Who should install the sign on the vehicle?

Currently 2 types of identification plates are used. These include the following characters:
- Sign "Disabled". SDA clearly regulates its size and visibility requirements. The symbol looks like a square. The size of one side of it is 15 cm. On a yellow background is a schematic illustration of a man sitting in a wheelchair. The drawing is made in black. The sign is intuitively understandable to absolutely all road users.
- Symbol "Deaf driver". Externally, the sign is presented in the form of a circle whose diameter is 16 cm. A triangle is depicted on a yellow background. Its vertices are circles of black color, which, respectively, are located at equidistant distance from each other. The diameter of the latter is 4 cm.
Currently, there is no special identification mark, looking at which, the participants in the movement would understand that a person is transporting a disabled child. In this case, parents are advised to purchase an additional sticker. It is called "A child in a car."
Regarding where to hang the "Disabled" sign on a car. The SDA states that the symbol must meet the requirements of visibility. It is important that all participants in the movement can notice it. According to the SDA, there should be two “Disabled” signs. The first should be placed on the windshield, specifically in the lower right corner. The second - bottom left on the rear window.
According to the Decree and the SDA, the installation of the “Disabled” sign should also be carried out when the vehicle is driven by a healthy driver, but he carries out transportation of a person with significant functional impairments. In this case, it is recommended to purchase a temporary symbol. Currently, signs are made in the form of magnets, which are easy to remove and install if necessary.
Decor
Every person suffering from serious functional impairment may acquire the “Disabled Driving” sign. In the SDA and the Resolution regarding this issue no prohibitions are indicated. Symbols are on sale. In addition, no permits for their acquisition are required. The seller does not even need to present a certificate confirming the fact of a person having a disability.
However, it is important to know that while driving, the necessary documents must be “at hand”. The traffic police inspector has the right to ask for a certificate at any time. Verification of documents
Traffic police inspectors often stop (due to the large number of fraudsters) cars that have the "Disabled Driving" sign installed. In the SDA, there is no rule governing what documents must be provided for verification to an authorized person. In a driver’s license of a modern type, a mark on assigning a disability category to a motorist is not entered. But such information is always reflected in the pension certificate. If available (if the disabled person is the appropriate age), it can also be provided to the traffic police inspector.
Which symbols do not apply to vehicles operated by persons with disabilities?
It is much more difficult for people suffering from serious violations to get to many facilities, including medical ones. In order to facilitate their movement, it was decided that such persons may ignore certain prohibitory symbols.
According to Appendix 1, paragraph 3 of the rules of the SDA, the sign "Disabled" provides several privileges. These include the following:
- A person has the right to ignore the symbol "Movement is prohibited." Outwardly, it is a white circle with a red border.
- It is allowed to call under the sign "No motor vehicles are allowed." A black car is depicted on a white background with a red border.
- Disabled people can ignore parking signs. This is a standard sign, as well as those that prohibit performing this action on even and odd days of the month. Intuitively, these signs are clear to every driver.
According to traffic rules, the sign "Disabled" implies a number of privileges. In this regard, cases of illegal installation of a symbol have recently become more frequent. In this case, the offender will face a serious punishment in accordance with the Code of Administrative Offenses.
Parking Features
There are explanatory signs that should be paid attention to all participants in the movement, and especially to those who have the Disabled sign installed on the machine. In traffic rules there are two such characters.
These include:
- "For invalids". For example, the sign "Parking space" is installed on the road. If there are no signs under it, any driver can park the car. In the presence of an explanatory symbol (a person with the presence of functional disorders is schematically depicted on a white background), the situation changes. In this case, according to the SDA, the “Disabled” sign allows parking only for the corresponding category of persons. Stopping and parking in the zone of operation of the symbol threatens healthy violators with administrative responsibility.
- “Except for the disabled.” Ordinary motorists are strictly forbidden to drive and stop in the range of certain symbols. But, as mentioned above, persons with functional impairments are endowed with a number of privileges. For example, under the sign “No parking” an explanatory plate is sometimes set. She indicates that the symbol does not apply to people with serious pathologies (although each driver should know without additional information that this is so, according to the SDA). For disabled people, the sign "No parking" basically does not exist. Thanks to this, they can freely visit various institutions, including medical ones.
At shopping centers, clinics and other public places, you can notice specially allocated parking spaces for disabled people and people transporting them. Healthy drivers who do not have a certificate from ITU are prohibited from stopping at such areas. It is impossible not to notice them. According to the SDA, both the “Disabled” sign in the parking lot and its coverage area are quite clearly marked. As a rule, the symbol and markings on the road surface have a saturated yellow color. In addition, a parking sign is often installed on such a site, along with an explanatory sign for disabled people.
The organization of such places is somewhat different. The minimum width of a regular platform is 2.5 m, for disabled people this figure is greater - 3.5 m. This is due to the fact that with the car doors wide open, there should be space for loading / unloading the stroller.
The common parking zone is all sections for the stopping / parking of disabled people located one after another. For example, if the owner of a shopping center allocated 3 places, they should be in close proximity. It is convenient and allows you to significantly expand the area between vehicles.
According to the current legislation, parking for disabled people should occupy at least 10% of the area allocated for parking (20%, if we are talking about medical institutions specializing in the treatment of pathologies of the musculoskeletal system). Ignoring this important condition entails the imposition of administrative responsibility. According to the Code of Administrative Offenses, this is a fine, the amount of which varies between 3-5 thousand rubles.
According to changes in the SDA, the “Disabled” sign must be installed on the vehicle in which a person with functional impairments is located (as a driver or passenger). Until 2016, such persons could park in specialized places. But if necessary, it was necessary to provide the authorized employee with the relevant certificate. Since 2016, in the absence of a sticker on the car, it is forbidden to park it in specially designated places.
Regarding the coverage of the sign "Parking for the disabled." The SDA states that the symbol applies only to the designated area. That is, the one on the road surface of which the sign "Disabled" is depicted in yellow or white. However, in some cases, the symbol is invisible, for example, due to dirt or snow. In a similar situation it is necessary to be guided by the established signs. As a rule, they are placed at the end of the parking lot for the disabled. This is done so that a person, approaching the parking lot, instantly orientates in which direction he should move.
Controversial situations
In practice, the following often happens:
- A healthy person takes the disabled person to the necessary institution and leaves the car under a prohibition sign. As a rule, upon returning to the parking place there is already a traffic police inspector. Even if an identification mark is installed on the car, the driver will not be able to prove in any way that a disabled person was in the cabin some time ago. If you remove the sticker / magnet immediately after the trip, then in fact the vehicle will be in a prohibited place, namely in the area of the sign "Parking for disabled people". SDA does not regulate this issue. In such situations, drivers are advised to rearrange the car after disembarking a disabled person. In addition, in some large regions in the MFC, you can apply for parking permits in places reserved for people with disabilities. The document allows you to leave a car on them at any time of the day. In this case, the permit allows parking for healthy drivers who, for example, expect a disabled person from a medical institution.
- A person with functional impairment may park the vehicle in the area of the prohibition sign. This action is recorded by a specialized camera. After some time, a decision arrives at the place of residence of the disabled person with a request to pay a fine. It is important to understand that the mark is not always visible on the record . In this regard, you must contact the address indicated on the envelope and provide a certificate from the ITU or a pension certificate with a note of disability.
It is also important to know that drivers with disabilities are privileged to pay smaller fines. But this does not exempt them from capital punishment for serious violations.
Other privileges
It is important to know that a disabled driver cannot be deprived of a driver’s license. Some unscrupulous people use this and commit a number of serious violations. However, current legislation is not always on the side of a disabled person. If a person with functional impairment of varying severity became the culprit of a traffic accident and left the scene of an accident, the court often makes a decision regarding the withdrawal of the certificate.
They can also be deprived of their rights if the driver drove the vehicle while intoxicated (both alcoholic and narcotic). Such a punishment is often applied to people who ignore the need for regular medical re-examination.
It is also important to know that there is no administrative arrest for disabled violators of group I and II. In all other cases, persons with disabilities face the same responsibility as healthy people.

Some drivers who are aware of benefits for people with disabilities illegally install the appropriate identification mark on their car. Each of them wants to be able to retreat from the SDA and park in specially designated places that are free most of the time.
Illegal installation of a sign threatens with the imposition of administrative responsibility. As a rule, the traffic police very quickly identify violators.
