Building norms and rules of the Russian Federation, which are part of the general system of legislative acts, are developed in full compliance with the new conditions in the economic sphere and the structure of the administrative apparatus. All provisions that are affected by this standard are mandatory for all bodies of supervisory activity and management, organizations and enterprises, as well as associations, whose functions include the creation and use of legal acts in the field of the construction of various objects.

Building norms and rules are created to solve the problems facing the construction industry. These include:

- ensuring the conformity of the products of the construction industry of the national economy to their original purpose and the creation of normal conditions for the life of the population;

- release of final products that meet all regulatory provisions on safety for human health;

- protection of the constructed facilities, as well as the population located in them, from the risk to which they may be exposed in case of emergency;

- ensuring compliance with the appropriate quality characteristics, as well as the reliability of various structures, structures, foundations, engineering networks and buildings;

- economical and rational use of all types of resources, as well as compliance with environmental services;

- alignment of technical characteristics for the development of cooperation between states.

Building codes include:

- methodological, organizational and general technical conditions, the use of which is mandatory in the process of release and use of the product;

Building Norms and Rules “Residential multi-apartment buildings” approves technical regulations regarding safety and compliance with sanitary standards. It includes sections regarding:

- Areas of use;

- basic requirements for apartments, as well as their individual elements;

- standards for bearing capacity, as well as the deformability of various building structures;

- fire safety requirements ;

- standards of sanitary and epidemiological rules;

- safety during operation, etc.

Enterprises and organizations, as well as individuals, bear full responsibility stipulated in legislative acts in cases when regulatory requirements are violated and distorted when applying the provisions concluded in the current standards.
