Health modernization: goals and their achievement

The national project β€œHealth” has gained popularity and has shown that concentrating resources on priority areas gives positive results. The next step is the modernization of healthcare.

The government has prepared the legal framework for this program in the form of several decrees and orders. All events are financed by the Federal and Territorial MHI Funds, as well as from municipal and regional budgets.

Healthcare modernization is:

  • the development of several hundred billion rubles;
  • construction of health facilities and major repairs of existing ones;
  • medical issues;
  • introduction of convenient information systems;
  • purchase of modern medical equipment;
  • introduction of new standards;
  • the creation of institutions for pregnant women in difficult situations;
  • organization of treatment for young children;
  • improvement of measures for accounting for medical care and organization of financial support.

Healthcare modernization provides:

  • Priority of patients' interests when receiving medical care;
  • respect for human rights;
  • protecting the health of infants;
  • accessibility of medical care;
  • responsibility of self-government bodies and the state for the protection of the health of citizens;
  • improvement of the demographic situation.

Health care modernization requires ongoing revision. The program provides for the repair of medical institutions, the improvement of the material and technical base. It is planned to develop information technologies, for example, to introduce everywhere an electronic record to specialists via the Internet, electronic medical records and workflow, to increase salaries for health workers.

The allocated funds are not yet fully spent. Major repairs are carried out only in half of the institutions of all planned. About 1,000 hospitals have not even signed a repair contract.

The acquisition of 250,000 units of medical equipment involves the modernization of healthcare. The engineering program is also half complete. The main problems in this direction are disruption of supplies, violation of installation, commissioning, lack of specialists and trained premises.

The modernization of healthcare in the Russian Federation provides for the purchase of several hundred thousand units of information technology. They are needed for keeping records of patients, the introduction of electronic document management. Computers were not purchased in full, since technical specifications were developed and agreed on for a long time, deliveries deviated from the schedule.

Regions best implement high standards of care. The Ministry of Health claims that they have already been introduced in 90% of hospitals. Officials also argue that the task of increasing the salaries of nurses and doctors is 100% complete.

Health care in the Russian Federation needs to be modernized. But so much more needs to be done. We hope that all planned activities will be implemented!
