An examination of industrial safety of project documentation is a necessary procedure for approving a project for the expansion, re-equipment, liquidation or conservation of hazardous production and many others. Similar activities, including technical inspection of the facility by experts and expert opinion, are carried out by the Federal Service for Atomic, Technological and Environmental Supervision, popularly known as Rostekhnadzor.
Regardless of the reasons for the appeal, the industrial safety expertise of project documentation is governed mainly by Federal Law No. 116- of 1997, which determines the order of requirements for the level of safety at hazardous industrial facilities, as well as a number of Rostekhnadzor standards. In addition, there is a newer version of Law 243-FZ, dating back to 2011, which is used when a building examination of a house is needed. The essence of this document is that during technical re-equipment, which is carried out in parallel with the reconstruction of the hazardous facility, the project must include a re-equipment plan, and all accompanying papers must be checked by specialists. If the specified plan is not included in the project, an expert examination of the industrial safety of the project documentation is required both for the reconstruction project and for all re-equipment documents.
Typically, when checking hazardous facilities, a number of factors are taken into account that must comply with standards, for example, industrial safety, accident prevention with the localization of possible consequences, and all these criteria must necessarily have justifications and calculations. In addition, experts assess the compliance of the staffing with the TC standards for hazardous production, check the system for monitoring compliance with the rules of working with unsafe machines and materials, the serviceability of emergency shutdown systems, and also consider the possibility of unauthorized persons entering the enterprise territory. In order to avoid potential error, all measurements and evaluations are made before the re-equipment, liquidation or conservation of the facility. In addition, the examination is carried out anew even in the case of making adjustments to the documentation.
If specialists give a negative opinion, the client is obliged to change the project of work so that it comes into compliance with the laws of the Russian Federation, after which the assessment is carried out again. When an expert examination of industrial safety of design documentation is required, a number of documents must be provided:
- a statement in which the features and technical characteristics of the facility will be indicated;
- all project documentation with additions and diagrams;
- initial permits.
In addition, the economic and technical justification of planned activities is often required. The conclusion is usually positive or negative, indicating the reasons for non-compliance with the requirements, so that the client has the opportunity to correct all the shortcomings and ask for a new examination. If we talk about the timing, then there is no universal scheme, it all depends on the particular case and its scale.
