Production of technical plans: features, requirements and recommendations

The preparation of technical plans is a process that, sooner or later, a person faces, who wants to draw up legal rights to the property he uses. We will talk about the composition of this document, the new requirements for its design and the features of compilation in this article.

Technical plan

What is a technical plan?

In simple words, the technical plan is an exposition of the main characteristics of a house or structure. It consists of a diagram of its turning points, as well as a narrative and an engineer’s opinion.

The preparation of technical plans, cadastral registration is aimed at filling the State Property Committee. This is a generalized, systematic register of all objects that are assigned their own unique number.

The rules for processing and making adjustments to this document are spelled out in article 24 of the Federal Law No. 218.

Where to order TP?

The preparation of technical plans, cadastral registration are included in the functionality of professional engineers. These are people who have been trained in this specialty and have a certificate confirming their qualifications. You can order the implementation of such work in any organization that is engaged in cadastral activities.

TP consists of descriptive and graphic components. The preparation of the technical plan of the real estate is carried out on paper, as well as on disk or flash media. Due to the simplification of many administrative procedures, an electronic copy of the document is provided for registration. The second copy of the document remains with the customer.

The work of the cadastral engineer

Manufacturing TP remotely - saving or unjustified risk?

Competition among specialized companies is high, and citizens often meet online announcements about the preparation of a technical plan of real estate without leaving the area.

This method of work is chosen by engineers working in a single person. For them, this expands the customer base without the cost of fuels and lubricants, which would have arisen if necessary to go to the client.

It should be noted that this is feasible only on condition that the client has a technical passport, made earlier. Such a document contains a complete description of the object, the size and configuration of its individual rooms, the composition and size of structural elements.

The preparation of technical plans, based on previously issued documents, is possible when the object in question was not rebuilt and redevelopment of its individual elements was not carried out.

Measurement by an engineer

The deal is more valuable then money

Considering the opportunity to save for yourself, it is important to be aware that the preparation and signing of a cooperation agreement is a guarantee of successful completion of work. The contract shall indicate the measure of responsibility of the specialist for his mistakes.

When working remotely, it is assumed that the customer sends the engineer detailed photos of the drawings, and he is engaged in the manufacture of TP, which the customer subsequently submits through the MFC.

If the document contains errors and inconsistencies, the cadastral chamber will be forced to suspend registration. The customer will need to promptly send a scan of the document to the engineer so that he can make the appropriate adjustments.

Thus, with proper registration of the relationship between the engineer and the customer, if there is a previously issued document, problems with the civil code can be avoided.

Technical floor plan

The composition of the text part of TP

The preparation of technical plans begins with a narrative. It indicates information about its owners, F. I. O. and the number of the certificate of the engineer, put his name seal. In addition, the measurement methods that were used by the specialist in the manufacture of the document should be described in detail.

When making the technical plan of the house , the document indicates the location of the apartment building on the land plot. If the structure consists of several parts, then in the descriptive part of the TP their detailed characteristics are given.

The text part ends with a brief expert opinion on the work and measurements performed.

The composition of the graphic part of TP

The preparation of the technical plan of an object is not complete without its explication. The graphic part should show the location of the object on the land allotted for its construction. The explication also shows the number of separate entrances to the room, their location and size.

The basis for the preparation of the graphic part of the TP of the object is the permission received document on the possibility of operating the house. It is issued by the architecture department of the local government. If the applicant in time issued a permit for the construction of the house, followed its main parameters, then there will be no problems with receiving the input. In relation to the objects for which the passport of the object was received before 2013, information is taken from this document.

Technical documentation for a residential building

Features of the manufacture of a technical plan for a residential building

The success of obtaining the necessary documents for a house is always determined by how responsibly its owner approached the preparation of land documentation. It depends on whether permission has been obtained for the construction of a residential building, whether it has met the deadline and whether it was able to obtain permission to enter.

The preparation of the technical plan of the building begins with verification of documents on the land. A citizen who wants to draw up his right to the constructed object must have in his hands a valid lease agreement with the authority, or an extract from the USRN, which confirms the right of his private ownership of land.

Subtleties and legal nuances of statement on buildings of GKU

If the building was erected without permission, then it is not possible to issue technical documentation for it. In this case, the owner will prove his right to own the building in court.

In addition to the land document, the engineer can ask his client for a certificate from the local administration about the assignment of a specific address to the object. In addition to the above, you will also need to request information from the SCN that a particular object has not been previously considered in the state cadastre.

Statement on the civil code previously recorded real estate

Often situations arise when it is necessary to assign a cadastral number to an object that was previously registered.

For this, a land lease agreement, an extract from the land registry book, a decision of the authority on the provision of land allotment, documentary information about the rights to the land are provided to the cadastral chamber.

Updated information is entered into the cadastre, and a unique number is assigned to the object.

A document confirming the passage of cadastral registration for a residential building or building is an extract from the State Property Committee.

Passing the technical plan approval procedure

Technical plan for the premises

The preparation of the technical plan of the room has a number of features. In its graphic component, not only the room in question will be reflected, but also the floor plan, or part of the floor. If the building is one-story, then the room is depicted on the floor plan of the house.

In order to be delivered to the GKU as an independent object, such a room must have a number of characteristics, namely: it must be separated from other rooms in the building, have its own parameters and characteristics.

Often, entrepreneurs need to partition non-residential premises. In the case we are considering, the registry number previously assigned to the general number ceases to exist in the State Committee for Civil Protection, and two separate objects with their unique numbers are formed in return.

Technical plan of non-residential premises

Procedure after receiving the technical plan

The technical plan is handed over through the MFC, and after successful completion of the accounting, the applicant’s actions will depend on his initial goals and objectives.

If the technical plan was made for a residential building, then the next step will be to apply for registration of ownership of the building. This can be done through any office of a multifunctional center. The application is accompanied by a contract for temporary use of land.

If the land was leased, then after the registration of ownership of a residential building, a citizen has the right to apply for termination of the lease and registration of the allotment. Its price will depend on the cadastral value. The percentage of such value is established by regulatory acts of the constituent entities of the Federation. In addition, there are categories of citizens who can apply for free registration of land under a residential building.
