The Pedagogical Council is a collective body of independent management of employees of educational institutions, which operates on an ongoing basis. Given the types of activities of the council, it can be argued that it performs several different functions at once. The pedagogical council is a multifunctional body. It solves the managerial, educational, methodological, socio-pedagogical problems that exist in public education. Depending on the specific situation, one of the tasks is set as a priority by the head of the school, or his deputies, when preparations for pedagogical advice begin.

Management functions have varieties: diagnostic, advisory, expert, legislative, regulatory, prognostic.

Legislative decisions consist of collective decisions that are taken in the course of an open vote and are binding on each school employee. The pedagogical council in kindergarten has the same lines of activity as in schools. Differences are only in the methodological part of the work of this body of self-government.
