As president of the Russian Federation, Dmitry Medvedev made a proposal to rename the police to the police, stipulating that people need professionals in their field, "who work as efficiently as possible, honestly, extremely harmoniously." All this happened within the framework of the reform of the Ministry of Internal Affairs of the Russian Federation, which aroused bewilderment among ordinary citizens about the sense that it would bring.
Police History
In the course of the revolution that took place in 1917, the tsarist police were forever done away with and replaced by a โpeople's militiaโ. The work and legal activities of the body were established by the Provisional Government. A resolution was issued, which was called "On the approval of the police." In addition, the light saw the "Temporary Police Position" in April.
On May 10, 1918, the board of the NKVD of the RSFSR indicated that the police acted in the regime of a permanent state of persons who perform special functions. Here was the beginning of her professional activity. In the same year, the instruction was approved, which cemented the existence of the police. The service was on a voluntary basis.
Over time, the police had a lot of changes, the emergence of new units. Among them are departments of special and special purposes, and an organ to combat organized crime. During the renaming of the RSFSR in the Russian Federation in December 1991, the institutions and organizations of the USSR were transferred under the jurisdiction of Russia with their entry into the system of the Ministry of Internal Affairs of Russia, the activity of which was already regulated by the provisions of the Constitution of the Russian Federation.
Why renamed the police to the police
The reform carries a solution to several important issues. Firstly, to bring professionalism to the law enforcement system. The police must protect the freedom and rights of citizens of the Russian Federation and people, protect public order, create social security and resist crime. The police were renamed the police Federal Law of February 7, 2011 No. 3 "On Police". The law entered into force on 01.03.2011 and replaced the document dated April 18, 1991 No. 1026-1 "On Police". Renaming looked like this:
- January 28, 2011 - approval by the State Duma;
- February 2, 2011 - adoption by the Federation Council;
- February 7, 2011 - signing by the head of the Russian Federation;
- 03/01/2011 - entry into force.
Form Changes
The changes after renaming the police to the police took more than one billion rubles. Funds were needed for badges, signs, plates for buildings and stickers for company cars, as well as police uniforms. Chest pins with a personal number have appeared. The colors of the police uniform remained the traditional dark blue. All this was adopted by the Government of the Russian Federation and reflected in Decree No. 828 "On uniforms, insignia and norms for supplying clothing and property to employees of law enforcement bodies of the Russian Federation."

In fact, the police of the USSR carried out police functions, ensured legal order in society. This is known to all and does not need to be argued. It might seem that in the post-revolutionary time there was a confusion with the terms, but the reason for the transition from one concept to another was that the Bolsheviks understood that the body that regulates the legal foundations of society should not be able to build a state without it. But it was decided to move away from the old name. And the result of studying the chronicles was the transfer of the police to the police. Terms have a difference in the attitude of people towards them. The concept of "militia" is more popular, ambiguous, with its own prevailing holidays, traditions and even folklore.

So, summing up the differences, we can consider them purely ideological, however, their functions are the same - the protection of public order and here the identification, suppression and disclosure of crimes. In this light, it was probably correct to return to the old name of one of the important state structures - the police, in 2011 by Dmitry Anatolyevich Medvedev.
