Russia, as already mentioned, is trying to do everything for its population. Improving the speed of information processing can be achieved only through the introduction of advanced technologies in everyday life. For this, a universal electronic card (UEC) was invented .
She herself presents a small card resembling bank plastic. Designed for quick identification, as well as to accelerate customer service. Now it is issued to all citizens in certain places. Previously, you could refuse this document. But since 2015, it has been issued to all citizens. What functions does it perform? And what kind of documents can be replaced by it?
Functions
It’s already a little clear what UEC is. This is a kind of electronic identification and customer service system. It provides its owners with certain opportunities. The main functions include work in the following areas:

- a unique universal card number, it is written in the left corner under the microchip with data;

Who is eligible to receive a card?

Production time and duration
A universal electronic card is a kind of document, which has its own duration and validity. This is also necessary for all citizens to know. After all, UEC is a card that is issued not for a fixed term, but for a short period of time. As soon as the validity of the card comes to an end, it will need to be replaced. At the moment, plastic after issuance will be valid for 5 years.
And how much time does it take to make it? In general, a universal electronic card (UEC) is issued 20 days after the citizen applied for the document. But this period may increase. On average, you should expect 30 days to make plastic. A month - and you can take the UEC. After the citizen has the right to use the plastic for its intended purpose.
Where to get
The next important point is the question of where to get the UEC. In general, one organization issues and produces this electronic document - UEC OJSC. This is a private company. Accordingly, you can get plastic, as well as apply at any of the branches of this corporation in the city where citizens live. But most often UEC is ordered in:
- educational organizations (universities);
- banking companies;
- multifunctional centers.

An organization employee will help you quickly fill out an application. Often, a citizen just needs to check the accuracy of the information entered on the computer, and then sign the document.
Nothing more to do with the statement. Copies and originals of some documents must be attached to it. And then you can wait for the result. It is not recommended to print the application form yourself and fill it in advance.
Documents for submitting a request for UEC
What do you need to receive UEC? Just like that, no one will accept a citizen’s statement. Therefore, you will have to attach a certain list of documents. He is not too big. And it pleases many - no significant paperwork.
All that is asked for when issuing a universal card is a citizen’s identification card. This is a required document. Additionally, they can request SNILS and the compulsory medical insurance policy. True, even without these papers a citizen is required to issue an electronic card.
It has already been said that in order to submit a request for issuing plastic, originals and copies of documents must be brought. It is not required to certify them. It is advisable to present photographs 3 to 4. But this is not necessary. Usually they are done either on-site, or employees will simply be asked to convey the pictures for UEC.
Clearance for children
Special attention should be paid to the design of the document under study for minors. The thing is that there are special rules for this category of citizens. For example, regarding filling out an application. It must be written by one of the legal representatives (parent). Accordingly, it will be necessary to bring the parent's identity card to the selected card issuing authority. Moreover, UEC is not suitable here. It will require paper media.
Also, UEC for children can be ordered only if:
- birth certificates;
- passports of the child.
In the first case, the situation is considered when the child is not yet 14 years old, in the second - after the age of fourteen. In any case, the parent must attach to the application a copy and the original documents. Of course, one should not forget about the SNILS and the medical insurance policy of compulsory insurance.
In general, children do not really need UEC. All the possibilities of this document can still be used either after 14 years with the permission of legal representatives, or after adulthood. Therefore, parents are not too puzzled by ordering a card for their children. But after 18 years, you can already use it.
Getting
Once the application for UEC is filed, you can just wait until the document is ready. Next, the citizen will have to contact the authority where he ordered the plastic (for example, to a bank or MFC). There will be the issuance of the card and details for her. More precisely, a pin code for authorizing a citizen.
To get plastic, you only need a passport. For a minor UEC may be picked up by legal representatives. Until the age of 14 this is quite obvious. And after this age, the child himself has every right to pick up the electronic card and pin code from it. It is enough to present an identity card.
Pros and cons

- the lack of the ability to pay for services in most stores (technologies have only been introduced, and not everywhere you can use a universal card);
- problems when applying to foreign authorities;
- a simple system for civil servants and a confusing one for the common population;
- increased dependence on computers and electricity;
- short term of the document;
- risk of blocking the card in case of authorization errors.
