Have you decided to transport your elderly mother to you from Ukraine? Do you want to receive a guest - a citizen of Germany? Are you renting an apartment to foreigners? All this can bring you an unexpected fine if you do not comply with the Federal Law, requiring all foreign citizens, without exception, to register with the migration. And although this law was adopted at the beginning of 2007, many still have not familiarized with it. But you need to treat him with a great deal of responsibility, because "the Law is harsh." How is the registration of foreign citizens in Russia? And who should be responsible for it?

Firstly, now this is called not registration, but registration for migration registration. But no matter how you call it, a guest (it doesn’t matter, from near abroad or far) should be registered at the place of residence in our country. And by no means put off this procedure in any way, because after a week of such skimming with your duties, you will be fined. Who is responsible for the timely registration of a foreigner? Only the receiving party - that is, you, dear citizens of the Russian Federation. Tourists who check into the hotel are easier: temporary registration of foreign citizens appears in their migration card for the past 24 hours. The hotel is responsible for this procedure.

But if the receiving party is ordinary citizens or legal entities, then all the hardships of worrying about registering a guest or a hired employee on the migration account fall on them. Where is registration of foreign citizens carried out? In the department of migration service at the place of residence of the receiving party. If we are talking about a foreigner who arrived in the Russian Federation at the invitation of a legal person, you can include documents at the place of registration of the company or at the place of residence of the guest (for example, a rented apartment).
What package of documents needs to be collected in order to register foreign citizens without problems? The guest’s passport and a migration card filled in with his own hand upon entering the country, as well as photocopies of these two documents. Further, the one who receives the guest must fill out a special form, which is entitled: “Notification of the arrival of a foreigner at the place of stay.” These documents must be submitted, as already indicated, to the migration service department.

How? There are three options: having come directly there, contacted the multifunctional center for the provision of public services, and by mail. No fees are charged for this procedure. You will only need to pay in the third case. Each post office has a special window where notification forms are issued. You fill out the form, show the originals and give away copies of the passport (or ID) and the alien's migration card. Then pay to the cashier 216 rubles. The tear-off part of this notice confirms that the registration of foreign citizens has taken place.
As you can see, everything seems very simple, however, there are pitfalls in the process of registration. For example, you are a resident of Kazakhstan and have acquired real estate in Russia. You want to move in there. However, Article 2 of the mentioned Law of the Russian Federation provides a complete and exhaustive list of categories of persons who can submit documents for registration. And the foreigner himself does not appear there. According to article 6 of this law, registration of foreign citizens is possible according to a quota, which is annually adopted by each subject of the Russian Federation. In the event that the quota has been exhausted, a foreigner may request that his request be taken into account when the quota for the next year is formed.
