A similar paper is drawn up on the basis of an identity document - passports.
Help when obtaining a driver’s license
Certificates from a neuropsychiatric and narcological dispensary are required for submission to the traffic police upon obtaining a driver’s license. They must be issued in the following cases:
- obtaining rights for the first time;
- replacement or restoration;
- obtaining a driver’s license after deprivation by the court for any period;
- obtaining rights of international standard.
The certificate for the traffic police is issued at the place of residence and is valid for three years.

For employment, you need to get a certificate for work in a neuropsychiatric and narcological dispensary. Such help should be obtained under the conditions of the device:
- to a government agency;
- to the bank;
- to a security company;
- to a position where you have to work in harmful or difficult conditions;
- to transport;
- to a construction company;
- to an energy company;
- to medical or child care facilities;
- at catering and trade enterprises.
The document is executed in accordance with article 65 of the Labor Code, and it is valid for a year.
The same certificate from a narcologist and psychiatrist must be obtained during periodic medical examinations (during professional examinations). Organized medical examinations are carried out in accordance with order No. 302 of the Ministry of Health and Social Development of Russia.
Help when making an apartment purchase / sale transaction
Receipt of paper is necessary to confirm the seller’s sanity, as it may be limited in legal capacity or recognized as incompetent due to a mental disorder. In order to exclude the risks of invalidating the purchase / sale agreement, you will need to provide a certificate from the narcological dispensary and neuropsychiatric dispensary.
The same document will necessarily require a notary who endorses the endowment for inheritance.
The provided paper will confirm that the citizen is not registered and does not have obstacles for transactions with real estate.
Certificate for admission to university, college
Upon admission to a higher educational institution or college to obtain a certificate in form 86 / U, you must visit a psychiatrist and narcologist. After examining the patient, in the absence of chronic diseases, specialists issue a document certified by a seal, which is valid for six months.
Help when obtaining a weapon license
To obtain a weapons permit, it is required to submit a certificate in the form 046-1, which is issued at the state medical institution at the place of residence, if no pathologies or diseases were revealed at the reception at the psychiatrist and narcologist. The document is valid for six months.
A certificate from a narcological and neuropsychiatric dispensary cannot be issued:
- suffering from substance abuse, drug addiction or alcoholism;
- in the presence of chronic mental illness;
- in the absence of three fingers on the hand.
