- Refusal to work in the classroom.

- Rudeness towards classmates and teachers, foul language, fights, including leading to serious bodily harm.
- Smoking and drinking.
- The commission of the offense, as a result of which the minor was taken to the police station.
- The commission of a criminal act or intentional complicity in it.
- Bullying of children of another nationality, skin color, religion, etc., of younger or weaker children.
- Violations of order in the school, endangering the health and life of others.
- Committing an administrative misconduct.
General organizational issues
Decisions on the registration of children at school records are made at meetings of the Council for the Prevention of Crime and Neglect of Students. The composition and powers of this body are approved by the director of the educational institution.
For statement or removal from intraschool accounting, a joint statement of interested parties is necessary. They are deputy director for educational work, social teacher and class teacher.
The procedure is enshrined in the Regulation on the enrollment of students in the school register and approved by the director of the educational institution.
Documentation
To register a child for intra-school registration 3 days before the meeting of the Council of the Deputy Director for Educational Work, the following is provided:
- Characteristic on the student.
- Analysis of work with the child and his parents (representatives). The document is prepared by the class teacher.
- Decision of the Collective Labor Code (if any).
- Act of inspection of family living conditions (if necessary).
- Application from parents (representatives) to assist them (if necessary).
Meeting content
Authorized persons discuss and approve the plan of individual preventive work with the minor, as well as his parents (representatives), the deadlines for the implementation of the list of measures are established, responsible persons are appointed.
Parents must be present at the meeting. They are invited by the class teacher. He also informs the parents of the decisions made at the meeting if, for good reason, they could not attend the discussion. Representatives of the minor are sent an official notification indicating the date of the meeting, the protocol number, as well as the reasons for registering / deregistration.

In the educational institution, a database of children standing on the intra-school register, as well as registered in ONE and KDN, is being formed. Risk groups

Preventive work with parents of minors
Often, asocial behavior of adults provokes a negative reaction of children. According to statistics, in most cases, problems at school arise in minors brought up in dysfunctional families. It is possible to reduce or completely eliminate the negative impact of adults through preventive and explanatory conversations. Such work is primarily carried out with parents:
- not fulfilling their responsibilities for the maintenance, training, education of minors;
- negatively affecting the behavior of their children;
- allowing cruelty in the family.
Removal from the register
Of course, a minor cannot be forever registered in school: the grounds for performance may well disappear over time.
Deregistration is made if:
- Positive changes are noted in the behavior of the child and the circumstances of his life, stably remaining for at least 2 months.
- The minor graduated from an educational institution, including ahead of schedule.
- The child changed his place of residence and moved to another school.
A minor may be deregistered for other objective reasons.
To conduct a meeting of the Council, the following documents are required:
- Statement by a social educator or class teacher.
- Notification of the parents (representatives) of the child.
- Analytical information on the results of individual work with the student and his family.
At a meeting of the Council, the characteristics of the student in intra-school accounting will be considered, and the opinion of teachers will be heard.
Organization of preventive measures
Individual work should be carried out within the time period necessary for the provision of social and other assistance to the minor, either until the grounds and conditions that contributed to homelessness, neglect, asocial behavior or child offenses are eliminated, or until other circumstances stipulated by law arise.
The prevention plan is developed by the class teacher in conjunction with the educational psychologist and social worker. An escort card must be established for a minor. It is led by a social educator, together with the class teacher. If necessary, other specialists may be involved whose duties include working with this group of minors.
The class teacher is responsible for carrying out individual preventive measures, monitoring the child’s educational and extracurricular activities, and analyzing the effectiveness of the measures taken. The results of the work are notified to the parents of the minor. In the event that skipping lessons, insufficient preparation for classes and other deviations in the student’s behavior become systematic, he and his parents are invited to a meeting of the Council to consider questions about:
- Parents failing to fulfill their responsibilities in raising and educating the child.
- Juvenile evasion from training.
If necessary, other issues that deserve attention can be considered.
Council Powers
The prevention council has the right to petition the director of an educational institution about:
- Reprimanding a minor.
- Drawing up an individual plan of additional classes during the quarter or during the holidays.
- Gratitude to a minor.
- Establishing a deadline for the collection of debts in academic subjects and monitoring their compliance.
- Postponement of the end date of a quarter or school year for a student who was on long-term treatment or in difficult living conditions.
Important point
If, based on the results of preventive measures, the class teacher, social teacher or psychologist makes a conclusion about the need for special assistance to a minor, the administration of the educational institution sends a request to the prevention authorities. In the case of parents refusing the offered assistance, reluctance to deal with the problems of the child, the director of the institution has the right to apply to the KDN with a request:
- To carry out preventive measures with minors who use narcotic / psychotropic drugs or alcohol, who have committed administrative offenses and who have been punished for this, who have returned from specialized medical or educational institutions.
- Consider the materials collected in relation to the student who committed an administrative violation.
- Provide assistance in organizing further education or summer holidays for a minor registered.
- To pass a decree on expelling a child under the age of 15 from an educational institution or on transferring him to another school.
- Take administrative measures against minors who violate the provisions of the Law on Education.
- Register the child in ONE.
The application must be accompanied by:
- Characterization of a minor.
- Copies of family visit certificates.
- Analytical information on preventive measures taken.

Until recently, the problem of child homelessness and neglect was very acute in Russia. However, thanks to the coordinated actions of the executive bodies, administrations of educational institutions, it was partially solved. At the legislative level, several normative acts have been adopted enshrining the list of necessary preventive measures with minors and their families. Of no small importance in solving the problem is the work of the school.
In many educational institutions, parent committees are formed today. At school, children spend most of their time, and the participation of adults in its work is of great practical importance. Their activity directly affects the conditions of stay of children in an educational institution. The Parents' Committee at the school is the link through which teachers contact children outside school hours. In addition, representatives of the child are actively involved in shaping the proper atmosphere in the school. Their opinion carries weight.
But unfortunately, not all parents show interest in the life of their child. Many adults not only do not help their children, but even vice versa - create additional problems for them. Any child needs support. If he does not receive it, then he tries to build a line of behavior on his own. Not always it is correct. Many minors left without parental attention begin to skip school, behave improperly in the classroom, commit administrative violations and even crimes. The school must respond promptly to any, including minor, deviations. In such cases, it is immediately necessary to carry out preventive work with parents, if necessary, explain to them their responsibilities to children and responsibility.

Intra-school accounting cannot be regarded as a punishment for a child. Rather, it is a set of measures to prevent further deviations in behavior. By registering a minor, the educational function is implemented to a greater extent. This is important not only for the minor and his parents, but also for other children and adults.
