exacerbate difficulties, it is worthwhile to carefully choose them and, if possible, always test them in the store. Product return regulations should be strictly followed.

- Lightweight air moving devices equipped with an internal combustion engine (ICE).
- Cars and motorcycles, as well as other means of transportation on internal combustion engines or electric power, on which traffic on roads that are in common use is carried out.

Is it possible to return goods of good quality?
What to do if the purchased product does not have defects, shortcomings or other good reasons for the return, but simply does not like the buyer, for example, for reasons:
- Unlike the form.

Seller may refuse

Buyer Rights
The buyer has the right to demand the correction of defects in the goods at the seller’s expense or compensation for their repair. If this is not possible, the goods must be exchanged. He may also demand a discount or replacement of defective goods with another one issued by another manufacturer, but with a recalculation of value. And, of course, the easiest option, in which the goods are simply returned to the seller, and he pays the money. If the seller refuses the client in these cases, then the client has the right to write a claim.
