Procedure for appointing a person in charge of the electrical sector

In any modern enterprise, regardless of the form of ownership and the number of employees, the appointment of the person responsible for the electric power industry occurs by issuing an order (order) endorsed by the head of the organization (general director).

The order gives the order to put into effect the energy service as such and appoints the person directly responsible for the electricity sector.

On cases of the absence at the enterprise of a person responsible for the electrical sector

On the basis of clause 1.2.4 of the PTEEP, the person responsible for the electric power industry may not be appointed if:

the organization does not engage in production activities;
The organization’s electrical facilities consist only of an input (input-distribution) device, lighting installations, portable electrical equipment with a voltage of no higher than 380 V.

In this case, the responsibility for the electrical organization is assigned to the head of the enterprise. The organization of the above process is the result of coordination with Gosenergonadzor. In order to achieve the result, the head of the organization must write a corresponding commitment statement that does not require confirmation of authority and qualification.

Responsibilities of the person responsible for the electrical equipment include:

development and maintenance of documentation related to issues of maintenance and operation of electrical equipment and electrical installations, the basis for which is the "Job description of the person responsible for the electrical industry";
the organization of training, instruction, testing of knowledge and admission to independent functioning of personnel servicing electrical equipment;
the organization of the safe conduct of any kind of electrical installation work or related electrical installations, including personnel seconded from other organizations;
ensuring timely and high-quality performance of maintenance, scheduled works and preventive tests to prevent repairs;
organization of calculations of electricity needs and monitoring of its consumption;
participation in the implementation and development of measures to rationalize and save energy consumption ;
monitoring the availability and timeliness of tests and inspections of fire extinguishing agents, specialized tools and SZ in electrical installations;
ensuring access to the connection and operation of reconstructed and new electrical installations;
organization of operational maintenance of electrical installations and the elimination of any kind of emergency cases and situations;
ensuring verification of conformity of the electric supply schemes of the enterprise with operational actual parameters, a mark on the verification carried out on the subject (at least once every 2 years);
organization and revision of power supply schemes and instructions (at least once every three years);
taking measurements of electricity, monitoring its quality and stability;
monitoring the advanced training of personnel responsible for the maintenance of electrical installations;
control of the correct admission of construction workers and other specialties interacting with electrical installations.

The control over how well the person responsible for the electrical equipment fulfills his duties is carried out by the enterprise management in the person of the general director, his deputy or other persons appointed by creating an order by the head.
