The fire safety certificate is a document that proves the compliance of the equipment with the established standards given in the law "Technical regulation on fire safety requirements". It entered into force in May 2009.

The document under consideration is necessary to ensure the safety of life, health and property of people. The law defines the main provisions on fire protection, and also indicates the procedure for obtaining the relevant certificates.

Mandatory certification
Mandatory certification is provided for general-purpose facilities and fire fighting equipment specified in the above-mentioned law, as well as in other regulatory legal acts of federal significance, which contain requirements for certain types of products.
Such products include those that may affect the safety of people and their property. However, manufacturers and importers of other products have the right to draw up a document of their own free will.
Product List
Corresponding requirements are imposed on products of both domestic and foreign manufacture. For all products, uniform rules have been introduced. A fire certificate is entitled to be issued by an authorized body that has received appropriate accreditation for these actions.
The number of goods for which this procedure is required to be mandatory includes:
- fire safety equipment;
- materials and equipment for construction, finishing works, evacuation, for railway transport and the subway;
- constructions for construction;
- electrical appliances and devices;
- heat generating devices.
Voluntary certification
If legislative acts do not provide for a mandatory procedure, the initiator of the procedure is always the applicant. It can be either the manufacturer or the supplier or seller of products.
The fire safety certificate in this case confirms compliance with the established requirements for individual industries or state standards. The object here may be those qualities that are not mandatory. Such a fire certificate helps the speedy sale of goods, especially in those areas where competition is highest.
Order
Certification is determined by the special service and the Federal Agency for Technical Regulation (Rostekhregulirovanie). To obtain a certificate, they collect the necessary package of documents and take samples so that they can be tested in special laboratories.
The certification body for different groups of products requires different documents. The procedure is always carried out in accordance with the Technical Regulations. But there are universal documents that are always prepared:
- constituent documents of the manufacturer (and / or seller, supplier);
- full technical documentation for products, including conditions and other information (description, passport, drawings, etc.).
The following certification schemes are applied, which are necessary for the document where fire safety is confirmed: 2, 3s, 4s, 5s. And for a limited batch, 6s and 7s are selected.
Features of the documentation in different cases
If a fire safety certificate is required for mass production, then the following are required:
- details of the applicant and manufacturer;
- catalog with the description of units of goods;
- test sample;
- technical conditions;
- profile.
When issuing a permit document for a party, you need:
- details of the manufacturer or applicant;

- copy of the supply contract;
- sample.
If a fire safety certificate is issued for domestic goods, then provide:
- expert opinions on previous tests;
- document of ownership or lease of space for production;
- technical documentation, conditions that have been registered in accordance with the law;

Receiving a document
After the certification body has received the necessary package of documents, samples of goods are selected. Depending on the scheme in which the procedure is carried out, production may also be subject to verification.
All results are recorded by experts. Samples are sent to a special laboratory. There they are tested to ensure fire safety. As a result, a protocol is drawn up. This document is the main one for obtaining a permit paper. On its basis, a decision is made to issue a document or to refuse to issue.
For each type of product, the cost of the procedure is calculated individually. At the same time, the customer can focus on the approximate price that he will have to pay, depending on the events. These include:
- preparation for the procedure;
- testing;
- verification of the production process (in the presence of this condition according to the scheme);
- registration and issuance of a certificate.
The most expensive of all are tests. And the cost here is based on the type of product. In this case, the protocol reflects such properties as:
- release from the production of toxic substances during combustion;
- type of spread of fire;
- combustibility class;
- flammability;
- fire propagation speed;
- necessary oxygen for the product;
- other characteristics.
If a fire safety certificate of conformity is received for a single product or a specific batch, production is not checked. This will not be necessary even when the manufacturer has a document of the international standard ISO 9001. Such a certificate will significantly facilitate other procedures, as well as help in various situations when doing business. Therefore, many manufacturers prefer it and acquire it.
Obtaining a fire safety certificate for PVC, for example, or any other product, the applicant, as a rule, wants to have a document with the test results. This information, of course, is reflected in the permit document. But also on hand is issued a protocol made based on the results of work in the laboratory.
The timing of the entire procedure depends on the type of product and the complexity of the work. It is the tests in the laboratory that can stretch in time, if the conditions for their implementation require it. So, the whole process can take only two weeks. But in some cases, it stretches for six months. The validity of the document is from one year to five years. However, if it is issued for a single product, then the term in it is not indicated at all.
Normative base
In addition to the aforementioned federal law “TR on fire safety requirements”, this activity is regulated by a number of other regulatory legal acts. These include:
- Law "On Fire Safety";
- Order of the Ministry of Emergencies to approve the provision on certification;
- Government Decision on the approval of products that are subject to mandatory certification of TR.
Thus, for whatever a fire safety certificate is needed (for linoleum, various construction materials or equipment), and regardless of whether domestic or imported products are examined, the procedure will be the same. At the same time, different types of products may vary in testing and their duration. For this, the applicant must prepare in advance.
