Quota for operation: description and method of obtaining

The quota for the operation implies that high-tech medical care will be provided using funds allocated from the federal budget. Everyone has the right to use a certain number of quotas for various types of medical care (high-tech), which are issued by the Ministry of Health. This is a list of those services that are not in the MHI policy, but they are expensive.

The fact is that such operations (on the heart, blood vessels, aorta, its main branches, organ transplantation and a number of others) are very resource-intensive, therefore the state provides financial support in order to perform a certain number of such surgical interventions. But you need to keep in mind that quotas for operations do not include the treatment of varicose veins of the lower extremities, according to a large number of patients.

Every year, the Ministry of Health sets a plan that determines the amount of care by the number of patients and the allocation of quotas by region. This document is compiled in accordance with those applications that come from the whole country from regional health organizations. As a rule, its compilation is a very complex process. The fact is that in addition to patients who are included in the so-called Expectation List, there are emergency situations when care is provided unscheduled, in accordance with the available referral for urgent hospitalization.

Obtaining a quota for an operation includes a number of clearly defined stages, a list of documents and strict requirements, the compliance with which will determine the speed of its receipt. Let us dwell on this in more detail.

An operation quota will not be issued to all those who simply want to receive it. At the initial stage, there must be a direction drawn up by the attending physician, in which strict indications for receiving free high-tech care should be indicated. This is the primary link. Next, the conclusion of the regional specialist will be necessary and, finally, the patient must undergo a commission at the regional Ministry of Health. Without these three steps, a quota for an operation is not allocated.

The list of necessary documents is as follows:

  • pension insurance certificate;
  • passport;
  • insurance policy;
  • pensioner's certificate;
  • disability certificate.

Keep in mind the following. There is a certain time period, which includes consultations, paperwork. It is at least twelve weeks, starting from the diagnosis and ending with a referral. Often there are situations when it is necessary to undergo further examination. Then this period will increase to fourteen weeks. Therefore, it will be necessary to wait and carry out all the stages of obtaining a state quota.

This subsidy may be refused at one level or another. In the same case, if the patient considers that this violates his rights and the current legislation, then he can appeal against the inaction or actions of officials.

In this case, it is recommended to observe the following sequence of actions:

  1. A written appeal must be drawn up and sent to the appropriate authority or to the name of the official.
  2. Within thirty days there is a consideration of this appeal and the message of the result.
  3. It is possible that this period is extended. In this case, the citizen who sent the appeal must be notified accordingly.

More than a hundred operational centers operate in Russia, which, in accordance with the permission of the Ministry of Health, have the right to provide high-tech medical care when an operation quota is issued.
