Definition

What is UEC? This issue is of interest to many citizens. After all, recently this name has surfaced more and more often. Therefore, it is important to understand what is at stake.

Russia, as already mentioned, is trying to do everything for its population. Improving the speed of information processing can be achieved only through the introduction of advanced technologies in everyday life. For this, a universal electronic card (UEC) was invented .

She herself presents a small card resembling bank plastic. Designed for quick identification, as well as to accelerate customer service. Now it is issued to all citizens in certain places. Previously, you could refuse this document. But since 2015, it has been issued to all citizens. What functions does it perform? And what kind of documents can be replaced by it?

Functions

It’s already a little clear what UEC is. This is a kind of electronic identification and customer service system. It provides its owners with certain opportunities. The main functions include work in the following areas:

  • replacement of a civil passport;
  • analogue of a bank card and account;
  • the role of a medical policy;
  • substitute SNILS and TIN.

Accordingly, a universal electronic card is used:

  • upon receipt of any public services;
  • during the payment of housing bills;
  • for an appointment with a doctor;
  • if you want to pay for the purchase;
  • to receive state insurance services ;
  • if you need help from a notary public;
  • as a universal ticket for public transport;
  • to inform citizens about the evacuation of cars, fines, readiness of documents;
  • for enrolling children in kindergartens (with queue checking);
  • the electronic diary of the child is connected here
  • to receive any benefits available to the population;
  • as an informant about cultural events;
  • UEC is used instead of an electronic store of various services (from movie tickets to products);
  • as a bank card (including upon receipt of pensions and scholarships);
  • as an electronic wallet;

This is not all the features that UEC offers to its owners. What does she look like? What information is on display for everyone to see?

Map view

I wonder what a universal electronic card looks like. It has already been said that it resembles bank plastic in size. And generally similar to him. But there is some information on it! What can be seen directly on the received card? It:

  • a unique universal card number, it is written in the left corner under the microchip with data;
  • all personal data of the owner - name, date of birth, gender;
  • there is a sample signature on UEC;
  • SNILS;
  • MHI policy number;
  • a combination indicating a bank card number;
  • photo of the owner.

Also on the front side you can see the stamp of the Russian Federation, the name of the organization that issued the UEC, the logo of the payment system "Pro 100". The electronic card UEC is made in silver color. On it you can additionally see the flag of the Russian Federation.

Who is eligible to receive a card?

Now it’s clear what UEC is. The population has a question about who can receive this document. Indeed, not all citizens have, for example, the right to open an account with a bank. Therefore, the question arises of the manufacture of an electronic universal card.

Now in Russia, everyone has the right to receive this document. Both adults, and children, and pensioners. It is worth noting that the presence of a passport in a child does not play a role for ordering plastic. Therefore, even minors under 14 years of age are eligible for UEC (sample submitted).

The only thing you should pay attention to is that children will not be able to fully use all the features of plastic. After all, until they are 14 years old they cannot work with the assigned bank account at all, and from 14 to 18 this is done only with the permission of the parents.

Also, minor children do not have to have a photo on plastic. This becomes necessary after adulthood. So there are no other restrictions. Both adults and children are able to receive UEC.

Production time and duration

A universal electronic card is a kind of document, which has its own duration and validity. This is also necessary for all citizens to know. After all, UEC is a card that is issued not for a fixed term, but for a short period of time. As soon as the validity of the card comes to an end, it will need to be replaced. At the moment, plastic after issuance will be valid for 5 years.

And how much time does it take to make it? In general, a universal electronic card (UEC) is issued 20 days after the citizen applied for the document. But this period may increase. On average, you should expect 30 days to make plastic. A month - and you can take the UEC. After the citizen has the right to use the plastic for its intended purpose.

Where to get

The next important point is the question of where to get the UEC. In general, one organization issues and produces this electronic document - UEC OJSC. This is a private company. Accordingly, you can get plastic, as well as apply at any of the branches of this corporation in the city where citizens live. But most often UEC is ordered in:

  • educational organizations (universities);
  • banking companies;
  • multifunctional centers.

Most often, either the second or third scenario is used. Indeed, in universities and other educational organizations do not like to do paperwork for employees and students.

Now it’s clear where to get the UEC. One fact should be taken into account - not all banks issue a card. Therefore, it is necessary to clarify the information about the points of issue of plastic of the type under study on the official website of the universal card. There, in a special section, you can select the region of residence, and on the interactive map the citizen will be shown all the branches of banks that accept documents for issuance. But what needs to be done in order to order a card?

Statement

The first item is writing a statement. It is submitted without fail to one or another organization. It is necessary to indicate your personal data in it, and then attach a number of documents.

Most often, it is enough to come to the IFC or a banking company (not to any, but only to a specific one), and then inform about your intentions. An organization employee will help you quickly fill out an application. Often, a citizen just needs to check the accuracy of the information entered on the computer, and then sign the document.

Nothing more to do with the statement. Copies and originals of some documents must be attached to it. And then you can wait for the result. It is not recommended to print the application form yourself and fill it in advance.

Documents for submitting a request for UEC

What do you need to receive UEC? Just like that, no one will accept a citizen’s statement. Therefore, you will have to attach a certain list of documents. He is not too big. And it pleases many - no significant paperwork.

All that is asked for when issuing a universal card is a citizen’s identification card. This is a required document. Additionally, they can request SNILS and the compulsory medical insurance policy. True, even without these papers a citizen is required to issue an electronic card.

It has already been said that in order to submit a request for issuing plastic, originals and copies of documents must be brought. It is not required to certify them. It is advisable to present photographs 3 to 4. But this is not necessary. Usually they are done either on-site, or employees will simply be asked to convey the pictures for UEC.

Clearance for children

Special attention should be paid to the design of the document under study for minors. The thing is that there are special rules for this category of citizens. For example, regarding filling out an application. It must be written by one of the legal representatives (parent). Accordingly, it will be necessary to bring the parent's identity card to the selected card issuing authority. Moreover, UEC is not suitable here. It will require paper media.

Also, UEC for children can be ordered only if:

  • birth certificates;
  • passports of the child.

In the first case, the situation is considered when the child is not yet 14 years old, in the second - after the age of fourteen. In any case, the parent must attach to the application a copy and the original documents. Of course, one should not forget about the SNILS and the medical insurance policy of compulsory insurance.

In general, children do not really need UEC. All the possibilities of this document can still be used either after 14 years with the permission of legal representatives, or after adulthood. Therefore, parents are not too puzzled by ordering a card for their children. But after 18 years, you can already use it.

Getting

Once the application for UEC is filed, you can just wait until the document is ready. Next, the citizen will have to contact the authority where he ordered the plastic (for example, to a bank or MFC). There will be the issuance of the card and details for her. More precisely, a pin code for authorizing a citizen.

To get plastic, you only need a passport. For a minor UEC may be picked up by legal representatives. Until the age of 14 this is quite obvious. And after this age, the child himself has every right to pick up the electronic card and pin code from it. It is enough to present an identity card.

Pros and cons

Now it’s clear what UEC is. The functions of this card are no longer a mystery either. What are the pros and cons of the studied personality identification system? The benefits include:

  • simplification of the process of identification of a citizen;
  • lack of numerous paper documents;
  • simplicity and reliability of card storage;
  • security of information stored in UEC.

But the card also has flaws. For example, at the moment, you can highlight:

  • loss of documents due to damage or loss of UEC;
  • the lack of the ability to pay for services in most stores (technologies have only been introduced, and not everywhere you can use a universal card);
  • problems when applying to foreign authorities;
  • a simple system for civil servants and a confusing one for the common population;
  • increased dependence on computers and electricity;
  • short term of the document;
  • risk of blocking the card in case of authorization errors.
