In the near future, familiar paper documents will be replaced by an electronic passport of a citizen of the Russian Federation in order to facilitate their use. What does the government of the Russian Federation offer, what are the pros and cons, the risks of using such an innovation?
What does an electronic passport look like
Almost all contemporaries at least once in their life held bank cards in their hands. The electronic passport of the new sample will look approximately the same . How will such a document differ from the current passport and bank card?
The following information will be located on the front side of such a passport:
- surname, name and patronymic;
- dates: birth, receipt of the card and the date when it will be necessary to replace;
- photography (not familiar from a photo shop, but taken at the FMS when applying);
- floor;
- registry personal number.
All information will be contained within the card itself. After all, we don’t know what balance is on the salary card until we insert it into the ATM and select the function “show account status on the screen”. A knowledgeable person is aware that all information is stored in the database of the organization to which the card is attached. About the same will have a new electronic passport of a citizen of the Russian Federation. But there are a lot of nuances about this.
What are the benefits of a new passport
This type of document will facilitate its operation, especially for negligent owners. Almost every Russian has, in addition to a passport, other important documents. For example, a certificate of marriage, property, divorce, birth, TIN - this is a sheet of A4 paper or a little less, which, through negligence, can be torn, burned. Often such things can get wet in the pouring rain. A person will have to restore these documents.
It is simpler with SNILS. The card is small, laminated and easily fits into the Russian passport under the cover. But you can lose. A bank card may also disappear or deteriorate. That is why they propose to make a single card with all the data. There will be only an electronic passport of a citizen of the Russian Federation - a small card the size of a bank card, absolutely everything will be included in it.
When to expect the release of such cards and where to get
Since January 2015, they began to issue electronic passports. But not all of Russia will receive them this year, but only some regions, including Crimeans. And from January 1, 2016, you can receive such a document to all Russians.
It is assumed that until 2025 it will be possible to use both old passports and new ones. But after that, absolutely all citizens should change their passport. Children under 14 years old will receive their documents, but different from the current birth certificate. At the request of parents or guardians, you can insert a photo of the child.
To obtain an electronic passport of the Russian Federation, you will need to contact the local FMS department (usually the MFC), write an application for a new passport. It is understood that you may not be contacted at your official place of residence. Disadvantages of an electronic card
At first glance, everything is very convenient: a plastic card, which includes many functions. No need to worry about the important thing disappearing. But it still has disadvantages:
- Fragility, unreliability. Any plastic card tends to break during rough handling. If this happens, urgently need to go to the FMS and demand a new card. You will have to pay the state fee again (it will grow every year).
- Appearance and wear. Any thing can wear out. Owners of social cards, magnetic cards of a checkpoint at enterprises can tell what becomes of plastic cards if they are constantly removed, presented, and applied. They are erased, the appearance of such a thing changes in a couple of years. Can we guarantee the wear resistance of passports for 10 years?
- External and internal data corruption . If the outside of the card wears out, then the characters will disappear over time. Even if a wear-resistant material is made, then the risk cannot be completely prevented. The slightest scratch in the biometrics area or photo can become an obstacle to reading information. Problems can create electromagnetic waves.
- Reading problems . No device is able to work perfectly. Even ultra-high technology can fail. In serious circumstances (customs, emergency medical care, etc.), information may not be considered. In this case, the electronic passport of a citizen of the Russian Federation simply does not work. What to do? There will be troubles for both the citizen and the employees. Currently, we sometimes encounter such things, for example, at the cash register in the store.
What is the secret of an electronic passport
As mentioned above, such a passport becomes all documents at once. Without fail, only those data that are in the paper passport are marked. And if you wish, you can write a statement to add other data:
- driver's license;
- TIN;
- SNILS;
- Marriage certificate;
- children;
- medical insurance policy.
This is a rough list. Absolutely accurate information can be found only in due time in the bodies of the FMS. Every year everything can change. The introduction of electronic passports leads to many questions from citizens. An electronic passport is also a bank card. A citizen will not need to go to the bank to receive a salary or credit card. All bills, payment for services will be reflected in such a passport. If until today everything was separate, now it will be, on the contrary, together.
Who can see the data
Many organizations will have access to information about any person who has such a document. Why a lot? Because each organization is engaged in its own information, but nonetheless, information about the place of work will be available to the bank; the police will know in which hospital the person was lying yesterday; the pension fund finds out who is married to whom. Almost everyone will know about everything, despite the confidentiality of information.
What turns out? A man is seen through and through, his whole life. Maybe each organization will study only the data that interests him, and if not? Where is the guarantee that someone will not give out sensitive information to someone? New electronic passports can even “see” what a person is doing, whether he works, where he lives in a given period. After all, it is possible that a person, even in transport, will only be able to move thanks to his new passport, buy food (after all, a bank card will be included in it).
People against new passports
Can only the habit of paper documents be a reason for protest? Not really. You can recall the old days, when a salary was issued in the hands of money, and now everything is credited to the card. There are pluses in this (colleagues will not steal on the day of advance or pay) and cons (loss of a card, ATM malfunction, error). Of course, this could be a reason.
The villagers ask themselves: what should we do? After all, a lonely old woman in 50 years in a remote village will not live with one ATM or terminal for calling a taxi, which also requires payment with a new passport. After all, innovations will require global changes everywhere: in a clinic, a store, a bank, even at school and in the dining room. It is necessary to change equipment to all organizations that are involved. And this is a huge expenditure of money and resources.
Electronic passports in Russia, such a huge country in which the current era and the century before last, merge together, can make a huge number of people unhappy. Of course, in megacities everything will change quickly. But rural residents will also be forced to change passports. Even if he has his own potato in the garden, the cow gives milk, you can eat. But you will have to pay for electricity and land tax only with a new passport. And then the question arises: what if a person works for a private farmer or sells himself from his farm? After all, the money will not go to the electronic passport. There are many difficulties to be solved, as we see.
Danger of surveillance
Currently, people are scared by stories about the new "iPhone", which are supposedly equipped with sensors for tracking people. The American company Apple is working closely with its authorities. But is it?
The "iPhone" is not at all as scary as an electronic passport of a citizen of the Russian Federation that has entered into full force. After all, all the data will be in full view of organizations. Hacker attacks on the server and hacks are also possible. If something like this happens, people will be in big trouble.
It is possible that people will be monitored for any purpose. To many, this prospect seems highly doubtful.
What else bothers the Russians?
All the disadvantages and advantages of the new passports were listed above. It is such shortcomings that can harm a person. If he is unemployed or a student, how will the money come to him? How will he pay for groceries in the store and travel on the subway?
Workbooks will not be needed in the future, because all information about the work will be in the electronic passport. No need to carry copies of your passport and other documents. But all this will harm those who are trying to evade obligations. The lack of a military ticket at the conscript will not be found right now, and an electronic passport will notify the military enlistment office about this instantly.
A fulfilling prophecy
Some Christians are against electronic passports because they know that the prophecy of John the Theologian in the book "Apocalypse" is being fulfilled. It says: before the end of the world, people will take a stamp on their forehead or right hand, that is, they are "microchipped." Without such a seal, they cannot fully live. And what is it? Sign of the Antichrist. People are no longer named, but numbered.
Will it be possible to refuse? The first electronic passport in Russia appeared in 2015. Within 10 years, all citizens must replace the old document with a new one. As for the Antichrist, chipization, Christians need to fear the desolation of the soul in relation to God, and not the press. If you accept a new document as simply progress in the information age, then believers should not be afraid.
