Smoking in public meta is a sore subject for a large number of people. It is especially close to those who do not smoke, because it is they who suffer from tobacco smoke on the streets. However, even knowing where it is forbidden to smoke, not all use this knowledge.
Quit day
The first step towards reducing the number of smokers was Tobacco Cessation Day, celebrated on May 31. On this day, it is proposed to forget about the bad habit, allowing your body to relax from the poison, and people around you to breathe calmly. Of course, this is not a ban on smoking, but a voluntary refusal is welcome.
According to WHO, about 6 million people die every year from causes associated with this bad habit. Moreover, among them there are more than 600 thousand of those who do not smoke - they suffer from the harm caused by second- hand smoke.
WHO invites all countries to increase taxes on tobacco products in order to force people to quit smoking due to its high cost. The organization also hopes that this will prevent healthy people from joining the ranks of smokers.
Act until 2014
The ban on tobacco use in public places has been around for quite some time. Since the summer of 2013, smoking areas have been made public. In Russia, this list was not so long:
- In buildings providing training services. Territories in which such premises are located are also prohibited. This also includes cultural institutions, youth organizations and the provision of sports services.
- It is forbidden to smoke where the provision of honey. services of various profiles.
- Public transport of any kind, including air. Public transport, places not closer than 15 m from the entrances to public buildings. You can not smoke in the premises of train stations, airports, river ports.
- The premises where organizations providing social services are located are prohibited.
- At the place of work and in areas equipped in the premises.
- In places where the state. power, local government.
- In rooms intended for use by residents of multi-apartment buildings, including elevators.
- On beaches and border areas, on areas designed for entertaining children.

Earlier, the Russians did not really know where it is forbidden to smoke in Russia. The list of places was published on May 31, 2013. Smokers did not actively support this law, but next year amendments were made to it, further complicating the life of tobacco addicts.
Act after 2014
A few more places were added to the list published in 2013 a year later where cigarettes should not be taken out.
- Any transport involved in transportation. Including one that is in transit for a long time.
- Premises in which organizations engaged in the provision of rental services, hotels, etc. are located.
- Organizations involved in the provision of domestic services, catering establishments. In addition, the list of places where it is forbidden to smoke has been replenished with objects of trade.
- Passenger platforms from which embarkation and disembarkation are also included in this list.
In all places mentioned in the biennial lists, smoking is prohibited. Do not do this under any circumstances. In employers' territories, compliance must be monitored by managers. In public places this is controlled by police officers.
What is impossible today
To date, many outlets selling cigarettes have been closed. In stores, it was decided to dismantle the windows in which cigarettes are displayed. You can buy tobacco products only according to the catalog, which is located at the cashier.
Today, places where smoking is prohibited are dormitories, restaurants, bars, etc. Smoking scenes in films should be excluded - unless this is contrary to the artistic intent. In the case when it is impossible to remove this scene, the display should be accompanied by social advertising that speaks about the dangers of smoking.
Not only tobacco advertising is forbidden, but manufacturers cannot even act as sponsors of various events.
In catering establishments, the division of zones on the principle of using cigarettes by visitors is prohibited - this is one of the places where smoking is prohibited. Visitors should smoke either on open verandas or on the street.
In addition to the places specified in the law, regional authorities may additionally make changes in the direction of tightening measures.
Where can
Today you can smoke indoors, carefully ventilated, on wind-blown areas, in special places and in your own housing. Specially equipped smoking rooms should appear wherever it is not prohibited.
First results
The ministry noted that the introduction of bans today led to a decrease in the percentage of smokers. Experts estimate that the adoption of the law every year saves about 150-200 thousand passive smokers.
Doctors say that mortality from heart disease is reduced by 15%. However, experts are sure that this is too high a figure. Statistics say that since the adoption of the law, the number of smokers has decreased by 12%, while cigarette sellers say about 7%. Be that as it may, the results are already there.
The heads of addiction treatment centers claim that the number of people who want to end their addiction has increased significantly. Before the adoption of the law, Russia was in first place in the number of smokers. Today, our rates are slowly but declining.
Fines
Given that today there are already many places where smoking is prohibited in Russia, the size of the fines is not surprising. In Moscow alone, more than 70 thousand receipts related to breaking the law were issued.
The fine relying on smoking in the wrong place is 500-3000 rubles. This applies to individuals. The owners of catering enterprises will have much harder - if the law is violated in their institutions, this will cost the owner 30-40 thousand. Legal entities will be forced to give up to 90 thousand.
Pros and cons
Of the laws of recent years, Russians were most impressed with this particular one, as the survey indicates.
According to studies, most restaurateurs are against this regulatory document, because they believe that smokers prefer not to go to an institution where they canβt feel at ease. Since smoking rooms cannot be equipped with special rooms, 82% of smokers consider this law discriminatory.
However, government officials say no relief should be made: no smoking rooms, no reduction in places that are closed for tobacco use. It was noted that in countries where such a law has been in force for more than a year, the number of visitors to restaurants and bars has returned to normal after a short reduction period. Moreover, now families with children go to such institutions, since there is no risk of breathing smoke.
Opponents of the law are sure that it will not be popular in Russia, that after a while everything will return to normal.
Opinion
Journalists who have devoted time to studying this problem are sure that in our country this law is deceiving both sides. Smokers cannot afford to use places where smoking is prohibited in Russia. Their list is also disappointing for non-smokers, since in reality it is rather difficult to monitor the implementation of this law.
It turns out that smokers continue to use public places to satisfy their cravings for tobacco. At the same time, non-smokers hoping to gain access to fresh air where they have the right to do so cannot exercise these rights. People still smoke at public transport stops, in catering establishments, on the streets. And until an adequate approach to smokers is thought out, those who are on the other side of the barricades will suffer first of all.
Experts still believe that even with all the loyalty to smokers, most healthy people are against the fact that their number increases. However, while smoking in public places, they violate non-smoking rights. Therefore, if in a room full of smokers there is only one non-smoker, the use of tobacco becomes a violation of not only the rights of other people, but also the law.
