Where to begin?
Some certificates necessary for privatization are valid for only a few weeks, so before collecting documents, you must make sure that important conditions are met. Firstly, you should find out the opinion of all registered tenants. As a rule, there are no difficulties when it comes to family. However, for privatization of a room in a communal apartment, for example, you have to negotiate with the tenants.
Secondly, it is necessary to draw up a power of attorney for one person who will prepare a package of necessary papers and deliver it to BTI (Bureau of Technical Inventory), where only one will be able to submit documents for privatizing the apartment. This method is preferable, since not everyone living in an apartment is always ready to go along instances together. This may be a family member or a third party (such as a lawyer).
Before applying for privatization, you need to make sure that all participants are doing this for the first time. Otherwise, after clarification of new circumstances, all participants will have to start collecting documents again, again spending personal time and effort.
List of main documents
For privatization, copies and originals of personal documents of all participants in the process should be prepared - passports, marriage certificates and birth certificates of children. It is also necessary to provide papers related to the dwelling.
- Social contract or housing order . The main document, without which the application for registration of ownership will not even be considered. You can order it at the Unified Information Settlement Center (EIRC).
- Cadastral passport. It indicates the characteristics of the living space. They issue it at the Multifunctional Center (MFC), where it is also possible to submit documents for the privatization of the apartment.
- Statement of registered tenants. Such data is contained in the house book.
- The registration certificate for the apartment. Receive in BTI.
- Help F-2 and F-3. This is information on the residential property of privatization participants.
- Statement of account for the apartment. Information about the absence of debt is confirmed in the passport office bookkeeping. If there are unpaid bills, then they should be paid off, otherwise the documents will not be accepted.

The above information on why, what and where to apply for the privatization of an apartment is enough for a standard situation. However, there are some circumstances whose written confirmation is required to be submitted to the Privatization Bureau.
- A refusal issued by a notary will be required if one of the registered residents does not agree to participate in the program.
- If a person who has already died is indicated in the social contract, a death certificate must be provided.
- A citizenship certificate from the Department of Visas and Registration (OVIR) will be required for former residents of other states.
- Permission for privatization from guardianship authorities is required if the child has been discharged from housing, but is indicated in the contract. If a minor citizen is under the care of tenants, then such permission is also required.
It is possible that the registration address indicated in the passport does not coincide with the address indicated in the social contract (typo, change of street name and so on). In this case, you will have to contact the passport office to get another certificate specifying the place of registration.
The timing
The duration of the registration of living space in the property depends on the speed of collecting documents and the authority, where the citizen decides to submit documents for the privatization of the apartment. It is recommended to immediately go to the Department of Housing Policy and Housing Fund. Organizations such as the MFC, for example, are intermediaries in the transfer of documents, so the deadline for filling out an application may be delayed for a few days (as a rule, documents are sent from the MFC for a week).
