Each citizen must clearly understand how and where to undergo an examination if such a need suddenly arises. Surveys can be different: for intoxication (most often occur on the highway), psychiatric - this type is often required when applying for a job, obtaining driving permits or carrying weapons, etc. First of all, it is necessary to distinguish two important concepts: primary examination and medical. Is there a difference between them?
Concept of terms
Inspection on the highway is carried out by a traffic police officer in order to determine if the driver is drunk. To carry out this procedure, the presence of signs of intoxication with the detainee and the use of one device, the breathalyzer, are sufficient.
And where is the medical examination? Its purpose is to confirm or, conversely, to refute the state of intoxication, and it is carried out exclusively by doctors in medical institutions.
The difference is not only in concepts. The consequences of refusing a particular procedure can also be different. Let's take a closer look.
Road Survey
The decision to conduct a survey on the road is made by the inspector who stopped the driver. He relies on the Administrative Regulations (paragraph 129), approved by the Ministry of Internal Affairs of the Russian Federation, which indicates the following signs of intoxication:
• Alcoholic smell.
• Incoherent speech.
• Unstable poses.
• Change in skin color.
• Abnormal behavior.
Where to pass the examination, the inspector decides in this case. He can politely ask the driver to get out of the car or determine his condition right behind the wheel. Is there any choice for the driver? Of course. Everyone has the right to refuse the procedure, but in this case it is worth considering the consequences.
In case of refusal, the inspector directs the driver to a medical examination. In order not to lose the right to drive, you should not refuse it. A traffic police officer draws up a document, stating the fact of refusal.
Where do alcohol tests take place?
If the driver agrees to undergo the initial procedure, how, where and by what means should it be performed? This question is answered in paragraph 131 of the same regulation:
• At the place where the driver was removed from driving.
• If the employee does not have a measuring device, then at the near traffic police station.
• In any ATS room where there is a special device for measuring (breathalyzer).
Breathalyzer Requirements
Each inspector, during the initial survey, must have a breathalyzer. But be aware that not all devices of this category can be used, but only those indicated in Appendix No. 3 in the special list of registered indicators of alcoholic vapors, approved by letter No. 684 of the Ministry of Health and Social Development of the Russian Federation dated December 20, 2006. There are times when inspectors use devices that are not properly registered, so be careful.
Before the procedure, the inspector must familiarize the driver with the procedure for using the breathalyzer, show the integrity of the stamp of the state calibrator and the certificate of verification of the device or a record of verification in his technical passport.
Initial survey
If the inspector believes that the driver is intoxicated, he can remove him from the steering wheel and send him to a medical institution for the procedure.
The inspector may indicate where to get tested for intoxication, be sure to draw up a protocol on removal from management. Remember that in this situation the presence of two witnesses is necessary, they can be adult citizens who have no interests in the outcome of the case.
After that, the inspector can take an exhaled breath with a breathalyzer. Based on his testimony, the state of intoxication will be determined. A positive result is 0.15 ppm or more.
Possible options for further developments
Option 1. If the device shows a negative test result, that is, less than 0.15, and the inspector no longer has any suspicions, you should no longer be interested in where to pass the examination further. In such a situation, the inspector does not draw up an act and allows the driver to move on.
Option 2. If, with a negative testimony from the breathalyzer, the inspector has reason to believe that the driver was taking alcohol, he can send him for a medical examination. Be sure to draw up a protocol, an act on the result of the initial study is attached.
Option 3. It may happen that the device shows a positive test result, but you are completely confident. In such a situation, you may require a medical examination. You should come to him with the same protocol and the act of initial testing. In this case, the inspector must inform you about where you can get a medical examination.
Option 4. The breathalyzer shows a positive result, you agree with this. In such a situation, the inspector draws up an act to which he attaches the research results. Then the fact of an administrative offense will be recorded in accordance with Article 12.8 of the Code of Administrative Offenses. A full medical examination in such a situation may not be carried out.
So, we can summarize. In which case is the driver sent to a medical facility?
• If you refuse to use the breathalyzer.
• In case of suspicion by the inspector, despite the negative readings of the device.
• If the driver disagrees with the results of the initial test.
Where do you get a medical examination?
After identifying the driver (according to documents or according to the testimony of witnesses), conducting initial testing on the spot, drawing up a protocol and an act (copies of the subject should be with him) he is sent for a medical examination. Where should it go? The regulation says:
• In any medical organization that has an appropriate license to provide such services.
• In a special transport van for medical examination. It should be equipped in accordance with the requirements and standards established by the Ministry of Health and Social Development of the Russian Federation.

Is this possible in Russia? Such a wonderful car has been seen so far only at exhibitions. Vans that could meet the requirements stipulated in the order of the Ministry of Health of the Russian Federation No. 308 of July 14, 2003 have not met on our roads. Here is what it says:
• The height of the passenger compartment must be at least 1.80 m.
• Be sure to have a track 3 m long and 0.6 m wide to determine gait stability.
• The doorway should have comfortable footrests.
