Why do I need a commission?
The medical commission for RWP is a mandatory requirement for everyone who wants to become the owner of this document. An examination by a doctor is considered mandatory, since only as a result of this procedure it is possible to establish whether a foreigner has some dangerous or serious illness.
First of all, specialists care about infectious and infectious diseases. Based on the results of this examination, the migrant receives the necessary recommendations. In particular, what actions should be taken so as not to infect others.
Everyone should go through the medical commission for RVP in order to protect others who will work with a foreigner in preparing all the necessary documents and be with him all this time.
The medical examination at the RVP is regulated by domestic law. In particular, Federal Law No. 115 "On the Legal Status of Foreign Citizens in the Russian Federation" and an order issued by the Ministry of Health in 2015.
What does it include?

For example, in Moscow there are several dozens of similar organizations that provide these services. In some organizations this will be a little longer, in others - faster.

- Scientific and Practical Center of Cosmetology and Dermatovenerology at the Moscow Department of Health;
- medical hospital center "Intermedtsentr";

A large number of options in other cities of the Russian Federation. So there should not be any problems with where to go for a medical examination at the RVP.
Order of passage
There is a certain procedure for passing this commission. To ensure that migrants do not have additional difficulties, it is recommended to strictly adhere to it.
Of the narrow specialists, you will definitely need to go through a dermatovenerologist. After a preliminary examination in the specialist’s office, the doctor will issue a referral for blood tests. Blood will be taken from a vein to make sure that the foreigner does not suffer from syphilis and AIDS.
To take tests, you will need to go to the treatment room. Where to get a medical examination at the RVP, you will be prompted at any medical institution. If these diseases are not detected, the doctor will write a special certificate, as well as put a signature on the doctor’s certificate.
The next mandatory specialist whose office you must visit is a TB specialist. During this examination, it will be determined whether the emigrant is infected with tuberculosis. To do this, you need to do fluorography. If everything is in order, the corresponding entry will appear in the bypass sheet.
Finally, it is important that there are no problems during the passage of a specialist narcologist. He will hold a conversation with you, examine the body, special attention is always paid to the hands, in particular the veins. You will also need to take a urine test to detect narcotic or other prohibited substances. After passing all the necessary examinations, the patient will be given an information sheet with a seal confirming the absence of dependencies.
Required documents
When passing this medical examination you will need certain documents. Lawyers advise initially to have them in hand. In this case, the probability that the examination will pass as quickly as possible is very high.
To apply for a medical form, a whole package of information sheets will need to be submitted to the Federal Migration Service. It includes:
- A copy of the internal passport. It must be translated into Russian and certified by a notary public.
- A photocopy of the information form of the established form, which contains all the information about a foreigner who enters the territory of Russia.
- A certificate confirming that the citizen has entered the migration registration (you can provide in this case a copy without the original).
What should you get based on the results?
After completing the medical examination, you should be given information forms in your hands that will confirm that you have passed all the necessary specialists, as well as the absence of any problems.
The package of documents should include:
- certificate that the migrant is not infected with HIV infection;
- a medical certificate for a temporary residence permit, indicating that the patient is not taking drugs;
- information bypass sheet, which contains information that the migrant is healthy and has the right to receive the necessary documents. Otherwise, this information sheet indicates the diseases, because of which it is not recommended to apply for a temporary residence permit.
Compulsory Health Insurance Policy
According to the law, a foreigner who comes to Russia to obtain citizenship must issue a compulsory health insurance policy. Exactly the same as that of all citizens of the Russian Federation.
However, it can only be obtained after the applicant has issued a temporary residence permit. A transitional document is foreseen for the coming period. It differs from the standard policy that all Russians have in that it is not plastic. The main thing is its validity. Its term is limited to the year in which the migrant applied for such a policy, or the period for which a temporary residence permit will be issued.
To obtain such a medical policy, you will need to submit the following documents:
- statement of established form;
- passport of a migrant from his home country, which must be translated and certified by a notary;
- for migrant minors, the main identification document is a birth certificate;
- power of attorney for a policy.
Under such a document, a foreigner gains the right to use the same medical services as any citizen of Russia. In this case, we are talking about territorial and national insurance programs.
When may an additional examination be required?
In some cases, the migrant may need additional screening. You have to deal with this situation infrequently, but it still happens.
If a patient is found to have HIV infection, they will be referred for an additional examination. If as a result it turns out that the migrant has other diseases that are dangerous to the health of others, he will need a detailed and comprehensive examination.
An additional medical examination is also required if narcotic substances are found in the blood of a person. When an HIV diagnosis is confirmed, the citizen is not issued an information form with permission to receive RVP.
Cost and Validity
The period during which this medical certificate is valid is only three months. So with the collection of the remaining documents, you should not pull, so that you do not have to undergo a medical examination again. If the validity of the certificate is violated, you will be legally refused to issue a temporary residence permit.
The period during which a decision is made to issue you an opinion based on your analysis should not exceed 10 days. It is important to note one more point: the migrant medical examination must take place at his place of residence.
You need to be prepared in advance for how much the medical examination fee for RVP costs. For the design of this document you will have to pay from 2 to 4 thousand rubles.
After it is confirmed that you do not have dangerous and contagious diseases, you will be able to use medical services for free under the compulsory medical insurance policy, like other citizens of Russia.
The Federal Migration Service accepts only a medical certificate issued in a specialized health care institution that is licensed.
Recently, you can often find offers from certain medical centers that offer to collect all the necessary documents in a short time and draw them up as it should. As a rule, such a service costs an order of magnitude more expensive, but the customer is guaranteed a positive verdict, everything is done in a short time.
However, migrants are not recommended to use such services, as they are illegal. When this becomes known, appropriate measures will be applied to violators up to deportation from the territory of the Russian Federation.
Survey result
When you pass all the experts, you will be given the relevant information sheets. They must prove your right to a temporary residence permit.
Such documents include an information form, on the basis of which it will be concluded that the foreigner has successfully passed the examination. A separate sheet is issued stating that the patient does not have AIDS.
As a result of the examination, the citizen in any case receives a certificate.
Refusal cases
In some cases, specialists of the migration service are forced to refuse to receive RWP. There are various reasons for this. This occurs in the absence of a certificate of medical examination, as well as in the presence of the following diseases:
- tuberculosis;
- HIV infection;
- leprosy;
- syphilis or another dangerous sexually transmitted infection;
- drug addiction.
In such situations, one cannot count on getting RWP.
