The procedure for admission to school is carried out in accordance with paragraphs 2-4 of Art. 67 Federal Law "On Education", as well as the procedure for admitting children to all levels of education, which was approved by order of the Ministry of Education of the Russian Federation.

When developing the Regulation at the level of a particular educational institution, local acts and orders of the administration of the municipality (the founder of the public institution) are used.

The administrative order shall be submitted by the institution for free familiarization by parents by February 1 of the current year. It indicates the basic rules for admission to school, rights and obligations.

The provision regarding the admission of children to budgetary municipal educational institutions for general education programs of primary education applies to those children who live in the territory assigned to the school. The place of residence is the place of registration of parents or legal representatives (guardians, adoptive parents) of minor children.

In the case of separation of parents and future first graders, the rules for admission to school imply the establishment of an agreement of parents to educate the child in a particular educational institution. According to the innovations that have been installed in our country, the acceptance of documents has been allowed since February 1 of this year in two ways: by personal appeal of parents (guardians, adoptive parents) to an educational organization with a full package of documents, as well as by submitting an application through the State Services Portal in electronic form. The second option involves an application to the application scans of documents, the subsequent provision of the originals of the school administration.

If the document package meets the local acts in force at a particular school, the fact of admission is recorded in a special registration journal, and parents receive a receipt with the seal of the organization.

Within seven working days, the school principal issues an order to enroll this child in first grade. The only reason for refusing to accept a preschooler to study at school may be the lack of free (vacant) places in the community.
