By order of the Ministry of Internal Affairs dated December 31, 2012, a Manual was approved that regulates the organization of the activities of local police. The document is aimed at improving the work of employees in the prevention of crimes and other violations, increasing their role in ensuring the protection of life, freedoms, health, the interests of the population, the protection of order and security. In the Manual, among other things, the duties of the local authorized police were also determined. 2016 was not marked by any changes to the document. Let us further consider the basic requirements for employees.
Local police officer: duties
In order to effectively fulfill the tasks set, the employee must know and comply with the requirements of legislative and other regulatory acts of the Russian Federation that form the legal basis for his activities, use methods and forms of preventing crimes and other violations. Fulfilling the obligation of the local police, the employee follows the procedure for the production and execution of urgent (urgent) investigative measures, administrative proceedings. The employee must have information about the involved in the territory under his jurisdiction:
- Means and forces of the Ministry of Internal Affairs.
- Representatives of public law enforcement organizations.
- Employees of enterprises engaged in non-governmental (private) security activities.
Performing the duties of the precinct officer , the employee should know the location of the mobile and stationary posts of the teaching staff, military detachments, traffic police. When working on the territory, the employee must know its features, road map, location and mode of operation of enterprises, organizations, institutions, regardless of their type of ownership, as well as public places of recreation, objects of storage of cultural and historical values, warehouses, bases, other places the content of material assets, including cash, parking lots. The employee must pay particular attention to potentially hazardous areas. On them, in particular, are weapons depots, objects that store explosives, narcotic, psychotropic compounds, items withdrawn from circulation or limited in it. Performing the duties of the local police , the employee must participate in the briefings of representatives of public organizations of law enforcement orientation.
Service
The rights and obligations of district commissioners are determined in federal regulations and local documents adopted in accordance with them. Performing tasks, employees are vested with a number of powers. With their implementation are directly related to the duties of the precinct . As part of his career, the employee receives messages, statements, other information regarding administrative violations or crimes, as well as incidents. The information received is immediately transmitted to the call center using available means of communication. Upon arrival at the department or other office premises, information is recorded in the register of applications, appeals and reception of citizens.
Verification and information
The duties of the precinct provide for the consideration of received messages, applications and other information. After accepting information about violations, incidents or crimes, the employee checks it and takes measures that are permissible by law. At the same time, while fulfilling the duties of the district authorized representative , the employee must inform the applicants, within the scope of their competence, about the process of considering the information transmitted by them. In addition, he must notify the relevant municipal and state structures, their officials of facts requiring their immediate participation.
Prompt response
What are the responsibilities of the precinct in the framework of this activity? Upon receiving information about the commission of crimes, the employee, having reported it to the duty unit, must immediately go to the scene of the incident, stop the unlawful behavior of persons, and eliminate security threats. As part of the operational response, the employee documents facts and circumstances within the competence, ensures the safety of the traces of crime until the arrival of the SOG. Upon detection of citizens who suffered from a crime, administrative violation, accident, as well as entities that are in a state of helplessness or dangerous for them, the precinct immediately reports this to the officer on duty. In the absence of the possibility of the timely arrival of the medical team, the employee provides first aid to the victims.
Establishment of circumstances of incidents
Fulfilling the duties of a precinct officer, the police officer identifies, within the framework of competence, the causes of administrative violations and crimes, the conditions that contributed to their commission. The employee reports all available information to the head of the territorial division of the Ministry of Internal Affairs. In addition, the employee reports that it is necessary for executives and other officials of the organizations to submit mandatory submissions aimed at taking measures to eliminate these conditions and causes. Realizing the duties of the precinct officer, the employee identifies entities that have intentions to commit crimes. The employee conducts preventive individual work with them.
Additional activities
The duties of the precinct include participation in the selection of candidates for their non-staff activities. Within the competence, the employee directly supervises their work. The district police officer in the course of his activities must interact with public organizations and the public in the field of preventing violations, protecting order and ensuring security. In emergency situations, the employee takes urgent measures to protect property, save citizens. In such circumstances, it should also contribute to the smooth operation of emergency and other services. During epizootics and epidemics, the duties of the district police officer also include ensuring public safety during quarantine measures.
Assistance to employees of other departments
Within the competence, the district police officer is obliged to execute court decisions, according to the written order of the head of the territorial police department - written instructions given by the investigator, the inquiry body on the performance of certain actions, the detention of citizens accused or suspected of crimes. In the framework of his activities, the employee conducts administrative affairs and prevents violations. Within the competence, the district police officer shall assist employees of the departments of the internal affairs department and other federal executive structures to establish the location of citizens on the territory subordinate to him:
- wanted persons;
- suspected / accused of a crime or committed it;
- hiding from the court, inquiry / investigation;
- evading the implementation of compulsory medical or educational measures prescribed by him in the prescribed manner, as well as hospitalization due to the presence of a mental illness;
- missing missing.
The employee also assists in the identification of corpses, the search for stolen material assets, the detention of citizens who escaped from custody, evading serving sentences under the Criminal Code. Within the competence, the district police officer takes part in activities aimed at combating terrorism.
Control and surveillance
Within the competence, the district police officer oversees the fulfillment of the restrictions and prohibitions established by citizens released from prison in accordance with Federal Law No. 64. Together with healthcare institutions, employees are involved in monitoring persons with mental disorders, alcoholism, drug addiction and who pose a danger to society. This work is aimed at preventing the commission of crimes by these subjects and other illegal acts.
Identification of illegal activities
If there is a suspicion of signs of falsification in the documents, the district policeman is obliged to seize them from officials and citizens. Similar actions are carried out in respect of items excluded from circulation or restricted in accordance with the law and held by the subject without the necessary permission. Together with the PPS outfits, the district policeman makes a detour along the patrol route of places of likely occurrence of citizens with a tendency to illegal behavior, participates in the suppression of crimes and other violations, the detention of persons suspected of them. In the framework of this activity, employees identify dens for the illegal use of drugs, psychotropic compounds, engaging in prostitution, establish their owners or organizers. At the same time, measures are taken to suppress their work, and they immediately inform the concerned departments of the internal affairs department. The competence of employees includes the identification of citizens who use drugs or psychotropic compounds not prescribed by a doctor, who illegally acquire, transport, store, manufacture, market, process these substances and their analogues that cultivate plants containing them.

Work related to minors
Within the competence, the district police officer is involved in the search for persons under the age of 18, who voluntarily left the family or a specialized institution (including a closed type) who need rehabilitation. The employee takes measures to identify citizens involving minors in criminal and other antisocial activities, the systematic consumption of alcohol, drugs, intoxicants, psychotropic compounds, prostitution, begging and vagrancy. Within the framework of his competence, the employee carries out actions aimed at suppressing such behavior, informs the concerned departments about it. The employee must identify persons under 18 years of age living in inappropriate living conditions, notifying the PDN about this.
Normative fixing
The rights and duties of the local police are recorded in the relevant regulations. In the framework of official activities, the employee is guided by Federal Law No. 3. The legal capabilities of the employee are enshrined in Articles 18, 17, 13-15 of the Law. The rights and obligations of the precinct may be additionally regulated by regional regulations, taking into account the peculiarities of the territory, issued by the relevant executive structures within their competence.
Preventive bypass
It includes visits to structures, structures, buildings located in the territory under their jurisdiction. If necessary, the district inspects the attics, basements, porches of empty houses or to be demolished. Preventive detour also involves visiting people who are registered with the Department of Internal Affairs, familiarizing apartment residents with the provisions of federal law, holding meetings with owners of objects located in the territory under their jurisdiction, or their representatives. This work is performed by an employee exclusively in uniform with the requirements of paragraph 23 of the Manual. A preventive tour is a daily activity. During the year, the district police officer is obliged to visit all residential facilities, including those located on its administrative section. When visiting the apartments, the employee must introduce himself. He calls his name, position. At the request of the tenants, the employee presents the certificate in an open form. The employee must inform the purpose of his visit, inform about the address of the police station, the location of the premises for the reception, the mode of his work. As part of the tour, the employee explains to citizens information on precautionary measures to prevent violations and crimes aimed at ensuring property safety, including property.

The results of the work performed are included in the house diagram with the date. The information received is intended for official use and should not be transferred to third parties, unless other rules are provided for by federal law. The policeman is individually responsible for the confidentiality of this information. The employee reports all cases of violation of regulatory requirements to the head of the territorial department of the internal affairs department. Upon receipt of data on citizens suspected of involvement in crimes and administrative misconduct, the district commissioner compiles a report. The document is drawn up in the name of the head of the territorial unit of the Department of Internal Affairs.
