How was the new Ukrainian police created?

The new police of Ukraine is one of the main bodies of the executive branch of government in the country. The desire and the first developments to create a police in Ukraine arose back in 2012. They became relevant when it was the minister of this sphere who himself confirmed the need to abandon the police. At that time, it was stated that the reform would help make law enforcement more centralized and modernized.

For three years, rumors have not ceased to appear that the National Police of Ukraine will be created. Since 2014, government action has begun. In March of that year, a law was passed to stop the crisis, according to which the number of the Ministry of Internal Affairs was reduced by 80 thousand people. However, the red tape with the dismissal of employees lasted a long time.

The first actions began to appear in late June. It was then that 17 thousand of the planned 80 thousand were dismissed. Some of the workers in the Donetsk region chose to go over to the side of the local undeclared republic.

Thus, the Ukrainian government came out with the fact that the number of police officers in this area decreased by 75%. Only the remaining 15% showed themselves to be “loyal” and “faithful”. Already in August of that year, about 2 billion hryvnias were allocated for the development of the sphere.

In September 2014, the government announced that the National Police of Ukraine would appear, and the GUBOP and two more branches of the police would be excluded from the executive branch. As a result, several departments were disbanded. A group dedicated to this process was created in December. Its composition is extremely strange - only foreigners entered it.

The government announced the name of the authority in mid-December. Immediately, the minister announces a reduction in personnel. At the beginning of January 2015, employees of the Ministry of Internal Affairs of Kharkiv Region were ruthlessly fired. In total there were 500 officers. The reason was the refusal to work for the benefit of the anti-terrorist operation.

At the beginning of July, absolutely all traffic police officers were fired, both in the Nikolaev region and in Donetsk. A few days later, the police of Ukraine begins to work in Kiev. And already in August a law was signed regulating the functioning of the new department. Entered into force in November. At that time, several major cities of the country took the oath and began to serve for the good of the motherland.

Criticism

At the end of 2015, with the help of social surveys and actions, experts came to the conclusion that the National Police trust about 15% of the total population of the country, while patrols - about 21%.
