Updating some parts of the Code of Administrative Offenses regarding the lifting of sanctions in the form of lifting state registration of automobile license plates has been discussed by deputies since 2013, and such an amendment was really required, since such a measure of security for violations has long become meaningless. This is due to the fact that in order to protect motorists who became victims of the theft of state. numbers, another bill was introduced.
Namely, now any person can make a duplicate of numbers in a private company that does this without the consent of the traffic police and legally, and thus do not pick up the rented numbers without removing the reason for such a security measure. It should be noted that numbers were also removed for tinting on Ukrainian cars. This is due to the fact that in the territory of the Russian Federation a citizen of a foreign state is obliged to comply with the rules of the road.
In addition, the offender whose car was rented for tinting (or another violation) has one day to eliminate the reason for the punishment. This implies that during these days he can commit other traffic violations, the most common of which is speeding without fear of getting into the fixation cameras, since the violator does not have license plates for the car.
New rules
In 2019, the traffic police will be prohibited from renting rooms for tinting and the lack of compulsory motor third-party liability insurance. The State Duma has introduced amendments to the Code of Administrative Offenses.
Part 2 of Article 27.13 of the Code of Administrative Offenses, providing for the removal of state numbers for tinted windows, as well as driving with an expired insurance policy, illegal installation of special signals, driving without a license, as well as operating a vehicle with excess levels of dirty emissions, noise and many other violations.
Preventive measures for trying to hide the number
Along with new legislative amendments, in addition to the ban on removing rooms for tinting, compulsory motor third-party liability insurance and other traffic violations, restrictive measures are being tightened for attempts to hide license plates from traffic cameras using materials or certain devices. Now, such a violation is punishable by a fine of 5,000 rubles or by deprivation of a driver’s license.
In addition, the traffic police can check drivers for intoxication without two witnesses, if this process is recorded on video. It was previously believed that such a measure would work exclusively at night or in hard-to-reach areas, but there was no such information in the final version of the amendments.
In addition, a fine was imposed - 300 thousand rubles for technical inspection operators issuing dummy diagnostic cards. An identical penalty is envisaged for the transfer to the traffic police information base of information about the inspection of a machine, which in reality was not carried out.
What is allowed regarding glass tinting?
As noted above, currently there is a ban on the removal of rooms for tinting. Now the offender faces a fine or a loss of driver’s license. It is worth noting that tinting of the side and windshields is allowed, but only according to a certain standard:
- side windows must pass at least 70% of the light;
- windshield - 75%.
At the same time, these indicators do not apply to the rear windows of the car. In other words, the rear window of the car can have any tint that the owner of this car wants. There is one caveat: the car must be equipped with side mirrors. At the same time, it should be remembered that not only the light transmission, but also the absorption of light by glass are taken into account. Each film should transmit the image realistically without distorting color tones.
Athermal film

The use of this material is not prohibited by law, but only when the percentage of light transmission is not higher than the permitted norm. Punishment for this violation
There is currently no question of sanctions regarding tinting: a fine or renting rooms. The punishment for exceeding the light transmission on the car windows has recently become somewhat tougher, as already noted. Today, the penalty for exceeding light transmission provides for the payment of 1,500 rubles. However, in the event that the motorist is caught repeatedly violating these rules, then, in addition to a fine in the indicated amount of money, he is threatened with the deprivation of a driver’s license for up to 3 months.
It should be noted that the deprivation of rights occurs exclusively in court. That is, a traffic police officer cannot deprive the driver of his personal rights at his own discretion. Secondary hit with this violation is considered as such within 1 year from the first. If, after the first incident, a fine was fined for the driver in the name of the driver, then he will again be deprived of his rights. However, this rule only applies if the motorist does not solve a similar problem by removing the film. And although renting rooms for tinting does not threaten, modern penalties can cause a lot of trouble for violators.
How to measure the level of tinting glasses
In accordance with the order of the Ministry of Internal Affairs No. 1240, the following conditions must be observed when measuring the light transmission of side windows:
- The control of light transmission of automobile glasses is carried out at a stationary post of traffic police.
- The definition of this indicator relative to the side windows in the front of the car is carried out by the inspector of technical inspection of the traffic police.
- This procedure is carried out by technical diagnostic devices entered in the State Register of measuring instruments that have certificates of conformity and an indication in them of the date of the device’s last calibration.
- Measurement is carried out only on condition of a dry and clean surface of automobile glass.
If, according to the driver, the measuring device is not accurate, you may need to re-measure. In this case, the inspector must invite two witnesses.
If the traffic police inspector decides to measure the glass of the car, it is recommended to require a valid certificate for the device for measuring and see if the device is sealed. If the inspector refuses to show the certificate or it is expired, this means that measurement is not possible, and the driver can continue to move.
Riding without an insurance policy
As already noted above, for this offense, the deprivation of the state number of a car was previously envisaged. Today, for some reason, this rule no longer works, as does the removal of rooms for tinting. Violation of a driver’s absence of an insurance policy is punishable by other measures.
Traffic police and traffic police have the right to check the presence of an insurance policy in the car owner. If it is not possible to present it, a fine of 800 rubles and a ban on subsequent driving of the vehicle are issued. For an incorrectly executed policy or the absence of a specific driver in the list of eligible for driving, the penalty is 500 rubles.
For some bitches, the car owner can get a penalty for the lack of an insurance policy several times if traffic police stop him more than once. Payment must be made within 20 days, and violation of this rule entails a significant increase in the amount of the fine.
What to do if the car was just purchased, and the driver simply did not have time to issue an insurance policy? In this situation, the law gives motorists 10 days to draw up a document. Thus, if the driver is stopped before 10 days after completing the purchase of a car, a traffic police officer cannot write a fine to such a motorist. In this case, the presentation to employees of a document certifying the fact of purchase is mandatory.
There is a CTP policy, but not with you: what will happen?
This is the most harmless of all possible cases. For an insurance policy left at home, the traffic police inspector may:
- issue a warning;
- write a fine in the amount of 500 rubles.
