An application for a temporary residence permit is submitted to the Main Department of Internal Affairs of the Ministry of Internal Affairs or the Department of Internal Affairs of the Ministry of Internal Affairs if there is a quota or one of the available grounds.
The deadline for submitting a document is not legally established: a foreigner has the right to contact the authorized bodies within the first 90 days after entry or later.
Since the quota for RVP is valid only until the end of the calendar year (not the year after receipt), an application for a temporary residence permit is also submitted only until the end of the current year. Next year, a foreigner will have to get a new quota for RVP.
Form and sample document
To obtain RVP, a foreigner will need an application form for a temporary residence permit, the first page of which is published below. A clean copy can be taken from the OMVD OMV itself (previously the institution was called the FMS, the UMFS, and they talked about it between themselves as a “passport office”) from the inspector who is processing this permit.
In order not to visit the institution again for no reason, several copies are preliminarily taken from a clean copy, since errors or corrections in the application when submitting to the inspector are unacceptable.
For familiarization, the application form is placed in the OVM OMVD at the stand. All regions of the Russian Federation require one type of application, which is established by law.
A blank application form can be found following the example on the Web and downloaded. At the same time, personal data is entered on the computer, after the document is printed out and submitted to the OMVD OVM.
Filling requirements
How to fill out an application for a temporary residence permit right the first time:
- write only the truth;
- carefully indicate personal data and information from documents (number and series of passport, foreign passport, driver’s license, graduation certificate and others; all information about the applicant matters, therefore, you should be responsible for filling out the application);
- Do not skip lines and questions;
- answer only in the case;
- Do not paste the photo yourself;
- do not make corrections with a pen in a document filled in on a computer;
- fill out an application for a temporary residence permit according to the model if the migrant does not know Russian well or does not understand what should be written in the column;
- it is important for the migrant to provide the same information about himself when applying for different types of permits: RVP, residence permit and citizenship in the future; if a foreigner indicates in a statement to RVP that from 2009 to 2014 he worked at a metallurgical plant, and in a statement to a residence permit he says that he did not work at that time, this is suspicious and could provoke a refusal to issue a residence permit and citizenship in the future;
- indicate the exact date of entry and exit from the country; for this you will have to record them in advance. Dates will also be required when confirming your stay with a temporary residence permit and residence permit.
Reasons for refusal
An application for RWP will not be accepted in the following cases:
- the migrant violated the terms of stay in the Russian Federation;
- no migration registration (“temporary registration” for 90 days);
- address of residence does not coincide with the address of migration registration;
- the applicant has no basis or quota;
- application form does not meet the requirements;
- false information is indicated;
- not a complete package of documents was collected
- Passport or other migrant documents have expired.
Total
The application is submitted either before the collection of the entire package of documents (certificate in Russian, payment of state duty, medical certificate and others), or after. In each OMVM OMVD put forward different requirements. If there are errors or inaccuracies in the application, the applicant will be informed about this immediately upon submission, and therefore they will not accept the full package of documents.
The inspector does not have the right not to accept or not to consider the application completed by the migrant on his own, and not through an intermediary firm. If such a situation arises, the foreigner has the right to file a complaint with the head of the OMVD OMV.
