Consolidated budget

The concept of "consolidated budget of the Russian Federation" was introduced into the Law in connection with the abolition of the state budget. The law indicates that the unity of the system is ensured not only by the integrity of the documentation, classification and legal framework, but also by providing the necessary statistical and accounting information.

The consolidated budget of the Russian Federation is based on Article 16 of the Budget Code. The Code is assigned to the Ministry of Finance of the country to draw up and develop its forecast.

The consolidated budget is a set of expenditure and revenue items at all levels in a certain territory (within the country, subject). It is not subject to approval. The consolidated budget is mainly a statistical code. It reflects indicators, which, in turn, characterize aggregated values ​​for expenditure and income items.

The consolidated budget is used to analyze the occurrence of revenues and the application of the budgets of the regions and the country as a whole. The indicators that are reflected in it are used in forecasting the social and economic development of a country, entities or regions, in financial planning, and in the development of normative tax deductions. Values ​​are also used to identify the level of centralization of financial resources, which are reflected in expenditure-revenue state articles.

Due to the fact that the consolidated budget is not subject to approval by a representative (legislative) body of government, it is not a legal document. Along with this, he performs the task of combining relevant indicators. The value of the consolidated budget in each case is established using calculations.

It should be noted that this accounting document is widely used in the planning and analysis of the main proportions and indicators of the system. In particular, the specific weight that the budget has in GDP allows us to imagine the scale of redistribution. The structure of expenditures and revenues indicates the main sources and subjects of the formation of the profitable base of the system, as well as the priority areas of government spending.

In the budget practice of Russia, the following types of consolidated budgets are shared:

  1. Income-generating state articles (including federal, off-budget funds).
  2. The budget of the constituent entity of the Russian Federation (republic, okrug, St. Petersburg, territory, region, autonomous region, Moscow). It includes articles of expenses and income of the subject itself and municipalities located on its territory.
  3. The budget of the city (regional, republican, regional, district subordination). It includes the income-generating article of the city and its regions.
  4. District budget. It contains expenditure items of towns, villages, cities located in the district subordination.

It should be noted that without calculating the values ​​of consolidated budgets it is impossible to carry out financial planning. The income item of the balance sheet uses data on value added taxes, property, foreign trade, excise taxes, income tax, funds of trust funds and so on.

The expenditure part includes expenses for social, cultural and other events, the financing of which may be carried out at the expense of the budget. The same category includes spending on state investment, subsidies, defense spending, science, maintenance of law enforcement agencies, authorities, prosecutors, courts and others.

Indicators of consolidated budgets are of particular importance in the implementation of long-term planning as a whole. In addition, the values ​​are used in the calculations characterizing the different types of security of citizens of the state and its territories.
