For some categories of citizens in Russia, the provision of preferential labor pension is provided. Accordingly, it is possible to receive insurance payments from the state ahead of schedule (55 for the female population and 60 men). Teaching posts giving the right to a preferential pension

- labor instructor.
Amendment
The wording “working with children” excludes administrative work and does not give the right to early retirement. So, the post of “director” without hours of teaching does not fall under the category of a preferential pension for teachers.
Equally, the head of the kindergarten and his deputies do not fall under the category of “pedagogical work”. Although the deputy head of educational and methodological work is directly related to the educational process.
Does the teacher’s place of work affect eligibility?
In addition to the list of posts, the law determined the names of institutions, work in which guarantees the accrual of preferential pensions for teachers. These include:
- all organizations implementing general education programs (schools, lyceums, military schools, educational centers), including boarding schools;
- institutions where orphans and children without parental care receive education;
- sanatoriums with educational activities;
- special closed and open type;
- preschool educational organizations, including kindergarten schools;
- middle and primary level of vocational education;
- a system of special organizations for children in need of a range of services.
Careful familiarization with the list will avoid frequent visits to the Pension Fund. The name of the position is not enough to ensure that teachers receive a preferential pension.
So, working as a speech therapist at a medical center does not allow you to use the service.
How does the study load affect preferential retirement?
The legislative framework has determined the standard hours for the rate, and from 01.09.2000 this condition is indicative of the decision on the availability of preferential length of service. The time standards are spelled out in the Order of the Ministry of Education of December 24, 2010 No. 2075.
Until 2000, the workload did not affect the appointment of a preferential pension for teachers, and all experience was taken into account, regardless of the number of hours worked. Starting September 1, 2000, a full-time duty arises, taking into account the time standard prescribed in the Order.
What to do when combining posts?
If a part-time job is full-time, and job responsibilities include interacting with people under the age of 18, then he has the right to declare that a preferential pension for teachers is assigned. Subject to compliance with labor standards and the mandatory deduction of insurance premiums.
The employee fits into working hours, and his employment allows him to combine duties in two positions without prejudice to the main place of work. The Law on preferential pensions for teachers is not entitled to refuse the appointment of an early pension.
What is needed for a teacher to receive a preferential pension?
In order to receive the pension on time, you should contact the Pension Fund in advance to collect documents. If there are no nuances in the records of the work book, then the package will be limited to the following:
- application (the form can be found on the PF website);
- passport of a citizen of the Russian Federation;
- SNILS - individual compulsory pension insurance certificate;
- a photocopy of the work book or an employment contract certified by the head;
- certificate from the accountant, which spelled out the basis for the appointment of preferential pension;
- certificate of 2-personal income tax from the place of work;
- birth certificates of children, if any;
- for men - a military ID.
For two and a half dozen years, institutions have changed their legal name more than once. This makes adjustments to the list of requested documents. So, employees of the Pension Fund can request a document on their previous place of work to clarify the current legal name, the fact of the employee’s work, his position and weekly load.
How to apply?
Improving the workflow system has made organizational issues resolved in a convenient way:
- Independent visit to the office of the Pension Fund.
- Through a representative by filling out a notarized power of attorney.
- Through multifunctional centers (work quickly).
- On the portal "State Services", where documents are uploaded to the database, with subsequent verification. If questions arise or there are missing documents, the specialist is contacted by phone or e-mail.
What is excluded from the grace period?
On a quarterly basis, the personnel department of the institution makes a report to the Pension Fund for teachers. Such a document flow allows you to systematize information about the availability of preferential length of service and to timely indicate the time to go to early retirement.
How often is the preferential pension paid to teachers? Changes occur regularly. They must be monitored.
The grace period does not include periods of work that are not related to persons under 18 years of age. These include:
- student leave and course preparation days;
- days of absence due to an employee without pay;
- days of performance of duties not a whole day (2/3 of the working time for a reason independent of the employee and employer);
- parental leave;
- military service time;
- sick leave periods.
In some cases, the dispute can be resolved by a lawsuit in the court of employment. For example, work in a boarding school of a closed type, where adults are also studying. In this case, it is necessary to prove the presence of 50% of the contingent under 18 years of age.
And with the profession of “teacher-psychologist” a preferential pension is laid?
When is a social educator and educational psychologist assigned an early appointment of a pension?
Everything will depend on the place of job performance. According to the list, the social educator and educational psychologist have the right to a preferential insurance pension in the case of performing official duties in those organizations that require the direct participation of a social educator and psychologist. In other words, they conduct educational activities and they are entitled to a preferential pension for teachers.
Such organizations include special closed institutions for children with disabilities, which without the organization of conditions will not be able to adapt in the environment. A social educator in such an institution not only works with external partners, but also educates pupils in social services (subjects of SBO).
That is, if the teacher is also a social educator, a preferential pension will be assigned to him.
In other cases, work in the current position does not allow taking advantage of benefits. Since obtaining a highly specialized orientation of education allows you to carry out professional activities only in special institutions.
Preferential pension to teachers of additional education
Obligatory employment can be found in the list of institutions from the Federal Law No. 781. The requirement has been valid since 1999, November 1:
- art schools, including music and art;
- centers for the development of children's creativity and humanitarian education;
- centers of tourism and excursions.
If a specialist in this field meets the following requirements, in these cases a preferential pension is given to teachers of additional education:
- Worked with people under the age of 18;
- performed labor duties in the institutions of the list;
- observed working hours.
Preferential pension for teachers - changes in legislation and development prospects
With the introduction of the reform of the pension insurance system, a pension coefficient (PC) is used to assign benefits, or rather, points that increase over time. So, in 2015, the PC was 6.6 and in 2016 - 9.
Since 2016, professional development courses for the position held are included in the teaching experience. This right has been proved thanks to the release of the Federal Educational Standards and the Law "On Education", where the teacher has the obligation to undergo coursework once every 3 years. The period of obtaining a profession in an educational institution will enter the grace period.
The size of the pension will be 40% of the average wage plus an increase of 11%. Salary is considered without allowances. Currently, the pension depends on the amount of insurance premiums and a little on wages.
