The procedure will be slightly different, depending on where the car was purchased: in the cabin or with hands. With a new car it is easier, firstly, in some dealerships of official dealers, traffic police inspectors register the car on the spot, and secondly, a new car will undergo a 100% inspection.
There are not many such salons, but they are found, and in any case, you should ask before buying whether they provide such a service. If they don’t have it, it's okay - you can get the numbers in the usual way at the traffic police department.
To save time, before putting the car on the register, it is better to prepare all the necessary documents in advance: your own passport, technical equipment passport, a mandatory motor third-party liability insurance contract, a driver’s license of the corresponding category, an invoice from a car dealership for a new car and a sales contract for used, transit numbers issued at the previous withdrawal. If the car is registered not by the owner, but by another person, a power of attorney is needed.
To save time, before you put the car on the register, you should know in advance the schedule according to which the traffic police department works at the place of registration. It is better to transfer this procedure to your day off or take a day off at work in order to have time to do everything, since the process of issuing numbers can take a whole day. With the signed act, the owner goes back, again gives the documents and waits for new numbers. If there are few who want it, you will have to wait half an hour - an hour. By the way, if a used car is purchased, you can leave the old numbers, after re-registering them for yourself. In this case, the state duty will be significantly less - you only need to pay for renewal. When the numbers are issued, it remains only to fasten them and go home.
It is not uncommon for the owner to leave (or live) hundreds of kilometers from the place of registration. How to register a car in this case? You can get the numbers in absentia, using a proxy. Before you put the car on the account, you must collect all the documents indicated + a photocopy of the TCP and go to the nearest traffic police department. There you need to take the form for issuing a single inspection certificate, fill it in, sign with the boss and stand up with all the documents in the general queue. When the turn comes up, the owner must hand in all the documents, get an inspection certificate and fit the car for inspection. After checking, the driver goes to the window with the documents. At the end of the procedure, he should have in his hands: the act of a single inspection and the inspection ticket. These two documents, as well as transit numbers, the contract of sale, OSAGO insurance, PTS, a power of attorney and copies of the passport certified by a notary, can be sent to the place of registration so that a person who acts as a proxy can get numbers without presenting for inspection auto.
