The rules for the transport of dangerous goods were approved in August 1995 by Order of the Ministry of Transport of the Russian Federation No. 73. They are mandatory for organizations of all forms of ownership, including individual entrepreneurs. These rules make it possible to make the transportation of dangerous goods by vehicles as safe as possible, and in addition, determine the rights, obligations and relationships between all participants involved in the delivery.
Dangerous goods should include substances and materials that, during transportation and related operations, can pose a threat to human health or cause significant harm to the environment. These include: explosive and flammable materials and liquids, as well as toxic, radioactive and some others. In accordance with GOST 19433-88, all dangerous goods are divided into classes. The same document lists them, which includes more than 20 items.
The rules for the transport of dangerous goods require loading and unloading to be carried out exclusively at specially prepared posts, observing the necessary precautions. When carrying out such work, a responsible person must be present who will monitor the progress of the work. All personnel are required to wear special equipment designed for personal protection from harmful factors and receive training on this type of work.
Vehicles on which dangerous goods are transported must have a certificate of admission, which is issued by the traffic police unit after passing a technical inspection.
The rules for the transport of dangerous goods contain a section that spells out in detail all the requirements that apply to vehicles. For such transportation, you can use cars that were specially made for these purposes and comply with all applicable standards and rules, as well as converted vehicles that have the necessary documents. In addition, the section sets out the requirements for drivers, and much more.
In order not to violate the rules for the transport of dangerous goods, the company that will carry out the delivery must develop a route and, if necessary, coordinate it with the traffic police. At the same time, specialists should remember that the path should in no case go through reserves and recreation areas, and large settlements should be avoided if possible.
The general rules for the carriage of goods have been operating in our country since 1971, although they have undergone some changes since then. They determine the order of transportation of goods using road transport, and also contain standards for the mileage of the car per day. There are rules for the transport of various goods, including dangerous goods, by rail, water and air.
In order to reduce the risk of using explosives that have a liquid consistency, rules were introduced for transporting liquids in an airplane. They concern only hand luggage and do not apply to the rest of the luggage.
In accordance with these rules, you can take on board the aircraft: water, soup, cream, lotion, perfume, various cosmetics, etc. But the volume of each package cannot be more than 100 ml. They should be placed in a transparent plastic container, which is provided free of charge. It has a size of 18X20cm and can be re-closed. The total volume of liquid that is in the container is not more than 1 liter.
It is allowed to carry medical preparations, as well as baby or diet food in hand luggage . They should be presented in the inspection area separately from other things. But you need to be prepared to prove that you really need them in flight. To do this, you must present a prescription or medical certificate.
