The right to obtain a permit for weapons to citizens of the Russian Federation is given only upon reaching 18 years of age. To do this, you must open a license to store, carry and purchase a gas pistol or revolver for self-defense at the place of residence in the internal affairs bodies. Subject to the age of 18, those who are not registered with a psycho-neurological or narcological dispensary may well be licensed. So, what is the procedure for obtaining a weapons permit? To obtain permission for weapons, documents must be prepared in advance. The following papers will be required: certificates from district dispensaries (psycho-neurological and narcological) that you are not registered. These documents are inexpensive (about $ 1.5-2 per paper), if you have a student card, they are issued without payment. In these dispensaries, men will be required to present a registration certificate or military ID. The last document to apply for a license is a general health certificate. In this certificate, it must certainly be noted that the person has not noted any illnesses or physical disabilities that could interfere with the use of the gun and such a procedure as obtaining permission for a weapon. You will have to pay approximately $ 5 to $ 15 for such paper; it is usually obtained at paid clinics or where certificates are issued to obtain a driver’s license.
So, all the documents are collected. Small nuances remain: 2 black and white photographs of 3x4 cm in size, which should be made exclusively on matte paper, a photocopy of the passport.
Having collected all the necessary documents, you can go to the local police department, where they issue a license for weapons. On the stand in the department are all the bank details needed to pay the commission fee through Sberbank. Without losing time, you need to go to the bank and pay a commission (somewhere around $ 1) and, with all the necessary stamps on the receipt, return to the licensing department, where you must give all the documents collected: passport, a copy of it, photographs, as well as a receipt about payment. Now you should fill out an application for a license. After a month, permission will be ready. And only after that, with the received document, you can go to the arms store and buy any revolver or gas gun you like. After the purchase, it is important not to forget to return to the licensing department again, present a license and register the purchased gun. Weapons must be registered no later than two weeks from the date of their acquisition. This is how a weapons permit is obtained.
The issued license becomes a permit to carry and store gas weapons, the validity period of this paper is 5 years. According to the document, it is possible to use weapons intended for self-defense in an amount of up to five units.
Today, the rules for applying for a license to carry and store weapons have changed a bit. In general, directly in the licensing and permitting department it is not supposed to require a certificate from psycho-and drug dispensaries, and notes that a psychiatrist and narcologist have been examined should be in the general medical certificate. But the essence of the matter does not change from this fact: you will have to go to these dispensaries anyway. The procedure for submitting documents will depend on the licensing department: in each particular department there may be a specific feature of obtaining permission, all this should be clarified in advance.
For gas weapons, a license simultaneously becomes a permit for barrelless self-defense weapons. If you have documents for a gas gun, you do not need additional papers to purchase such a weapon. Obtaining permission for barrelless weapons is similar.
