Unified State Exam - an exam that is conducted using control and measuring materials (standardized tasks). Passing the exam is required for graduates of 11 classes. Accomplishment of tasks allows to determine the level of development of the Federal State Educational Standard of the general educational program. The rules and procedure for conducting the exam are approved by order of the Ministry of Education and Science No. 1400 of December 26, 2013.
Location
Examination is made in special points of PES. As a rule, they are placed in educational institutions or in other organizations that meet established requirements.
The organizational and territorial scheme of the exam in the region, location, number of PES, as well as the distribution of exam participants between them is carried out by the executive bodies of the subject. The delivery time for graduates to the exam site should be no more than an hour.
In accordance with the procedure for conducting the exam , it is necessary to come to the PES with a passport or other identification document. In addition, the graduate must have a pass for the exam. It is drawn up at the place of registration of the exam.
Organization Nuances
PES premises not used for the examination should be sealed and locked. In classrooms posters and stands, other materials with reference information related to academic subjects are closed.
Each graduate is allocated a separate place in the audience. If necessary, cabinets are equipped with computers.
The entrance to the PES is equipped with a portable or stationary metal detector, as well as video surveillance. Examination records are kept until 01.03 of the year following the year of the exam. The procedure for using records is determined by Rosobrnadzor and the executive structures of regional authorities in compliance with the provisions of Order No. 1400.
Additional premises
In the building of the PES to the entrance are equipped with:
- Storage places for graduates, health workers, organizers, assistants, technical specialists.
- Room for accompanying persons.
- A room for the head of the PES, equipped with telephone, printer, PC for the automated distribution of exam participants by audience (if such distribution is provided).
Additionally, a room can be allocated for representatives of the media, public observers and other persons entitled to attend the PES.
The audience
In accordance with the exam procedure , classrooms in which graduates perform tasks are equipped with video surveillance.
The absence of these funds or their malfunctioning state, as well as the absence of a video exam, is considered as the basis for the suspension of the exam in all PES or in individual classrooms. Graduates are allowed to take the exam .
Persons present in PES
According to the Regulation on the procedure for conducting the exam , at the point of passing the exam are:
- Head of PES.
- The organizers.
- SEC members (at least 1 person).
- Technical Specialist.
- The head of the institution in which the PES is organized, or a person authorized by him.
- Police officers or other law enforcement officials.
- Health workers.
- Assistants assisting graduates with disabilities.
Audience breakdown
In accordance with changes in the Unified State Examination procedure , the automated distribution of graduates and organizers by audience can be carried out by the Regional Center for Information Technology (regional center for information processing). In this case, the lists are transferred to the PES along with the exam materials.
The automated distribution of participants can also be carried out by the head of the PES.
Lists are handed over to the organizers and posted on a special stand at the entrance to the point, as well as on the doors of each audience.
Organizers
Each audience should be attended by at least 2 persons. During the exam, part of the organizers is distributed on the floors of the PES. These people help graduates navigate the building of the point, control the movement of people not involved in the exam.
Preparation
Before the exam begins, the rules of the exam are read to graduates . In particular, observers explain the procedure for filling in the registration fields of the forms, filing an appeal, the time of publication of the results, the duration of the exam. In addition, the consequences of violation of the exam procedure are announced.
The examination is conducted in writing and in Russian (except for the exam in foreign languages).
After familiarizing themselves with the exam procedure, graduates are given KIMs and forms. Before completing assignments, participants fill in the registration fields of the forms. After completing this procedure, the observer officially announces the start time of the exam and its completion. It is fixed on the board.
What can I take on the exam?
On the graduate's desktop are:
- Examination materials.
- Gel pen with black ink.
- ID document.
- Special technical devices (for participants with disabilities).
- Drafts (except for the foreign language exam (section "Speaking")).
Depending on the subject, auxiliary measuring instruments may also be on the table. Upon delivery:
- Mathematicians can have a ruler.
- Physicists - ruler and calculator (non-programmable).
- Geography - non-programmable calculator, protractor, ruler.
- Chemistry is a non-programmable calculator.
If necessary, medication and food are also allowed.
Graduates leave other things in a designated place at the entrance to the PES.
Important point
During the exam, communication between graduates with each other, free movement in the audience is not allowed. Leaving the premises and moving along the PES is carried out only if accompanied by the organizer. Upon exit, the participant leaves drafts, examination materials, writing materials on the table.
Bans
From the moment you enter the PES until the exam is completed, it is prohibited:
- Graduates have electronic computing equipment, communications, audio, video, photo equipment, written notes, reference materials, and other storage media.
- Assistants, organizers - have a means of communication.
- Observers, organizers and assistants - provide assistance to graduates in writing answers to assignments, transfer to them equipment, computers, communications, reference materials, and other storage media related to the subject.
Not a single person participating in the exam has the right to take exam materials and drafts from paper or digital media from the audience, to photograph them.
In case of violation of the rules of the exam, the culprit is removed from the exam. At the same time, the organizers, public observers or the head of the PES invite members of the examination committee to draw up an act.
Exam completion
The organizers inform about the expiration of the time for passing the exam in 30 and 5 minutes. until the end of the exam. At the same time, graduates are advised to promptly transfer answers from drafts to forms.
After the set time, the organizers announce the completion of the exam, collect all materials.
If there are empty spaces in the forms for detailed answers and in additional forms, the organizers shall repay them as follows: Z.
The collected materials are packed in bags. On each of them is marked the name, number, address of the PES, the audience number, the name of the subject, the number of materials in the package, the name of the organizers.
Graduates who completed the work ahead of schedule have the right to hand it over to the organizers and leave the PES, without waiting for the end of the exam.
Possibility of retake in case of unsatisfactory result
If a graduate has not scored the required number of points in a compulsory subject (mathematics of a profile / basic level or Russian language), he can retake the exam. Retake the exam is carried out on the reserved days.
If an unsatisfactory result is obtained upon repeated delivery, you can try again in the fall. However, in this case, it will not work to enter the university immediately after school, since the period for accepting documents will expire. However, upon receipt of a satisfactory number of points, a certificate will be issued.
Nuances
There are several limitations to the rules for passing the exam. In particular:
- Graduates who could not score the minimum number of points in both Russian and mathematics lose their right to retake this year. They can try again in a year.
- For persons who graduated from school a year or more ago, the possibility of re-retaking in the current year does not apply.
In addition, it should be noted that:
- If a graduate passed the math exam in the profile and basic levels and overcame the minimum threshold for at least one of them, the exam will be considered passed.
- Retake of mathematics is allowed at any level at the choice of the graduate.
If the minimum score was not scored for subjects not related to compulsory, it will be possible to retake only next year.
Who else can pass the exam again?
The right to retake the exam is obtained by graduates who have begun work but have not completed it for a good reason. This fact must be documented. Typically, this situation is associated with a deterioration in the health of the graduate in the exam.
In addition, everyone who is faced with organizational and technical overlaps in the PES can retake. For example, someone did not have enough additional forms, they turned off the electricity, etc.
Re-passing the exam is also provided in case the organizers of the exam allow violations of the rules for its conduct. In such situations, the results of all examiners are canceled.
If the graduate himself violated the rules, for which he was removed from the exam, his results are also canceled. He will be able to retake the exam only next year.
Appeal
The exam participant has the right to appeal about:
- Violation of the examination procedure. In this case, objections shall be filed on the day of delivery.
- Disagreement with the results. An appeal on this subject is filed within 2 days (workers) after the official announcement and familiarization with the number of points scored.
They do not accept appeals on the content and structure of tasks, as well as in case of violation of the examination procedure or the rules for filling out forms by the applicant himself.
Disruption by the organizers
In such cases, the exam participant, without leaving the PES, receives from the organizer a special form in 2 copies. After filling out both forms are submitted to the representative of the examination committee. He certifies the form with his signature. One copy is given to the exam participant, the other to the conflict committee.
The result of the appeal can be obtained at the educational institution or territorial authorities that exercise powers in the field of education, within 3 days from the date of filing.
If the application is satisfied, the exam result is subject to cancellation. The participant, in turn, gets the opportunity to retake the exam on the reserve day.
Cancellation of the result is allowed if the fact that the organizer violated the rules of conduct in the PES is confirmed by an official investigation of the examination committee.
Disagreement with the results
When submitting an appeal on this subject, the exam participant, within two days after reviewing the results, turns to the conflict commission. The clerk gives him 2 appeal forms. After filling out the forms, they are handed to the secretary, who certifies them with his signature. As in the previous case, one form is passed to the exam participant, the second remains in the commission.
The graduate is informed of the place and time of the appeal.
The exam participant is recommended to attend a meeting of the conflict committee in person . During it, a protocol is drawn up, which is signed by the graduate.
As a result of the review, the appeal may be dismissed or granted. In the first case, the number of points scored is saved, in the second - it changes.
Features of the exam for graduates with disabilities
Special conditions taking into account the state of health and psychophysical health are created for graduates:
- with disabilities;
- disabled children;
- persons trained at home in sanatorium institutions.
The material and technical equipment of the premises should provide unhindered access for these persons to the audience, bathrooms, as well as stay in these rooms.
Information on the number of graduates with disabilities is sent no later than 2 days before the date of the exam.
During the exam, assistants help these graduates:
- take the place of;
- read the assignment;
- move around the audience and PES.
For hearing-impaired persons, audiences are equipped with sound amplifiers for both collective and individual use. If necessary, an interpreter may be involved.
For blind graduates:
- Exam materials are written in Braille or in the form of an electronic document that is accessible for perception using a PC.
- The required number of accessories is provided for formatting the answers in Braille.
For visually impaired graduates, materials are copied on an enlarged scale. Auditoriums should have augmentation tools and personalized lighting. Copying of materials is carried out on the day of the exam in the presence of the head of the point and members of the examination committee.
For persons with disorders of the musculoskeletal system, written work can be performed on a PC with special software.
In the process of conducting an exam for graduates, breaks, meals and the necessary medical procedures are organized.
For persons with indications for studying at home, the exam can be organized at home.
Conversion of Unified State Exam points to a 100-point system
After checking the response forms, the primary score is determined. There are special tables for transferring USE scores to a 100-point system. Upon admission to the university, test (final) results are taken into account. For each subject they are different. The red line indicates the minimum threshold for obtaining a certificate and admission to a university. It must be said that higher educational institutions take into account the results of an exam in mathematics of a profile level. The correspondence of the primary score to the test is shown below.
There are 2 thresholds in the Russian language - obtaining a certificate (green line in the photo) and entering a university (red line).

Of course, the minimum scores for admission to universities annually change upward. The results of the exam are valid for 4 years.
