The great news for a huge number of motorists was the cancellation of inspection in Russia in December 2012. On December 3, Prime Minister D. Medvedev signed a decree that changed the mandatory inspection procedure. In addition, new entities appeared in the field of vehicle inspection. These are dealerships of certain car brands. Now they have the opportunity to conduct inspection of serviced models.
Of course, the inspection itself has not been canceled. Saying "cancellation of inspection", we mean changes in the rules of its passage. The most important of them is that the maintenance ticket is finally and irrevocably excluded from the list of documents required to be presented to the inspector during the inspection. Nor is it now a confirmation of passing the inspection. The need to carry it constantly with you and present it during inspections was earlier excluded from the SDA, but now the ticket as a confirmation of the passage of MOT has been finally replaced with a new document - a diagnostic card.
The latter is a sheet of paper with a detailed listing of all the points of the inspection. It is not necessary for the driver to carry this document with him at all times. A diagnostic card is needed for presentation to the insurer when issuing an insurance policy.
Another innovation is your car, the inspection of which is necessary to obtain a "citizen", can now be viewed in the official service of the dealer company of the corresponding brand. True, for this, auto centers have yet to go through the accreditation procedure as a maintenance operator in an official body, the Russian Union of Insurers. In addition, they will not be able to inspect cars of other brands. It is believed that such centers would not be too willing to introduce a new service, except for the sake of prestige. Obtaining such a license is a long and troublesome business; moreover, the dealer company is likely to limit the circle of consumers of inspection services to old customers. However, the abolition of inspection by previous operators is not registered anywhere.
In fact, inspection tickets have not been issued for several months. Now, the official list of documents that a driver must have with him consists of only three items - a driver’s license, a certificate of registration for a car, and an insurance policy. Information about the driver is entered in the latter, or the policy can be issued without limiting the circle of persons who are allowed to drive this car. Thus, now it is necessary to undergo a technical inspection only before obtaining or renewing the mandatory motor third-party liability insurance (for cars of three to seven years of age - once every two years, older ones annually).

And many drivers had to undergo maintenance twice a year in order to extend the “auto-citizen” in time. Now the cancellation of the inspection, mandatory for six months or more before receiving the policy, has solved many problems. Under the new rules, you can issue an insurance policy on any day within the validity period of the TO.
In addition, can not but rejoice in the abolition of inspection as a mandatory procedure for the sale of cars. According to the adopted amendments, the diagnostic card is valid until the date indicated in it, regardless of the change of ownership.
At the beginning of last year, there was an acute shortage of TO ticket forms, which simply did not have time to print in the right amount. Thousands of motorists could not pass the inspection in time and were forced to change to public transport. With the introduction of diagnostic cards, this problem has also been resolved.
It is expected that the cost of inspection will decrease slightly due to falling demand. But specialists are still avoiding accurate forecasts - after all, MOT operators incurred expenses for the purchase of inspection forms, which now remain unclaimed.
