The police (although it would be more correct to say-the system of the Ministry of Internal Affairs of Russia) has in its composition a special institution designed for temporary detention of persons. Now special cells are called IVS. As mentioned earlier, the bullpen is a detention center. However, the new name did not take root among the people, and the term bullpen is still more common.
What are IVS?
Temporary detention facilities are places of detention for persons suspected of committing a crime. These citizens are temporarily placed in special cells at the territorial internal affairs bodies. The IVS does not belong to separate independent structures of the internal affairs bodies, the KPZ is a cell located at the internal affairs bodies. The insulator is a special institution that is part of the Ministry of Internal Affairs of the Russian Federation. What is the difference between an IVS and a pre-trial detention center? First of all, they are subordinate to the Ministry of Internal Affairs, and not to the Federal Penitentiary Service.
The legal basis for the activities of temporary detention facilities is art. 91 Code of Criminal Procedure. It refers to the detention of the victim, which is a measure of procedural coercion, and not a measure of restraint. Duration of stay
A detainee may be in an IVS (KPZ) for no more than 48 hours. The defendant, wanted and subsequently discovered, may also be placed on temporary detention facilities. Detention begins from the moment when the person is deprived of the right to dispose of himself, the period itself is counted from the time of delivery to the interrogating officer or investigator and cannot exceed 2 days. Upon its expiration, the suspect must be sent to a pre-trial detention center, arrested or released, in addition, the court may extend the period of stay in the temporary detention facility by a maximum of 72 hours. During the detention, a protocol is drawn up, which must be signed by the suspect and the person who composed it.
It is worth noting that the bullpen is also a cell where people can be held for whom a preventive measure such as detention has been chosen. This happens in cases where investigative actions are carried out outside the settlements where there are pre-trial detention centers. The maximum period of stay in them in this case is limited to ten days a month.
Need to stay in the bullpen
The person who committed the crime is isolated from society by being placed in appropriate correctional institutions. Up to this point, the investigating and investigating authorities carry out a large amount of work in order to then submit the case to the court, which must issue a decision on the arrest or, on the contrary, release of the detainee. Conditions of detention
The detention in the reminder resembles prison conditions, that is, detainees are in closed cells, restricting their freedom. Often there are no sanitary facilities, from the whole situation here you can find only sleeping places. The conditions of detention are quite strict: moving without an escort is not allowed, and at night the cameras are illuminated until dawn arrives. Improved IVS
The cells in police departments are often not enough for all detained places, especially this is observed on weekends and holidays. The same IVS, which are larger in size and are located in the corresponding buildings or basements, are, as usual, deprived of this drawback and equipped with everything necessary. In such isolators there are sanitary devices and accessories for washing, exhaust ventilation, lamps, radio speakers, cabinets for storing clothes and washing basins, a tank with drinking water, a call button for the duty officer and more. Each prisoner is given equipment and items for cleaning in the cell, laundry soap, board games, periodicals, items for sewing.

The IVS activity assumes various modes of detention: there are delimitations in the joint maintenance of subjects. In addition, subjects suspected of having committed serious crimes are also subject to separate detention in the IVS. Receiving gear
As for the programs, their number is not limited, the main thing is that two conditions are met: the list of items and items sent must not include prohibited items, and the total weight should not exceed 30 kg, but the last paragraph does not apply to a number of categories of detainees. Among them - minors, pregnant women or women with a baby, as well as having a serious illness.
When receiving items, they are weighed and inspected. For those persons who are charged with detention in a punishment cell due to their behavior, receiving transmissions for this time is prohibited. When meeting with a lawyer or relatives, the acceptance of things is not allowed.
