Rules for the carriage of passengers, baggage and hand luggage

The rules for the carriage of passengers, baggage, cargo and hand luggage by rail are presented by legal acts containing norms binding on all carriers, owners of infrastructures, senders, recipients, passengers and other individuals and legal entities. They regulate the conditions for the carriage of passengers, luggage and hand luggage by rail, land and air . The rules for the carriage of passengers, goods and baggage for personal needs of passengers, except for entrepreneurial activity, are regulated by the Government of the Russian Federation. They indicate items whose carriage is prohibited as hand luggage, baggage and cargo luggage. The procedure for including mail cars in trains and the procedure for transporting mail are regulated by the federal executive body. At the same time, the executive branch of the railway transport coordinates this aspect with the federal executive bodies in the field of mail and communications.

The basic rules for the carriage of passenger military personnel are regulated by the Charter of military and special railway transport, approved by the Government of Russia and other regulatory acts. At the same time, centralized transportation of special and military purposes is carried out taking into account road safety, as well as non-disclosure of state secrets. Passengers who use baggage transportation or dispatch services that are not related to entrepreneurial activity enjoy all the rights provided for by Russian legislation on consumer protection.

The purchase, operation and maintenance of special wagons for convicts and persons in custody is regulated by the federal law, which stipulates the allocation of funds from the federal budget for these purposes. In turn, carriers and owners of infrastructures provide the appropriate conditions for the transportation of convicts and persons in custody. The rules for air transportation of passengers, cargo and baggage are carried out by aviation companies for a fee. Other organizations that have air transport can carry passengers and goods for personal purposes, with the exception of cases that are prohibited by federal law.

A company engaged in bus, rail and air transportation is required to have a license - permission to carry passengers and goods, which is carried out by state and federal authorities. The rules for the carriage of passengers provide for the issuance of a license for a period of at least five years, which can subsequently be renewed at the request of the licensee. To obtain a license, the applicant must provide the following package of documents to the licensing authority: copies of documents on the assignment of TIN and state registration, copies of constituent documents, information on the level of professional training of employees, a receipt on payment of a license fee and an application in any form.

For the provision of distorted information or unreliable sources, the license applicant in accordance with Russian law is responsible. Within 30 days from the date of submission to the licensing authorities, a decision is made to issue, extend the license or refuse to provide a license for the international transport of goods, baggage and passengers. The grounds for refusal to obtain a permit for the carriage of passengers may be incorrect information provided to the licensing authorities, or non-compliance of the facilities used, transport, qualifications of employees with licensing conditions and requirements.
