In almost all countries of the world, a program has been developed and implemented for the issue of parental capital, which provides for the payment of certain funds to young mothers. Such assistance is provided on time and until a small citizen reaches a certain age. In order to stimulate the birth rate, material assistance in the birth of children is also allocated in Russia. Such compensation payments are made only after the parents provide a document on the birth of the baby, and the subsidy itself, in principle, can be issued to any family member, usually the one who will care for the child.
Payments for children
First, a tool such as various social benefits was introduced to increase the birth rate. So, material assistance at the birth of children is enshrined in the Tax Code. This normative legal act states that at the birth of a child more than 50,000 thousand rubles cannot be paid to parents, and all payments are exempt from personal income tax. At the same time, many cunning employers realized that this norm gives the right to save, which they use. However, despite these limitations, many companies still strive to support young mothers.
Who is eligible for benefits?
Material assistance at the birth of children can be paid to one of the parents, guardians, other relatives, and other persons who replace the parents by law. The right to receive assistance for a child is reserved only to the person who will be on maternity leave and take care of the child. Such benefits are issued at the place of work of such persons. To receive compensation, you must provide the accounting department of the company with relevant supporting papers.
Childbirth allowance: documents
To get help, you must first provide a passport or other document that can confirm your identity. The following documents are also submitted:
- Application for the appointment of assistance to the child.
- Certificate of the registry office on the birth of a new citizen (form 24 or 25).
- A copy of the baby ’s birth certificate .
- A certificate from the father’s work stating that he was not assigned or granted child support. If he does not work, then he must submit a copy of the work book and a document from the social protection authorities about not receiving benefits.
- If we are talking about an adopted child, then you need to prepare documents such as a court decision on adoption, an agreement on the transfer of the child to the family, etc.
- For a single mother, a certificate from the registry office will be required, where information about the father is indicated.
What to do unemployed?
If both parents are unemployed, then the mat. birth assistance is paid in the RUSZN (in social protection authorities) after the provision of such papers:
- certificate of child;
- certificates from the registry office;
- labor books of mother and father of the child with notes on dismissal;
- if the parents previously never worked at all, a certificate or diploma is filed;
- single mothers also provide a certificate from the registry office with information about the father of the child.
Such compensation is paid continuously for 6 months after the birth of a son or daughter. Payment of a one-time allowance is made no later than 10 days after the submission of documents.
Benefit Sizes
From January 1, for each born child, regardless of the woman's working experience, she is paid a benefit in the amount of 13 741 99 rubles. This amount of "child" benefits was established on January 1 of this year.
In addition, the law also establishes the right of parents to monthly compensation for caring for a child up to 1.5 years. It is paid at a rate of 40% of the average income two years before the employee found out about her interesting position, or the person who will actually care for the newborn. For unemployed, the following amounts of payments are expected:
- If this is the first baby, then the amount of compensation is 2576.63 rubles.
- The allowance for the birth of a second child and subsequent heirs is 5153.24 rubles.
- In addition, benefits are provided to families with three or more minor children. So, for the third, fourth, etc. Children who were born no earlier than 01.01.2013 are paid monthly compensation up to 3 years.
At the moment, the government is considering extending such payments to 3 years.
Payments by region
It is worth noting that the conditions and amounts of governor and regional payments for children are very different in the regions of the Russian Federation. In some of them, they are not even paid yet.
Benefits for the birth of a child (Moscow): a lump sum payment of 5500 rubles is due. for the first child and 14500 p. on the second and subsequent. In addition, parents who have not reached the age of 30 are entitled to a benefit of 34500 rubles. If three or more children are born in a family, then the Moscow authorities pay them one-time 50,000 rubles. If the father of the child serves on the draft, then the lump sum will be 19,645 rubles, and the monthly allowance will be 8420 rubles. The wives of the military are entitled to a allowance of 20,725 rubles one-time and 8,822 rubles every month.
Several other payments are provided for residents of St. Petersburg. For the first-born, you can get 21.5 thousand at a time, for the second - 28.7 thousand rubles, and for the third and subsequent heirs - 25.8 thousand rubles.
In the Altai Territory, at the birth of three or more children, parents are allocated 50 thousand rubles, and plus everything else they get a piece of land for free.
In the Amur Region, large families with three or more children are entitled to an allowance in the amount of the subsistence minimum (now it is more than 8 thousand rubles).
In the Voronezh region, the amount of the allowance for the birth of a child is 20 thousand rubles, moreover, whether it is the first child or not.
However, the amount of compensation for newborns is much more modest in the Kaluga region - 2.2 thousand for the first-born and 3.3 thousand for the second, third, etc., and in the Kursk and Yaroslavl region - 2 thousand for the first child and 3 for the subsequent.
How to receive governor payments?
To receive a governor’s allowance, you must contact your local social security office with the following documents:
- a statement indicating the option of receiving benefits;
- birth certificates (enough copies);
- a copy of the passport, where the registration is indicated in a certain territory;
- A copy of the passbook from the account numbers.
After providing the above documents, the decision on the issuance of material assistance is issued after 10 days. Information about a resident of the region who became a mother is entered into the general database of social support. And only after that a certain amount of benefits at the birth of a child will be charged.
To whom are maternity capital issued?
Many young mothers are also interested in: “What payments are they still entitled to at birth?” The legislation provides that already at the birth of a second baby, etc. mothers received a certificate of maternity capital in the amount of 429,408, 50 rubles. However, it can only be used for some purposes. Such encouragement began to issue since 2007 and provide only once.
In addition, you can manage this payment after the child is 3 years old. Nevertheless, at the expense of maternity capital, you can repay a loan to purchase a home, regardless of how much time has passed since the day the second and subsequent children were born. They issue such a certificate with the Pension Fund. At the same time, you cannot receive it in cash, it can be used only in such cases:
- Improving housing conditions.
- Getting the child an education.
- Formation of part of the pension for the mother.
- Payment for school or kindergarten.
Moreover, such an amount can be spent both on one of the above goals, and partially on various needs.
What to look for?
If an employee is on maternity leave for up to 1.5 years, but becomes pregnant again, then she can choose between two types of benefits: either take a “vacation” for pregnancy and childbirth, or stay on maternity leave. Two types of compensation are prohibited.
In this case, you must contact the accounting department of your company with the following documents:
- An application for a grant.
- A copy of the birth certificate of the little citizen who is being cared for. If there are still children, a certificate for them is also provided.
- If you decide to stay on maternity leave, a statement is also written.
- Certificate that the second parent does not use leave to care for the baby.
- Maternity hospital (enough copies).
Future innovations
The government also promises that in 2015, many child benefit programs will be reviewed. It is planned that material assistance at the birth of children next year will be increased. Families with many children will be able to get a land plot for nothing. Another interesting innovation, which, perhaps, will be realized very soon, is the electronic line to kindergartens. It will be possible to register on a special website and track the fate of your application. Officials also promise benefits for those parents who will send their children to kindergarten and go to work earlier than the deadline. Let's hope that all their ideas are surely realized.
