Buying or selling a car is now much easier. In January 2011, the Ministry of Internal Affairs issued order No. 28, which states that the sale of a car without deregistration is possible. But there are pitfalls here. In fact, we are talking about changing the owner of the car, the numbers remain the same.
This saves both time and money. So, getting new numbers at registration will cost 2000 rubles - you can save them just by buying and selling a car without deregistration. You only have to pay for fixing the old license plate to the new owner - it will cost only
500 rubles.How is a deal made?
If a car sale is executed without deregistration, the participants in the transaction are registered in one region of the Russian Federation, then no problems will arise. In other words, a car that is registered in Moscow cannot be sold to Voronezh, but for a person with a Moscow residence permit, please. It is only necessary to draw up a contract in 3 copies. One copy will remain with the previous owner, the second - with the new one, and the third will go to the traffic police. There are no special requirements for the preparation of this document, but it must be recorded in it:
- passport data of both parties to the transaction;
- All information about the car, which is indicated in the TCP: color, make, model, VIN, etc.
- date of issue and the number of the TCP itself;
- the cost of the car.
Such an agreement does not need to be certified in a notary's office, it is only important that it be attended by the signatures of both the previous owner and the new one. After this, the new owner must proceed to his regional traffic police department, where he must present the contract of sale and confirm to the inspector his consent to secure the old registration numbers. He can also refuse this and order new numbers or, if the previous numbers have lost their readable appearance, order a duplicate of these numbers. But this is not so fast and not free.
How to sell a car without deregistration and avoid negative consequences?
Selling a car without deregistration may cause some restrictions, for example, a new owner cannot independently deregister it. In addition, in this case, the new owner takes responsibility for the authenticity of the license plate, VIN-number, engine number, body and frame. If there are any misunderstandings with these numbers, then the new owner of the vehicle will have to solve them. As well as all taxes on the car and fines for violations recorded by surveillance cameras will come to the old owner. And maybe the situation is even more deplorable, if the new owner gets into an accident and then disappears, then the unsuspecting previous owner is asked to appear in court and pay damages.

Therefore, the sale of a car according to a simplified scheme should be approached responsibly. If both the new and the previous owner of the vehicle are well acquainted, then probably you can make such a deal according to a simplified scheme. To avoid all possible problems, you should use the services of third parties. For example, a car sale is executed without deregistration, where a commission store will act as an intermediary. In such a case, the transaction participant receives a full package of documents: the purchase and sale agreement, the commission agreement, the certificate of the commission store on the right to support the transaction, and, of course, the most important thing, an entry in the TCP certified by the previous owner of the car and a new one with the seal of the organization (store) .
