A certificate of origin is a document certifying that products intended for export outside the country were manufactured in the Russian Federation from Russian raw materials or processed in a state party to a free trade agreement . It is necessary for the origin of the product to be officially confirmed. A certificate is not required in the following cases:
- if the goods exported from Russian territory are declared to the regime of customs international transit;
- if the total value of goods that cross the border and were sent in one way, by the same sender and to the same address, not more than 20,000 rubles;
- if the products cross the border with the help of individuals for their personal needs.
Forms
Most often, three forms of this documentation are used - a general certificate of origin of goods, form βAβ, βST-1β. The latter is required for goods exported to countries that are members of the Commonwealth countries (Ukraine, Uzbekistan, Tajikistan, Moldova, Kyrgyzstan, Kazakhstan, Belarus, Armenia, Azerbaijan). Its issuance is regulated by the Agreement on the establishment of free trade zones. Form βAβ is required for all types of goods that are exported to the USA, Yugoslavia, Turkey, Canada and the countries of the European Union (Malta, Luxembourg, Cyprus, Estonia, Slovenia, Latvia, Lithuania, Ireland, Finland, Slovakia, Denmark, Bulgaria, Austria , Sweden, Hungary, Czech Republic, Portugal, Belgium, Greece, Netherlands, Romania, Poland, Spain, Italy, Great Britain, France, Germany). A certificate of origin of a general form is required for products exported to countries that are not covered by others.
Kinds
Russian CCI issued several types of certificates:
- form βAβ;
- form βST-1β;
- general certificate;
- certificate of origin for textiles imported into the EU;
- A certificate for certain types of furs exported to the EU;
- certificate for steel products imported into the EU.
Documentation
If the certificate of origin βST-1β is not properly executed (there are no required stamps and signatures, there are unauthorized corrections, blots, erasures, certificate information do not allow establishing their relationship to the declared goods), or signs of false information were found, customs authorities have the right to apply to organizations of the country that issued a certificate of origin with a request to provide clarifying information or additional documents. In order to avoid such problems, a letter of application with data on the quantity, net / gross weight and type of packaging for all items indicated on the invoice, data on the type of vehicle by which the goods are delivered to the buyer will be required for processing. Also required:
- certificate from Goskomstat of the Russian exporting company;
- certificate of state registration of the company;
- copy of the charter of the exporter;
- Invoice or invoice from the Russian company to the buyer-importer;
- copy of the contract;
- a document from the manufacturer - a passport for the goods, quality certificate or certificate of conformity.
