The power structures of the Russian Federation have been undergoing many changes in the last decade, and reform of the Ministry of Emergencies will continue, which today is the main news item. Representatives of the authorities notify that this model should turn out to be the most successful, and its implementation will provide a certain template in order to optimize the activities of other state power structures. It is known that the reform of the Ministry of Emergencies included a risk-orientation approach, that is, a warning method in the development of various emergency situations. It is also planned to refuse fines, and the activities of the employees of this organization will be stimulated by rewards and warnings.

The reform of the Ministry of Emergency Situations received the main prerequisite for the reorganization with the transformation of the militarized departments, the FSKN was liquidated with the transfer of its functions to the police. The latest news about large staff cuts is especially exciting. This reorganization may well affect the Ministry of Internal Affairs with all units. The National Guard has been created, and, apparently, the changes are expected to be significant. The General Directorate of the Ministry of Emergencies of Russia from time to time notifies of the changes. Special units went through all kinds of combinations with a change of command, but this, of course, is far from all. The structure of the Ministry of Emergencies will be changed next year.

Everyone understands that the existing economic crisis affects all sectors, enterprises and organizations, and law enforcement agencies are no exception. It was the crisis that provoked the downsizing in the Russian Emergencies Ministry. The entire reorganization of the department in 2018 will be aimed specifically at saving.
Moreover, for several years now, most of the law enforcement agencies have been pursuing such a policy, saving budget funds. There is nothing surprising in this. The budget is not financially stable, and it is necessary to solve this problem, which is what the Main Directorate of the Ministry of Emergencies of Russia is currently busy with.

Financial policy today is incredibly important, even the most urgent activity of the state. Any violation of the established rules by the law entails fines for officials, prosecution. The same applies to disciplinary offenses.
That is why the structure of the Ministry of Emergencies today significantly reduces the number of employees in the main staff. Separately, the reduction of centers of the Ministry of Emergencies in the regions of Russia in 2018 is discussed. Now there are eleven of them, and only seven will remain, because it is planned to unite (merge) several centers with each other, which underlies the entire reorganization. This step is aimed at improving the quality of the department as a whole. And it all began not today, but several years ago. And the reviews of working ordinary employees of the Ministry of Emergencies about this undertaking are not at all encouraging. In fact, the innovations that appeared not so long ago had, again, a prerequisite for a lack of funds even for the payment of salaries to departmental employees.
The most offensive was that the delay occurred just before the New Year holiday, and this extremely upset the employees. But the main frustration was ahead of them. The press began to massively throw in information about the prizes that the authorities of the department wrote out for themselves, and their size was impressive - up to three billion rubles in total. It was possible to issue wages several times to all ordinary employees of the department. Today the situation has cleared up and the perpetrators punished, but the regional centers had to be united in the wake of the discontent of employees.
Autonomy
When discussing emerging information on the reform of the Ministry of Emergencies, emphasis is also placed on the fact that many departments will work offline. What does it mean? Autonomy lies in the fact that each department will provide for itself in terms of financing, that is, to earn money by market relations, providing the population with an extensive package of paid services. That is, these centers are deducted from allowance in full. New premises will not be built, only the repair of existing ones is planned, moreover, by forces and at the expense of again earned by paid services.
This is for pessimistic news. Positive news is also present, but naturally there is much less of it. More truly, so far there is only one such news, and that, frankly, is somewhat one-sided. It is planned to increase financial support for employees when acquiring new real estate, the management team promised funds to help pay for mortgages. But such support will not be given to everyone, only the most needy. How the search for the criterion of especially strong need will be carried out, by what principles - is not specified.
First conclusions
All of the above allows us to draw very disappointing conclusions about the reform of the Russian Emergencies Ministry. Every person who is not related to these structures has reason for excitement, since it is the Ministry of Emergencies that helps the population in the event of natural and other disasters. Now this help has much less money, much more distances (how long will helicopters fly from the very center of Siberia, what happened in the Urals?), And there are almost no incentives for the honest implementation of rescue operations.
The direction of the reforms, of course, is clear: it is planned to reduce the expenditure items of the budget of this department. Experts say that nothing bad should be expected, but the reviews of ordinary EMERCOM employees on the Internet suggest otherwise. All irreversible changes have already begun. Almost everyone who wrote these reviews is hurt by the fact that the exemplary department is being destroyed right before our eyes. Of course, all the processes taking place in the country are affected by socio-economic conditions, but it would be better if these transformations were not so large-scale.
Control system
However, information comes from the General Directorate of the EMERCOM of Russia of a different plan. They say that reducing the number of employees at the same time strengthens the capabilities of reacting units. The transition to a three-level management system continues: from the ministry at the federal level through entities in the regions to the local fire and rescue garrison.
The regional centers of EMERCOM of Russia are excluded from the management link. Consolidation continues. The central region is now with the Volga regions, and Siberia, the Far East and the Urals are combined into one territory. The North Caucasus joined the southern center of the Ministry of Emergencies. A large number of FPS employees, military personnel, civil servants and personnel, many of whom are sent to strengthen individual units, have been freed. In this case, the Ministry of Emergencies promises to fulfill all social obligations to the personnel.
What is the population worried about
Nothing threatens safety in the life of the population, as they say in the Main Directorate, since the reacting units remain in their places in the Volga Region, the Urals, the Far East, and the North Caucasus. However, everything that flies from the Urals, for example, has been translated deep into Siberia.
Hence the question: how will the fire department of the Ministry of Emergencies serve its intended purpose in cases, for example, of a forest fire in the Ural Mountains, searches on the terrain that are needed almost constantly, and the like? Yes, and to Ussuriysk from Krasnoyarsk, too, can not fly so quickly.

In Krasnoyarsk, the creation of an aviation rescue center, a comprehensive one based on a regional one, is nearing completion. His position will be, one might say, enviable. The plans include retrofitting the center with helicopter squadrons of Mi-8 and Mi-26, airplanes to extinguish Be-200ES and Il-76 fires. The tasks of the enlarged center and the implementation of the program "Global radius" under the auspices of the UN, which refers to the cover of the entire Asia-Pacific region. The Siberian search and rescue squad, certified according to the international INSARAG method, will become an example for the creation of exactly the same units in other districts.
There are also plans to reduce the number of crisis management centers in the same Krasnoyarsk, Khabarovsk, Rostov-on-Don, St. Petersburg, Sevastopol, Pyatigorsk and other regions. Part of their functions will be transferred to interregional centers. Sixty-five regional divisions of the fire service were also reorganized. Employees write petitions to the government and collect signatures on the Internet about the plight of these services.
Fire Rescue System
The fact is that again this is all the same “new”, which is not even a completely forgotten old. In the fire departments, employees believe that this new reform of the Russian Emergencies Ministry is completely ruining the system, already beating in a fever. Removing epaulets from firefighters (transfer of fire services from the Ministry of Internal Affairs to the Ministry of Emergencies) has already become a step towards failure. There has already been a similar “de-unification” of the fire service in the country. Firefighter veterans even remember what it was like when shoulder straps were removed from them in the late fifties.
After this, the USSR simply swept through a wave of terrifying fires. The state quickly came to its senses and returned to the firefighters both privileges and epaulets. But the situation broke only after more than ten years, by the beginning of the seventies. Now the government has stepped on the same rake. The fire department of the Ministry of Emergencies cannot have civilians working under a contract; there must be more than military discipline, as always. So say experts who leave and fly out at the first call and constantly risk their lives.
Efficiency in doubt
Will the emergency services be reduced as a result of the reform, will it not be lower than today? Even if the “combat” unit is not reduced, the reorganization of the leadership is quite able to reduce the organization of this service, which will lead to a longer response time to calls and a decrease in overall efficiency as a whole. And these are human lives! (Recall Krymsk.) The agency must necessarily remain united, according to experts.
It is also absolutely necessary to increase the salary of ordinary employees of the Ministry of Emergencies. For a rather long time, young specialists either do not come to this job or quickly leave it. Experienced employees go anywhere, for example, to private security. And the reason is clear. Rescue service not only requires a lot of knowledge and skills, it is not only very complicated. She's really dangerous. And this is unfair when a person who every day saves other people's lives in his life barely makes ends meet. And the state support of the employees of the Ministry of Emergencies is very weak.
