For quite a long time, holograms are used on work books. These are special stickers that have protective elements and self-destruct when they are removed. Let us examine in more detail where to glue the hologram in the work book and whether it is needed.
What the law says
There is no exact official explanation of the purpose of the holograms, as well as the rules of use. Therefore, personnel workers cannot unambiguously determine whether to use protective stickers or whether this is optional.
The main documents that specify the requirements for registration and accounting for labor are the Labor Code and Government Decision No. 225. But none of these documents indicate whether a hologram is needed in the work book (a photo of the protective sticker is presented below). The only source that clarifies this issue is a letter from Goznak. It provides recommendations on the use of holograms.
Why are holograms needed?
The work book can be delivered with holograms from one to six pieces along with instructions for use.
According to the letter from Goznak, the protective sticker performs several functions:
- is a guarantee of the authenticity of the document;
- protects the document from entering illegal information;
- not amenable to fake;
- when trying to get rid of the sticker, it self-destructs, which spoils the document itself.

The first introduction of holograms began in 2007. But labor with the sticker itself began to appear only after a year.
At the moment, the organization supplies both labor without stickers and new labor books with holograms. This fact greatly confuses employers who still cannot understand which sample should be ordered.
Is it obligatory to glue
As mentioned earlier, despite the fact that the hologram has been introduced for a long time, the need for its application is not explained by law. Goznak issued a letter with stickers, where everything is explained in detail. But since it is purely informative in nature, the work book can be used without a hologram.
Therefore, the decision to use protective stickers is made solely by the employer. Forms of labor of a standard form are valid both with a hologram and without it. But perhaps the hologram in the work book, a sample of which was presented earlier, will help identify an unscrupulous job seeker.
Where to get the hologram
Protective stickers are not sold in the public domain, but are only an addition to the work book itself. So, if it became necessary to obtain a hologram, this can only be done by ordering a new type of labor with protective stickers attached.
Both labor forms and holograms for them are protected printing products, therefore only Goznak has the right to produce them. How is the implementation of labor with a hologram:
- they can be delivered only by organizations that have an agreement with Goznak or its official representative;
- they can be delivered by organizations authorized to work with secure printing and strict reporting forms.
So that the employer does not make a mistake in choosing a supplier, you need to go to the website of Goznak and find the direct contacts of the organizations that are indicated there. In this case, you can be sure that the documents will be official. Official suppliers can offer their services or provide information on legal small wholesale or retail points of sale.
Despite the fact that holograms are still not very widespread, personnel services begin to use them. But until there is an unambiguous decision on the part of the legislation, this issue will remain in limbo: someone uses holograms, while someone does not. But once again it is worth noting that both options have legal force if the labor was purchased from a legal supplier.

Basic Rules
Having decided to use a hologram in a workbook, a staff member or the head of the organization should be guided by simple rules. It:
- Only the employer or authorized person is allowed to stick the protective sticker. This can be done only when the cover sheet of the labor or insert is filled in (if the document is started for the first time), and employment information is entered.
- The protective sticker is applied only to the first page of the work book or the insert to it. The hologram protects the authenticity of the following elements: the signature of the employee of the organization, all the marks made by the personnel employee or authorized person, the number of the workbook or insert, the stamp of the company where the citizen is employed, any other identifying information about the employee at the request of the employer.
- Before gluing the protective sticker, you need to check the place of gluing. It should be remembered that a hologram can only be glued once. The sticker must be applied clearly to the protected object. Glue it in the correct position (not upside down, not sideways) and without the formation of folds. If you want to tear off the hologram, you can damage the workbook itself or the insert, because the sticker does not come off completely, leaving a mark.
- The hologram is used only once. Any action that is performed with it after pasting will be noticeable and will damage the document itself. Moreover, labor will need to be changed. In this regard, if the protective sticker was damaged or wrinkled before gluing, it is recommended not to use it. It is better to take a new hologram (if any) than to change the book later.
