For each participant in the hostilities, the legislation established benefits that not everyone is familiar with, and therefore they do not always use them. Before applying for benefits to veterans of military operations in Chechnya or any other military action, you need to know who exactly belongs to their number.
War veterans: who is it
All citizens who were fired, resigned, those liable for military service, who took part in the hostilities in Chechnya can count on benefits for war veterans in Chechnya. Also, servicemen who were fired to the reserve, officers of the police department who participated in the hostilities can count on the appointment of benefits.
Benefits to veterans of military operations in Chechnya are assigned to those who were involved in the delivery of cargo (auto battalion), to the military, engaged in the maintenance of high-frequency, located in the Chechen Republic.
The legislative documents indicate the dates of hostilities. Almost every person who served in Chechnya at the indicated time was involved in hostilities. Therefore, virtually all citizens are assigned benefits and benefits are determined.
Types of benefits
You can find out all about the benefits of war veterans in the legislation No. 5-FZ of 1995 (supplement of clauses 1-4 of article 3). The documents say that you can get privileges in the following options:
- Tax payments.
- Pension benefits.

Preferential land
Until 2004, benefits to veteran combat participants in Chechnya included the provision of land allotments for private housing. However, with the adoption of the new law on the monetization of benefits, free land acquisition was abolished. If they are on the waiting list to receive the site until 2004, then the right to it is retained.
Tax privileges
All war veterans exercise their rights and benefits in different ways. Someone receives housing, while someone receives financial support from the state. However, for everyone there is a benefit that partially or completely exempts from paying property taxes.
Regional legislation may provide partial or full exemption from transport taxes.
Also, all participants in the war are given the right to receive a personal income tax deduction in the amount of five hundred rubles. If the veteran received a disability, then the deduction amount will reach three thousand.
Getting housing
All combat veterans are provided with a privilege for free housing. However, this type of privilege has several limitations. For example, those who applied before 2005 receive apartments out of turn. Persons who filed an application after 2005 are provided with housing in the general queue, as well as other citizens of the Russian Federation.
When submitting an application until 2005, veterans can be provided instead of an apartment with cash allowance for independent purchase of housing, construction. The final payment amount is calculated based on the cost per square meter of real estate required for a comfortable stay (18 sq.m).
Veterans are entitled to a partial refund of rent. If the family of a retired military man rents an apartment, then up to half of the rent can be returned to him.
Previously, veterans used privileges to pay for utilities, but since 2011 this allowance has been canceled, and now they pay utility bills just like all citizens.
Monthly payment
The legislation provides for a monthly monetary benefit to war veterans in Chechnya. Tips for obtaining it allow you to achieve military recognition as a veteran and assign a monthly monetary allowance in the amount of 2225 rubles. This amount also includes NSOs (social services), paid in the amount of 839 rubles.
The NSO suggests that veterans are supposed to receive free prescription drugs, and if necessary, they can get a ticket to the sanatorium. At the same time, the fare to the sanatorium is not paid.
Medical care
Free medical care is included in the benefits of war veterans. Federal and regional programs provide for free treatment in hospitals and state clinics. An annual examination and monitoring of the state of health are also provided.
War veterans can count on free prostheses. In some regions, veterans are privileged to install dentures.
Disability Regulations
If during the war a citizen received any injuries that led to disability, then surcharges are assigned to him. Their amount depends on the disability group. If the cause of the disability was the pathology that the military suffered during the service, then he is also entitled to surcharges, the amount of which depends on the severity of the consequences.
Since 2013, participants in the war who have become disabled can rely on either disability benefits or benefits for participants in conflicts. The choice of benefit type is determined by the citizen himself and can use only one type of benefit.
Benefits for students and working veterans
Working Chechen veterans receive various privileges, including annual leave, which must be provided at any time of the year. Also, a citizen is entitled to provide unpaid leave for a month.
Benefits to veterans include continuing education courses at the expense of the employer.
Upon admission to state-type educational institutions according to the results of exams, veterans are credited out of turn. Moreover, for excellent study, participants in hostilities have the right to receive a scholarship and allowances to it.
Additional types of benefits
Each veteran has the full right to purchase a ticket for public transport out of turn. They should also be served out of turn at all post offices.
If you want to install a telephone in an apartment, their application should also be considered out of turn and if the decision is positive, immediately bring up the telephone.
In some regions, additional benefits are provided for participants in the Chechen war. Most often, they apply to travel by public transport (partially or fully return money from the regional budget).
The benefits of combatants extend to his family. By law, half of the cost of a ticket to the camp for children should be returned to him. It should be noted that the amount is not refunded immediately, but some time after the application is submitted.
Families of a deceased war veteran may also receive benefits. A widow can expect to be paid until her next marriage. If the family of the deceased has minor children, students, then benefits are assigned to them.
Getting benefits
Each type of privilege is issued in different institutions. To apply for tax benefits, you must contact the tax office. Since the benefits are declarative, they can be granted only after the veteran writes the application.
To submit documents to the tax service, you must either visit it in person or send a letter with a statement, as well as through a special electronic service.
Cash payment
Every veteran has the right to receive a cash payment. To formalize it, you must submit an application to the PF. Moreover, the veteran has the right to submit an application not only during a personal visit to the PF, but also through electronic services.
After accepting the documents from the veteran, he is assigned a monthly payment. Most often it is transferred to the account indicated in the documents.
Documents on the purpose of payment can be submitted not only to the PF at the place of registration, but also to the PF at the place of residence. Within ten days after the adoption of the application, the PF is obliged to notify the veteran of the decision.
