Driving license exchange

In order to exchange the driver’s license, receive a new one in exchange for stolen or lost, certain documents must be submitted to the State Inspectorate. For example, you need to confirm payment for the manufacture and (or) issuance of a new document. Without passing exams, an exchange is made of a driver’s license, including a driver’s license bearing the distinguishing mark of the USSR (“SU”), which were issued in the republics of the USSR until January 1, 1992. This also applies to driver's licenses of national samples of the CIS, which were issued in exchange for those indicated, if this is confirmed by the relevant documents, as well as in exchange for lost or stolen documents and temporary permits.

After the theoretical exam is passed, the driver’s rights , which were obtained by citizens of the Russian Federation, as well as national or international rights, are replaced if the relevant documents were submitted (except for a document that confirms the fact of training). These include a copy of a driver’s license, legally certified, as well as a document confirming payment for the issuance and (or) manufacture of a driver’s license.

In the event that appropriate checks are carried out (if there is doubt about the authenticity of the documents or there is reason to believe that the driver was deprived of the right to drive a car), the person who filed the application is issued a temporary permit for a period of up to two months for the right to drive cars of certain categories.

The rights are subject to exchange in such cases: if the driver has a desire to obtain the rights according to a new model, if the driver’s license is unsuitable for use (unreadable records, the photo is damaged or missing, the documents are torn), their validity period has expired, the surname, first name, middle name (personal data).

Replacement of a driver’s license in connection with a change of surname is carried out upon presentation of the following documents: a copy and an original of a document confirming a change in personal data, a receipt on payment of funds for services and blank products of the traffic police, a medical certificate stating that the driver is allowed to drive cars of a certain category, two color photographs, a driver’s license, passport or a document that can replace it (with a mark of the internal affairs bodies on registration at the place of residence).

If the term of deprivation of rights has expired , a driver’s license shall be returned in the prescribed manner after the person submits the relevant medical certificates.

If the driver works in any organization, the driver’s license is exchanged upon presentation of a certificate from the place of work, which indicates the type of transport assigned to the driver, registration number, order number, and for drivers of a private vehicle, registration documents (ticket giving the right of management and / or certificate of registration).

If in exchange a new driver’s license was issued, the former is invalid and must be submitted to the State Inspectorate. After cancellation of this certificate at the request of the owner, it can be returned to him.

Owners are also returned with an international driving license.

Those persons whose driving experience has not been interrupted during the last year (this will be checked without fail!) Are replaced with a document without examinations. Persons who have not driven a vehicle at all over the past twelve months are exchanged with a driver’s license after they pass practical and theoretical exams.
