IRI is a relatively recently created organization whose main task is the development of modern technologies in Russia - media resources, Internet networks, related software, etc. We will get to know more closely with her herself, as well as her main areas of activity.
History of the Internet Development Institute
The idea of creating such a lobbying organization was expressed in 2014 at the RIW Forum. The project was supported by V. Volodin, an official of the Presidential Administration. Almost all of 2015 was devoted to determining the format and directions of the institute's activities, its goals, objectives, and management system. As a result, German Klimenko was appointed chairman of the council of the newly minted structure. The founders of Iran were:
- Center for Internet Technologies;
- Russian Association of Electronic Communications;
- Internet Initiatives Development Fund;
- Media and Communication Union.
In the same year, a new project was held the first event - Forum "Internet + Economy". Its importance is indicated by the fact that according to the results of the forum certain instructions of V.V. Putin were formulated to the branches of the federal government. In 2016, eight key forums of the Internet Development Institute were organized, which we will analyze in more detail below. Today, Iran specializes in collecting and processing statistics necessary for itself on the work of Internet-dependent Russian and foreign sectors of public life, and analyzes these data.
Goals and vectors of activity of Iran
The main goals of the Institute are:
- Creating an active intersectoral discussion space.
- Consolidation, interpretation and popularization of industry research and its results.
- Opening a dialogue with the authorities of all Internet users of the Russian Federation.
- Formation of a single center related to industry knowledge.
Based on these goals, ANO "Internet Development Institute" has formed the following areas of its work:
- Creation of a long-term development program for the Runet and related segments of the economy.
- Work on a bill that would give Russian software developers an advantage in public procurement.
- The introduction of Russian software in the structure of state power, creating comfortable conditions for its developers, the emergence of the possibility of creating government orders for the development of the required software.
- Creation of an association of Russian software developers under the supervision of Rostec in the name of the Research Center.
- Development of specific requirements for the work of instant messengers.
- Development of the Federal Law "On Telemedicine".
- Creation of specialized laboratories, technology parks based on the country's IT universities with the assistance of large business and Internet companies.
- Creating a ranking of Russian IT universities.
- Development of common standards for all official government relations.
- Creation of the "Rating of smart cities of the Russian Federation."
German Klimenko and Internet Development Institute
Let's talk about the leader of Iran. German Sergeevich Klimenko is a systems programmer and economist by profession. In addition to being the chairman of the institute’s board and adviser to the president of the Russian Federation, German Sergeyevich is also the director and owner of Liveinternet, Mediametrics. In addition, G.S. Klimenko is the creator and head of List.Ru, TopList and LBE.
German Sergeyevich actively opposes the complete openness of the Network - he proposes to ban popular foreign networks in the Russian Federation, restrict Russian access to certain sites, and completely isolate Runet from the World Wide Web.
Forum "Sovereignty": developer support and import substitution software
Having told about the Internet Development Institute and Klimenko, we will move on to the areas of activity of this organization. So, what the direction of "Sovereignty" is working on:
- Stimulating the creation of domestic software, creating the necessary conditions for developers.
- Agitation of government agencies for the use of Russian software, as well as the introduction of public procurement systems for such support.
- Import substitution software: Goslinkus pilot project.
- Development of requirements for instant messengers used by government agencies.
Media Forum: Combating Internet Pirates and Protecting Legal Content
Within the framework of this vector, Iran implements the following projects:
- Creation of a council dealing with issues related to the protection of copyright in content posted on Runet.

- Non-discriminatory access to residential buildings of Internet providers.

Forum "Trade": new opportunities for online business
This area of work of the Internet Development Institute (IRI) includes:
- Encouraging the development of retail exports from the country - simplifying the declaration of goods.
- Creation of online cash desks.
- Legalization of the virtual sale of medicines, alcohol, jewelry.
Forum "Finance": the future for virtual cash settlements
The direction includes two key vectors:
- Simplification of the online identification process for both customers and financial institutions.
- Increase in the share of non-cash payments, purchases, transfers.
Forum "Society": the availability of the Internet and virtual services
Here the Internet Development Institute is working on:
- Improving the work of various online services.
- Increasing the availability of virtual services.
- Support and promotion of social entrepreneurs.

Education Forum: Safe Internet and IT Education Support
IRI has outlined the following areas:
- Promoting safe Internet for children.

Forum "City": the formation of the appearance of "smart cities"
Specialists of the "City" direction are working on:
- The creation of the “Smart Cities Rating of the Russian Federation” to encourage the introduction of Internet assistants services.
- Accelerated implementation and development of the latest Internet technologies in Russian cities.
Forum "Medicine": to the doctor - via the Internet
This important vector includes:
- Legalization of distance medical services.
- Creation of a medical image recognition system based on Big Data and neural networks.
All eight areas of the Internet Development Institute's activities are designed to make the lives of Russians more comfortable, safer, and richer. I would like to believe that Iranian specialists will not act by the method of severe restrictions and the construction of the Internet "iron curtain".
